JOB TITLE:
Protection, Gender, and Inclusion Coordinator
BASE LOCATION:

SCOPE OF THE ROLE:
The Protection, Gender and Inclusion (PGI) Coordinator shall lead in ensuring that Safeguarding, “Do No Harm” and “Leave No One Behind”, are embedded into all the programs, projects, and organizational processes and procedures of the Islamic Relief – Philippines, in accordance with the Core Humanitarian Standards and Inclusion Charter. S/he shall champion PGI across IR Philippines programs and operations, and ensure that all the organization’s processes and approaches are gender sensitive, inclusive and protective to all the rightsholders, partners and stakeholders.

I. Key Working Relationship
- Work closely with the Programme Manager, technical advisers (Gender, Protection, and Inclusion) of Islamic Relief Worldwide (IRW), project and unit leads, PSEA and Safeguarding focal points in mainstreaming protection, gender and inclusion across IR Philippines programs, advocacy and organizational processes.
- Work with key partners and stakeholders to build their capacity on PGI using rights-based approaches.
II. Key Responsibilities
Program Planning, Development and Implementation
- Ensure that IR Philippines strategic and annual plans underscore protection, gender and inclusion (PGI) and mainstreamed across IR Philippines programs and organizational processes.
- Ensure that PGI strategies and approaches are in accordance with international standards such as Core Humanitarian Standards, Inclusion Humanitarian Standards, Minimum Standards for Child Protection in Humanitarian Action, and Interagency Standing Committee (IASC) Gender Guidelines.
- Provide technical support in ensuring that PGI are integrated in all concept notes and project proposals with clear metrics, strategies and approaches.
- Support in preparing IR Philippines program and project reports highlighting PGI accomplishments, challenges and mitigating measures, including an analysis of sex, age, disability disaggregated data (SADDD).
- Lead in building the capacity of the program and project teams, rightsholders, partners and other stakeholders on protection, gender and inclusion.
Partnership and Advocacy
- Build and strengthen partnership with relevant government agencies, UN agencies, and local and international NGOs/ CSOs, for collaboration, complementation of efforts and resources, and knowledge sharing.
- Actively participate in various working groups organized by UN agencies and peer organizations focused on protection, gender and inclusion (PGI) for information sharing, advocacy and learning new strategies and technologies that will help boost IR Philippines work on PGI.
- Support in developing advocacy plans and strategies in amplifying IR Philippines work on protection, gender and inclusion.
Safeguarding and Protection Against Sexual Exploitation and Abuse (PSEA):
- Act as focal point of IR Philippines on Safeguarding and PSEA.
- Work with the project teams and MEAL unit in ensuring that all staff, representatives and staff of partner agencies are aware of the contact details of their respective focal points for receiving safeguarding concerns/complaints.
- Lead the mapping process to identify local safeguarding resources, child welfare specialists, health and law enforcement stakeholders and attend the relevant coordination meetings.
- Make appropriate referral to organizations / law enforcement agencies that can provide emergency and ongoing support to cases of violence, sexual exploitation and abuse.
- Maintain basic management and statistical information to give a local picture of the extent and nature of reported violence, sexual exploitation and abuse, compliant with confidentiality and data protection.
- Monitor safeguarding risks associated with the design and implementation of projects and take appropriate protective actions.
- Ensure that all new recruits receive a thorough Safeguarding and PSEA induction and arrange for relevant capacity building of staff.
- Ensure that awareness is regularly raised amongst beneficiaries (especially children and people at risk) on the Safeguarding and PSEA policies and mechanisms for raising concerns / complaints about staff.
- Provide technical support to the team of focal points to ensure standardized approaches are taken, lessons learned are documented and disseminated, and Safeguarding and PSEA expertise are built.
III. Person Specification
Education
- University degree in one of the relevant areas- International Law, Human Rights, or Social Science, Development studies project management
Work experience
- Bachelor’s degree and a minimum of 5 years of relevant experience or Master’s degree and preferably 3 years of relevant professional work experience in human rights issues, protection and/ or child protection and GBV. Working in emergency or conflict situations in developing countries is an asset.
Language
