Duty station: Oxfam Mogadishu, Hargeisa or Garowe office (depending on the preferred location of the selected candidate). Position involves frequent travel (<50%) to operational areas

Type of appointment: Fixed term

TEAM PURPOSE: Humanitarian & Resilience team works with partners and communities before, during, and after crises to build resilience to climate and fragility, save and sustain lives, and together address the root causes of conflict and disasters.

JOB PURPOSE: Protection Coordinator is a pivotal role in the development and implementation of Oxfam’s protection sector programming. Protection Coordinator works closely with other sectoral leads (Water, Sanitation and Hygiene, Food and Economic Security, Gender in Emergencies), Area/Program Managers, local partners, thematic leads (Humanitarian & Resilience, Gender Justice and Inclusive Governance, Just Economy and Economic Development) and other units (Business Development and Funding, Program Quality, Logistics, Finance etc.) and Partners to ensure integrated multisectoral humanitarian response and resilience building programming that is in-line with Oxfam’s country strategy and quality standards.

DIMENSIONS of the Role

  • Provide specialist protection advice and ongoing strategic analysis to support Oxfam’s humanitarian, resilience programming in Somalia, integrating field-level and national-level insights on conflict, protection, gender, and risk management. Regularly engage with Protection teams and AM/PM/PLto address programmatic challenges, ensure timely implementation, and identify areas needing additional technical support, oversight, or resources, while informing programme development, implementation, and advocacy efforts.
  • Develop and implement protection strategies, tools and guidance to ensure the effective assessment, analyses, design (including proposals for resource mobilization) and delivery of high-quality protection programming.
  • Lead efforts in capacity strengthening of Oxfam (specifically protection team and contribute along with other sectoral colleagues to joint efforts on safe programming) and capacity sharing with local partners.
  • Meaningful participation and influencing in external forums (Protection Cluster and AoRs, Government led coordination and technical working groups etc.) and Oxfam Confederation to enhance and strengthen protection programming.
  • Revise and update the protection strategy for the Somalia country programme, considering the suitability of programme approaches in target communities, the current and projected funding landscape, field protection assessments, and overall national priorities.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

Sector strategy and program development

• Gather and analyse protection information and data and make it available to Oxfam and partners to develop contextually appropriate and technically sound protection programming and to inform policy and advocacy efforts.

• Conduct ongoing strategic protection analysis by integrating field-level and national-level assessments, including conflict analysis, gender considerations, and risk management to provide a comprehensive understanding and guide effective program strategy, development and implementation.

• Contribute to the broader strategic planning process – contingency planning, preparedness, anticipatory and early action and multi-sector response planning and programme design initiatives by providing technical guidance and support on Protection in the planning and design phase.

• Initiate and lead the in the development of relevant Protection sector plans.

• Lead the protection program development, through the development of sound and evidence-based concept notes, proposals and budgets in close coordination with relevant programme and support staff.

• Support advocacy and campaigning on protection issues within the context of Oxfam’s Rights in Crisis Campaign, among others.

• Active participation and coordination in cross-departmental including WASH, EFSVL, Gender, and advocacy to ensure sufficient linkages and Integration of Programming.

• Demonstrate the effort and capability to scale up the protection program into new areas, including but not limited to leading on protection analysis and assessments, assessing potential partners, recruiting staff, and developing the program effectively in these regions while closely coordinating and collaborating with the protection cluster and other actors and key stakeholders.

Technical support, oversight and coordination

• Keep up to date knowledge and understanding of Government, Cluster and Donors strategies, guidelines, program planning and ways or working/coordinating.

• Ensure representation of Oxfam’s Protection sector to partners, donors, national and sub-national authorities, and local actors, and represent the organization in Protection Cluster meetings or sectoral coordination groups. Additionally, ensure the effective flow of information within the Protection sector, maintain direct contact with donors to guarantee strategic alignment and financial support, and develop alliances with other agencies to enhance coordination and adopt complementary approaches.

• Oversee the technical design of new protection related proposals, including activity plans and budgeting, collaborating with Project Managers as needed. In addition, contribute to the development of monthly, quarterly, interim, and annual donor reports, project proposals, and any ad hoc reports or communications as requested.

• Provide technical directions and ensure Protection programming compliance with contractual commitments, international protection standards, nationally agreed protection sectoral plans, and Oxfam’s standards, policies and strategies.

• Develop technical standard operating procedures and quality benchmarks, guidelines, tools, etc. in close coordination with the Oxfam in Africa/Global Protection Advisers and support team and partners to adopt, implement it.

• Technical support to project leads/teams to prepare detail implementation plans for projects, timely and accurate procurement plans, recruitment plans, and budget utilization plans.

• Undertake field monitoring visits, participate in project progress review meetings to assess progress and identify technical quality and implementation issues and support implementation of modifications as required.

• Lead capacity building on protection issues for Oxfam staff and partners, linking with national, regional and humanitarian department capacity-building initiatives. This includes on the job accompaniment and mentoring, training and advisory support.

  • Support and guide protection team to ensure Oxfam’s Safe Programming is embedded in all aspects of the program.
  • Support Project Leads and teams on internal and external reporting. Take lead on Oxfam’s reporting and information sharing with Protection Cluster/AoRs.
  • Ensure that key learnings are extracted from implementation and incorporated in Protection programming and staff development processes.

• Minimum 7 years of progressive professional experience in protection programming – including minimum 2 years in Protection lead role with comparable national/International organizations.

• Master’s or equivalent level education in social work, human rights, gender studies, women’s right or other relevant discipline.

• Excellent understanding of protection within the global humanitarian system, Somali context and of protection programming by both international and national protection actors.

• Experience and understanding of community-based protection at the field level, including the challenges, sensitivities, and risks associated with this work.

• Knowledge and understanding of global justice, social change, women’s rights and gender equality and commitment to delivering humanitarian work through feminist principles.

  • Commitment to supporting national and local protection actors, and to changing the power dynamics within the international humanitarian system for greater inclusion, accountability, and impact. Familiarity with the ambitions of the Grand Bargain and Charter for Change.
  • Result driven collaboration, networking skills and experience.
  • Possess excellent analytical, writing, verbal, and team management skills, with expertise in program management, donor relations, protection training, public representation, and the ability to work within multicultural teams.
  • Fluency in English and Somali languages.
  • Strong interpersonal and communications skills.
  • Skilled user of Windows operating system and MS Office applications.

Desirable

• Experience of participating/co-leading Protection/AoRs or related external coordination systems/networks and Protection related technical working groups.

• Working experience with Oxfam.
