Protection from Violence Specialist At Norwegian Refugee Council

The Norwegian Refugee Council (NRC) seeks a dedicated Protection from Violence (PfV) Specialist to lead our efforts in ensuring safety and protection for those affected by violence in Colombia, Ecuador, and Panama. This role is crucial in developing strategic direction, ensuring program quality, identifying priority protection issues, and building capacities . Technically guiding the specialised protection programme and developing protection strategies and plans. The PfV Specialist will develop strong working relationships with NRC field, programme and management teams and external Protection actors.

RESPONSIBILITIES

What you will do:

Develop, the PfV strategy, technical guidance and Macro LFAs, ensuring continuous alignment with regional and global strategies and priorities.
Compliance with and adherence to NRC policies, guidance and procedures
Contribute to fundraising, develop and revise funding proposal, budgets and donor reports.
Identify trends technical standards and donor priorities.
Follow up on compliance with contractual commitments within the Protection from Violence CC, ensure high technical quality and synergies in project implementation.
Provide technical direction and project implementation support.
Ensure that key learnings are extracted from PfV implementation, and incorporate them in CC and staff development processes.
Provide systematic training and build capacity of technical staff, in approaches including cash-based interventions and market-based programme.
Represent NRC in relevant forums/clusters, including with national authorities and donors.
Promote the rights of IDPs/returnees in line with the advocacy strategy.
Lead on the contextualization of technical guidance, SOPs and tools on Civilian Self-Protection, protection monitoring and Specialized Protection Services (Protection Case Management, Individual Protection Assistance)
Contribute to documentation and institutionalization of Protection of Civilians and Protection Case Management programmes in NRC
Lead on regular protection analysis, identifying integrated protection programming opportunities with the other CCs that lead to a reduction of protection risks in Colombia, Ecuador and Panama.
Initiate reports including situation reports, assessment reports, background documents, briefing papers, information memos, and other relevant protection-specific documents as necessary.
Ensure Safe and Inclusive Programming (SIP) minimum standards are adhered to within the Protection CC activities and grants.
Develop meaningful and collaborative working relationships with operational teams in Area Offices, ensuring timely and relevant support, capacity building and intra-area coordination on Protection programme issues.
Responsible for networking and representation of NRC for protection-related issues at strategic level, including within the Colombia Protection Cluster, and the Inter-Agency Coordination Platform for Refugees and Migrants from Venezuela (R4V), ensuring NRC protection work is valued and understood by the wider humanitarian sector in Colombia.
Contribute to the identification, development and maintenance of relationships with relevant stakeholders in Colombia (e.g. donors, UN agencies, NGOs, research- and educational institutions, private sector) related to protection.
Contribute to the development and facilitate the use of effective assessment and M&E systems in Colombia ensuring compliance with NRC programme policy, quality standards and technical guidance.
Contribute to the alignment of M&E and PCM systems with protection programming in Colombia.
Contribute to the identification, prioritization, development, and documentation of advocacy issues related to protection in Colombia, both for the Venezuela response and the Colombian armed conflict.

QUALIFICATIONS

What you will bring:

Advanced academic qualification in a relevant field (law, social sciences or related disciplines).
A clear understanding of protection issues, legal frameworks and professional standards in humanitarian and displacement contexts.
Specific expertise in civilian self-protection and broader protection of civilians approaches, such as protection by presence, safe relocations or civil-military coordination.
Minimum 4 years of advisory-level working experience in humanitarian protection in a humanitarian/recovery conflict context.
Experience in implementing/overseeing specialised protection service delivery, including case management.
Previous experience from working in complex and volatile contexts
Experience in international organisations and/or NGOs.
Knowledge and skills in market analysis, cash-based interventions and market-based programmes
Knowledge about own leadership skills/profile
Fluency in both Spanish and English, written and verbal
Knowledge of the protection context in Colombia, Ecuador and Panamá, desirable
Knowledge of relevant legal and policy frameworks, international and domestic, with focus on International Humanitarian Law, Human Rights and Protection of Children in Armed Conflicts
Excellent analytical skills and communication skills in writing and speech.
Experience with facilitating and leading internal organisational processes.
Ability to coordinate tasks and work processes, and work with short deadlines
Ability to work independently and proactively with limited daily support and supervision

Duty station: Bogota – Colombia
Contract: 12 months, extendable
Travel: 40% including locations in Colombia, Ecuador and Panama
Salary/benefits: grade 9 on NRC’s salary scale, with accompanying terms and conditions for international contracts

The LA region also witnesses record numbers of transcontinental population movements generating significant protection risks as people are obliged to cross borders often through routes where conditions are dramatic. Restrictive asylum and migration policies also create flows of deportees and returnees, who struggle to re-integrate in their communities and often face violence, retaliation, discrimination, and exclusion. Those phenomena are accelerating across the region.

NRC has been operating in Latin America in a total of 8 countries: Venezuela, Colombia, Ecuador, Panama, Honduras, El Salvador, Guatemala, and Mexico with an overall regional budget of approximately 60 million USD and 1,100 dedicated colleagues across the continent. Given the increasing number of displaced people in need of humanitarian assistance in the region, NRC decided to establish a Regional Office in Latin America from early 2024 to oversee the country programmes in the region, and provides strategic guidance and oversight across core programme, advocacy, and support functions.
