Context:
IOM has been present in Myanmar since 2005 and is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. In Myanmar, IOM has significantly expanded operations in the past two years in light of the emergency context, working across key areas of the country to support the expansion of protection programming.
IOM programming entails close work with local organisations who are key partners to ensure effective localised, flexible, context relevant response. IOM will continue to expand partnerships, support localisation through capacity building, collaborative and equal partnership approaches as well as through on-going technical guidance and mentoring to partners. Protection programming is particularly critical in the context of Myanmar, and IOM is seeking a Protection
Officer for the development, management and implementation of protection activities as well as the mainstreaming of protection across IOM Myanmar operations.
Under the overall supervision of the Chief of Mission and direct supervision of the Senior Emergency Programme Coordinator and in close coordination with the Senior Programme Manager, Migration Health Unit, the Protection Officer will oversee and manage IOM operations in Myanmar with specific focus on further development and implementation of protection programming, partnerships and protection response in key conflict and disaster affected areas of the country.
Core Functions / Responsibilities:
- Manage and ensure the implementation of the mission’s protection programming and develop new initiatives in line with the mission’s strategy and the global policies and standards of IOM as well as in coordination with the Migration Health Unit.
- Manage and assess the implementation of direct protection assistance and interventions, including case management and the development of protection tools and guidance, and ensure safe programming in line with IASC Guidelines on Protection, IOM’s institutional approach to protection and IOM’s GBViC Framework, as well as other relevant internal and external standards. Develop and deliver capacity building initiatives on protection, including GBV and counter-trafficking, child protection and protection mainstreaming and GBV risk mitigation for IOM response teams.
- Ensure that protection is sufficiently mainstreamed into all IOM programmes and projects or have integrated protection outcomes and indicators.
- Lead the development and implementation of protection-related capacity building activities targeting local actors and provide expert technical guidance, managing and supervising the work of implementing partners, project staff, and consultants.
- In coordination with programme managers, promote and support the development and strengthening of accountability to affected populations approach of IOM Myanmar and its partners.
- Establish and maintain collaboration and partnerships with relevant stakeholders, such as donors, development partners, United Nations agencies, and civil society.
- Represent IOM in cluster and working group meetings on protection and ensure the coordination of protection activities.
- Prepare progress and other reports and ensure proper information exchange on all operational aspects of the programmes between IOM, the programmes’ donors and other stakeholders.
- Provide advice and guidance to colleagues engaged in data collection and analysis, specifically with regards to the displacement tracking matrix, and assess protection related trends and issues in view of strategic, programmatic and programme-specific funding opportunities as well as the development of advocacy messages.
- Identify and advise on donors’ priorities and strategies and the possibility to develop follow up initiatives; initiate new programme development processes in Myanmar and prepare project proposals in relation to needs, donors’ priorities and in line with IOM’s mandate and strategy.
- Develop relevant monitoring and evaluation plans and tools to track protection mainstreaming initiatives and measure progress and effectiveness, make suitable course corrections, and further develop and improve project activities.
- Develop, revise and operationalize action documents on protection (e.g., referral mechanisms, access to and provision of social and specialized services) and ensure IOM’s participation in the relevant coordination and technical platforms.
- Ensure adequate information management on programme related activities including awareness raising and visibility; prepare regular updates, summaries, press releases and other relevant materials, in coordination with the donor and IOM’s Public Information Department.
- Undertake duty travel as required.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in International Law, Social Sciences, Politics, International relations or a related field from an accredited academic institution with five years of relevant professional experience; or,
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Experience in project development and implementation and proven management experience, including project monitoring and reporting;
- Experience in migrants’ protection, specifically on protection in emergencies, vulnerable migrants, CT, direct assistance;
- Experience with team management/supervision; and,
- Experience in designing and delivering trainings is an advantage.
Skills
- Excellent organization skills, time management, analytical and problem solving;
- Training and capacity building skills;
- Communication and coordination skills; and,
- Excellent computer skills, especially in MS Office applications such as Word, Excel, Access, and Microsoft Edge.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Burmese or other national languages of Myanmar is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Notes
The successful candidate will initially be assigned to Bangkok, Thailand pending completion of visa formalities. Upon granting of the visa, the incumbent will transfer to Yangon, Myanmar.
