Protection (Gender Based Violence) Manager At Danish Refugee Council

Danish Refugee Council, one of the world’s leading humanitarian NGO’s is recruiting for a highly qualified Protection (Gender Based Violence) Manager to support DRC’s gender based violcnce activities in Bentiu, Unity State in South Sudan.

Background

Danish Refugee Council (DRC) is operational in South Sudan since 2005, working with the overall aim of achieving durable solutions for displaced populations. The Humanitarian and Disarmament activities started in 2006.

Danish Refugee Council main programme objectives (2020-2025) in South Sudan are:

  1. To save lives and alleviate suffering among displaced people and their hosts
  2. To reduce displacement related risks and support and facilitate solutions
  3. To promote peaceful, inclusive and resilient societies and address root causes to displacement

DRC primarily operates across Upper Nile and Unity states and other parts of the country, both of which are heavily affected by conflict and experience high numbers of internally displaced populations as well as refugees in need of humanitarian assistance. DRC has operational bases in Maban, Malakal, Kodok and Aburoc in Upper Nile, in Bentiu, Mayom, Kodok, Central Equatoria (Magwi and Ngulere), Ajuong Thok in Unity state, and the Mobile Response Team and all are supported by a country-office in Juba.

DRC recently developed important multi-sectorial mobile response teams based in Juba able to rapidly respond to new and urgent humanitarian situations countrywide at short notice to conduct assessments and responses

Overall Purpose of the role

The Protection GBV Manager is in charge of the GBV programme implemented by DRC in Unity State, and is based in Bentiu. The Protection GBV Manager will be directly responsible for the implementation of GBV activities and GBV staff supervision in specific locations in Bentiu, Rubkhona, Guit, counties and Beyond Bentiu Response. The role will include regular monitoring missions to these locations. The Protection GBV Manager is the lead for DRC in engaging with relevant actors on GBV and the coordination mechanisms at state-level, including the GBV sub-cluster in Bentiu, and has a direct communication line with the Protection Coordinator at national level.

Responsibilities

To achieve the objectives of the position, the (GBV) Manager is in charge of the following tasks:

Programme Management:

  • Contribute to the design of GBV projects for the Area Office under the guidance of the Protection Coordinator, and responsible for planning and timely implementation of GBV protection activities, ensuring adherence to DRC policies and procedures.
  • Ensure GBV principles and guidelines are known and strictly followed by all GBV staff and ensure GBV activities are always implemented in accordance with international standards.
  • Overall responsible for rigorous application of project cycle management standards to achieve program quality in design, implementation, and monitoring; for example, strengthening data collection, in-depth reporting and analyses, monitoring accountability initiatives, and documenting the impact of DRC presence in the field.
  • Initiate prevention and response activities based on community recommendations, and implement SASA! methodology prevention activities.
  • Provide specialized trainings for staff, including (but not limited to): case management, GBVIMS, PSS, GBV mainstreaming, GBV prevention approaches for the community, economic empowerment initiatives.
  • Actively collaborate with the protection, shelter, FSL, and camp management colleagues to seek program synergies and to ensure comprehensive assistance to the persons of concern.
  • Collaborate with other protection and humanitarian actors and work towards mainstreaming GBV in other sectors
  • Monitor and analyse main GBV concerns and advocate with relevant stakeholders with the aim of mitigating risks.
  • Strengthen capacity and empower the GBV team to solve issues and take lead on specific activities.
  • Work with the Area manager, Technical Coordinator, Grants Manager and other Program team members to contribute to new project development, including preparation of narrative and budget proposals.
  • Lead the team in preparation of detailed Annual, Quarterly and Monthly Work plans and conduct regular project reviews.
  • Ensure timely and quality preparation and delivery of weekly, monthly, quarterly and annual progress and donor reports.
  • Spearhead all PSEA related campaigns/sensitizations and build the capacity of the GBV staff and partners on SEA in addition to actively participating in the interagency PSEA Taskforce at Bentiu-level, jointly with the Protection team.
  • Work closely with other stakeholders (Child protection, WASH, FSL, Education, Health, etc) in Bentiu to ensure GBV is mainstreamed in all the sectors, and protection concerns are safely referred and responded to.

Budgeting, Budget expenditure and Budget Tracking

  • The GBV Manager is the budget holder for the GBV projects and shall approve financial and procurement transactions within DRC set guidelines and ceilings and donor contractual agreements.
  • Compile monthly cash monthly forecasts for the GBV project and track budget expenditures to ensure timely utilization of funds vis-a-vis work plans and implementation schedules, and adjust budget forecasts when needed.
  • Guide the team in preparation of procurement plans for GBV project activities and coordinate with the Area Office Logistics personnel for their submission to Juba for procurement and shipment to Field Office.
  • Track procurement plans on weekly and monthly basis and provide feedback to procurement offices at the Area and Juba offices for corrections and adjustments.

Human Resources and Administration:

  • Overall responsibility for managing the Area office GBV staff including ensuring positive and collaborative working relationships in line with DRC’s Code of Conduct and assessing staff capacity to provide or recommend relevant training or coaching as needed.
  • Mentor and supervise a team of national staff providing GBV prevention and response services, and ensure quality control.
  • Initiate and take the lead in the recruitment of the GBV programme staff and, in coordination with the HR department, ensure that competent personnel are recruited for the program.
  • Conduct Performance planning and appraisal for staff, identifying areas for capacity building and training as well as nationalization. Contribute actively to the evolution of the country office nationalization strategy and policies.
  • Carry out GBV protection staff skills needs assessments, prepare annual capacity building and training plans in consultation with Area manager and HR Officer/Manager and oversee the execution of the plan.
  • Ensure timely and effective staff recruitment and induction processes, and regularly review staffing structures and staff deployment plans ensuring appropriate gender balance, paying sensitivity to ethnic contexts and expanding opportunities for nationalization.
  • Support the HR in ensuring all staff is well versed on the DRC’s Code of Conduct, accountability, respectful dialogue with the IDPs, and prevention of sexual exploitation and abuse.

Coordination and Representation:

  • Represent DRC and actively participate in various cluster, coordination, and other meetings relevant to GBV issues.
  • Liaise with partners, local authorities, and communities whenever it serves the objectives of the program in the area of protection/GBV.
  • Share monthly GBVIMS reports with GBVSC coordinator.
  • Forge strong information and experience sharing communication lines with protection teams in Bentiu and other DRC South Sudan locations.
  • Perform other relevant duties assigned by the Protection Coordinator or Area Manager.

Experience and technical competencies:

  • Post- graduate degree in psychology, social work, law, or similar area; Certification as a psychosocial counselor will be an advantage
  • At least 5 years working experience with international humanitarian programs and project management, ideally in displacement situations, in the sector of Gender Based Violence;
  • Proven advocacy skills and experience with engagement on protection issues within the humanitarian infrastructure; has knowledge of and experience in engaging the cluster system in IDP camps or coordination mechanisms in refugee camps;
  • Experience conducting GBV trainings and case management trainings for national staff;
  • Experience using the GBV Information Management System;
  • Knowledge of GBV Prevention tools and initiatives, such as SASA! is an advantage;
  • Experience in project cycle management, including proposal writing, budget management, and donor reporting;
  • Excellent computer and IT skills, and strong protection data management skills;
  • Strong communication and writing skills;
  • Strong team leadership and conflict resolution skills; cultural sensitivity, consensus team building, and adaptability will be considered a strong asset;
  • Ability for rapid analysis of complex issues, strong decision-making, and translation of programmatic learning and priorities into operational strategies;
  • Excellent interpersonal skills, cross-cultural communication and ease in managing a multi-ethnic team;
  • Good team leadership and conflict resolution skills, consensus team building, and adaptability;
  • Experience delivering programs to tight deadlines;
  • Fluency in written and spoken English language;

Desirable qualifications

  • An understanding of the South Sudan context.
  • Self-motivated and able to work with a minimum of guidance and supervision;
  • Experience working in security-sensitive environments and enforcement of team security protocols is an asset.

  • Internal: Area Manager, Protection Technical Coordinator, Protection team and other sector teams in Bentiu (protection, FSL, CCCM, shelter/NFI)
  • External stakeholders: humanitarian partners, GBV SC, UNMISS, local authorities, etc
