Protection Programme Development Manager At Norwegian Refugee Council

NRC Sudan Country Office is seeking a Protection Programme Development Manager (PDM) who will be responsible for technical development, strategic direction, implementation, and quality assurance as well as monitoring of NRC Sudan’s community-based protection activities and programme, as well as relevant staff mentoring and capacity development. You will be expected to follow NRC’s standards, procedures, and guidelines for project governance applicable for the particular projects. You will also be responsible for the overall planning and coordination of all Protection interventions, either directly within the Protection Core Competency (CC) or as an integrated approach across other CCs.

Specific responsibilities

Programme Development:

  • Gather and analyze camp and informal sites management-related protection data from target or proposed target populations, as part of integrated or joint assessments, and use this in response analysis to develop contextually appropriate, technically sound new projects and programmes and inform advocacy efforts;
  • Ensure all relevant stakeholders are included in the planning and implementation of community-based protection and Protection of Civilians projects, as appropriate;
  • Lead the enhancement of the Protection portfolio through the development of sound and evidence-based project proposals and budgets for new projects/extensions of projects in conjunction with the relevant team, both programme and support staff;
  • Support the consolidation as well as the enhancement of digital technology-based interventions within the Protection core competency responses, where appropriate, to maximize on integrated programming;
  • Ensure safe programming principles are embedded in all community-based protection activities.

Programme Management:

  • Overall responsibility for effective and efficient management of the community-based protection interventions consistent with the project management cycle (including reporting to the desired quality and standard);
  • Overall budget management for Protection projects/portfolio implemented and ensure appropriate burn-rates are maintained and that solutions to over/under expenditure are applied;
  • Responsible for providing technical and implementation support and guidance to field-based Protection staff in implementing NRC project(s), including but not limited to providing instructions on work plans, approving expenses/procurement, recruitments, reporting, etc.;
  • Ensure monitoring data is collected, analyzed, included in NRC’s M&E systems, and used to adapt programmes as required.

Technical Support, Oversight, Supervision and Capacity Building:

  • Work closely with the global Protection Adviser to ensure that the protection monitoring and the Case Management Guidelines and SOPs are adhered to and any departures documented and addressed;
  • Provide technical support to the protection team especially on case management and protection monitoring as well as on service mapping, referrals, and protection-related information dissemination through tailored training and on the job coaching and mentoring;
  • Make frequent field visits to monitor the implementation of community-based protection, case management, and monitoring work;
  • Ensure the map of existing services is regularly updated and that referral mechanisms are in place and used appropriately by the team members
  • Community-based protection and case management specific technical responsibilities :
    • Review the follow-up of cases, and ensure all cases are managed within acceptable timelines;
    • Fill in the case management data base at the start and provide support to the move towards an online platform
    • Ensure that case files, registers, and computer databases are used in an appropriate and correct manner and ensure that the protection officer-caseworkers adhere to proper documentation, data protection and data sharing protocols.

Logistics, Finance, and Human Resource Management:

  • Ensure appropriate Financial and Logistical NRC systems/ procedures are adhered to within the Protection team;
  • Ensure timely and accurate development of procurement plans, recruitment plans, and spending plans and ensure the same is shared with relevant support colleagues;
  • Responsible for ensuring timely submission of monthly CC-specific cash forecast to Finance and relevant Procurement Requests to Logistics;
  • In line with project needs and funding availability, continuously and proactively plan CC-specific staff requirements and liaise with HR and Admin to ensure the same.

Coordination and Representation:

  • Responsible for attending relevant CC-specific meetings and coordination fora, particularly Protection Sector at State level, representing NRC strictly within the limit set out by the Country Office;
  • Conduct senior representation at state level and promote strong working relationships with government counterparts and other stakeholders operating in the area;
  • In line with NRC’s standards, ensure communication plans are implemented, stakeholders are informed on NRC’s activities, and the organization is well accepted by communities.

Generic professional competencies:

  • Senior experience in humanitarian Protection
  • programming environment, including three years’ experience in a senior level project management position;
  • At least three years experience and technical expertise in protection and especially in community-based protection, including case management and protection monitoring;
  • Previous experience working in complex and volatile contexts;
  • Documented results related to the position’s technical responsibilities and in setting up a new programme;
  • Knowledge in protection mainstreaming, community outreach/engagement, community capacity building, and/or community-development oriented programming;
  • Knowledge and skills in information management and digital mode of assistance;
  • Fluency in English, both written and verbal;
  • Computer literacy in Microsoft Office, including strong skills in Word, Excel and Outlook.

Context skills, knowledge and experience:

  • Knowledge of the context in Sudan;
  • Arabic language skills is an advantage;
  • Experience in needs assessment, project monitoring and evaluation, and programme development;
  • Strong leadership skills and a supportive management style;
  • Experience of a flexible approach to managing and prioritizing a high and diverse workload;
  • Proven ability to work effectively across cultures, in sensitive environments and with stakeholders at all levels.
