The Danish Refugee Council (DRC) assists refugees and displaced people around the world: we provide them with emergency aid, fight for their rights and help them have access to a better future. We are present in conflict zones, along displacement routes and in countries where refugees settle. We work in cooperation with local communities to identify solutions that are both responsible and sustainable. We work towards the successful integration of refugees and where possible so that their wish to return can be realized.
In the DRC, DRC has been involved in humanitarian aid since 2009. Indeed, previously in Orientale Province, DRC gradually extended its scope of action to North Kivu. The country office is based in Goma.
General objective of the position:
The protection sector manager will be responsible for general supervision of the quality of all protection activities and will ensure the integration of protection into all other activities. The CountryProtection Manager will supervise the quality of child protection and protection interventions in all DRC intervention areas. This role covers the entire country and ensures compliance with DRC Protection procedures and guidelines in the country.
She/he will supervise the protection specialists and the protection information management specialist, ensuring responsibility for the distribution of the team’s tasks and the objectives of each specialist.
She/he will also be responsible for coordinating and representing DRC in matters of protection at the national level. The CountryProtection Manager actively participates in protection clusters and relevant working groups in Goma, and in Kinshasa when relevant.
Responsibilities:
Coordination and representation
- Collaborate with internal and external technical experts on issues related to the relevant sector;
- Represent the DRC at relevant coordination meetings;
- Ensure the integration of sectoral activities with other sectors of the DRC;
- Coordinate with sector counterparts in other locations in the implementation of joint funded projects;
- Ensure representation and strengthen the presence of DRC in the protection sector at all levels;
- Actively participate in internal and external coordination meetings;
- Ensure and actively participate in regular sectoral meetings;
- General programming and operations;
- Produce high-quality protection reports, policies, strategic documents and advocacy;
- Through the management of protection specialists, ensure the implementation of protection integration and other protection-related standards, in coordination with the regional protection coordinator;
- Implement new approaches for Protection Information Management (PIM) systems with the PIM specialist;
- Be responsible for the management and development of the protection team in the country.
Program development
- Participate in the strategic assessment process of new funding opportunities and play a leading role in proposal development processes, particularly in the protection sector, including drafting and producing quality concept notes and proposals ;
- Provide technical assistance to protection teams and regularly review work plans and standard operating procedures (SOPs) to update and adjust them as necessary with the Protection Specialist;
- Establish a protection monitoring system in the country in collaboration with other protection actors and members of the protection group;
- Finalize monthly protection monitoring reports and compile them into a monthly DRC protection monitoring report for external dissemination;
- Provide external protection reports, adapted to specific audiences based on internal protection monitoring reports from the various field offices;
- Implement training, coaching and capacity building plans for staff and local authorities in key areas of protection in the DRC such as protection integration, child protection, gender-based violence;
- Ensure the quality of protection programs – particularly with regard to data management and psychosocial support for displaced people as part of holistic case management programming;
- Coordinate with other sectors to move towards integrating protection programs where possible or integrating protection into other sectors where integration is not available;
- Contribute to and coordinate the design, implementation and evaluation of protection-related programming to ensure follow-on or expansion funding for the protection portfolio according to identified needs and in a standardized manner across all programs.

Technical experience and skills:
- Minimum 5 years of proven international experience in NGO projects;
- Experience in the protection sector;
- Technical expertise in the protection sector, particularly child protection and GBV;
- University degree in social sciences, psychology, international law, or any other relevant field;
- Experience in personnel management will be an asset;
- Professional command of French (written and spoken) and strong formal/professional writing skills;
- Fluent command of English will be an asset (written and spoken);
- Excellent writing and editing skills for external audiences (including governments and donors);
- Experience in producing high quality technical materials (training materials, program tools, proposals, strategy documents, etc.);
- Professional experience in unstable security contexts.
What we offer
Duration of contract: 1 year renewable subject to performance and financing.
