The Protection Officer (Mainstreaming) reports to the Protection and Humanitarian Principles Team Leader; the Director of UNRWA Affairs is overall responsible and accountable for the implementation of the UNRWA protection mandate and humanitarian principles framework at the Field level.
Responsibilities – Coordinates protection mainstreaming activities and promotes protection principles and standards in UNRWA service delivery and programmes including the implementation of situational, needs and capacity assessments; contributes to the development of area-based workplans for mainstreaming and integrating protection; ensures the realization of programme key performance indicators, actions plans and strategies, cross-cutting Field and agency-wide programmatic interventions. – Undertakes the bi-annual Protection Alignment Reviews (PAR) across UNRWA programmes (Education, Health, Relief and Social Services, and Infrastructure and Camp Improvement); identifies, analyses and documents good practices, challenges and limitations and develops corresponding recommendation; plans, develops and oversees protection mainstreaming activities and interventions in support of these programmes according to agreed priorities, including in the areas of general protection, gender-based-violence, child protection and disability inclusion and provides the necessary support and guidance to enhance integration and mainstreaming.
– Supports monitoring of key protection threats, providing technical support to the team to ensure that documentation is consistent with international standards and supports programmatic and advocacy responses in line with UNRWA policies and procedures.
– Develops context-adapted tools for planning, implementing, and tracking protection mainstreaming initiatives including outreach, beneficiary participation, programme safety and risk analysis; supports programmes to enhance participation and consultation of communities and works with them and other relevant departments to strengthen accountability to affected populations.
– Develops and maintains effective relations with all UNRWA programmes by leading coordination on protection mainstreaming across all UNRWA departments, including regular meetings and/or chairing/co-chairing internal protection mainstreaming coordination mechanisms and externally with other protection partners including UN agencies and NGOs.
– Identifies, coaches and trains staff from UNRWA’s programmes, including nominated protection focal points, to enhance their competencies and develop adequate attitude, knowledge, skills to mainstream protection and other cross-cutting issues within their programmes and services.
– Identifies entry points, prepares advocacy and communication materials, and implements internal advocacy plans and activities to promote the centrality of protection within UNRWA services and integrate protection into on-going and new initiatives.
– Contributes to fundraising efforts including project design, writing proposals and concept notes to advance mainstreaming priorities; prepares or contributes to the preparation of related reports, as required.

Education
A university degree from an accredited educational institution in social science, social work, political affairs, international relations, international law or a related field.
Job Specific Qualifications
Work Experience – At least six years of of progressively responsible relevant professional experience (Required); – A minimum of two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number (Required);
– Demonstrable knowledge, understanding and experience of working on humanitarian protection and related principles, policies and approaches (Required);
– Understanding of political, social, cultural and economic issues in the region (Desirable). Languages – Excellent command of written and spoken English. Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Special Notice
Type of Contract and duration: 2 years, with the possibility of further extension. The Protection Officer (Mainstreaming) will be required to reside at the duty station and may be required to travel daily throughout the Field of operations in the course of his/her duties.
Possession of a valid driving license.
