Protection Project Manager

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a qualified and motivated qualified and motivated Protection Project Manager.

The Danish Refugee Council (DRC) is a leading protection agency with a mandate to promote and protect durable solutions to conflict and displacement affected populations based on humanitarian principles and human rights. DRC is implementing a multi-sector response to support Ukraine refugees, IDPs, and host populations both within Ukraine and the neighboring countries of Poland, Romania and Moldova, and wider Europe.

Due to the ongoing conflict that began in February 2022, DRC opened offices in Poland, Moldova, and Romania to provide support to the displaced population in partnership with civil society organizations and national NGOs, duty bearers, and other actors. DRC continues to implement in these three countries through partnerships, technical assistance and capacity exchange, and direct implementation in some cases.

Overall purpose of the role:

Reporting to the Country Programme Manager for Moldova, the Protection Project Manager will have the overall responsibility for the day to day management of DRC’s protection project activities in Moldova.

Responsibilities:

  • Direct manager for Protection project staff members
  • Advocacy for the rights of displaced people in their context of displacement, protection monitoring, incl. border monitoring, individual protection assistance based on vulnerability, legal aid, land & property rights, sexual and gender-based violence prevention.

People Management

  • Lead and manage the protection project team (including people planning, performance, well-being and development).
  • Staff capacity building

Technical Management of Sector Projects

  • Identification of priorities and overall management of project tasks as per defined objectives.

Monitoring, Reporting and Development

  • Development of project monitoring tools.
  • Protection monitoring to ensure that persons of concern’s needs are timely identified and assistance provided are according standards.
  • Protection project monitoring as per expected outputs and outcomes.
  • Monitoring of project financial realization.
  • Compilation of donor and management reports.
  • Continuous updating of project documentation and files.
  • Strenghtening existing and exploring new partnerships.
  • Close collaboration with CD, Country Programme Manager and the Grants unit to develop and realize quality proposals, concept notes and budget.
  • Development and undertaking of needs assessments to inform program design and strategic direction.
  • Conducting frequent rapid needs assessment of the situation in the event of emergency in collaboration with other stakeholders to address related problems.

External Coordination and Representation

  • Sharing of relevant project information with stakeholders.
  • Participation in relevant coordination meetings and work groups.

Strategic Programming

Supporting the Senior Management Team in ensuring strategic programming coherent with DRC’s operational platforms, coordinating DRC’s programme development, strengthening DRC’s project quality, standards and learning, and enforcing DRC’s accountability and M&E frameworks.

Experience and technical competencies: (include years of experience)

  • Up to 5 years of practical experience in the sector area working for an INGO.
  • At least 3 years’ experience in people management and/or team leading.
  • Documented skills in project planning and design, drafting, calculation and technical writing.
  • Excellent skill in MS Word, Excel, and PowerPoint.
  • Experience in project development and realization.
  • Technical expertise in protection programming.
  • Experience working with national partners, local/government authorities and UN organisations.
  • Protection experience and/or understanding of humanitarian context in Moldova.

Education: A University level degree in relevant subject or relevant technical qualification

Languages: (indicate fluency level)

  • English – Fluent
  • Romanian/Ukrainian/Russian language skills will be advantage
