JOB CONTEXT:

The Myanmar Thailand (MyTh) program involves all HI’s interventions’ contexts (Armed Violence Reduction, Emergency and Development) and was created in 2016 with the merge of 2 already existing missions, setting up cross border initiatives to integrate the return of refugees from Thailand to Myanmar as part of its regional strategy.

In Thailand, HI started working in 1984 and first focused its actions on the delivery of mobility and assistive devices to Thai and Burmese landmine/ERW victims. HI currently implements activities in the camps of Burmese refugees on the Thailand/Myanmar border and in three thematic areas: Rehabilitation, Disability and Social Inclusion (DSI) including inclusive child development, implemented in five camps and Risk Education (RE), implemented in nine camps.

HI’s first activities in Myanmar were in the frame of the Cyclone Nargis’s response, from October 2008 to December 2009. Following the ratification of the CRPD by the Myanmar authorities, HI reopened a mission in Myanmar in 2014 and signed a Memorandum of Understanding (MoU) with the Ministry of Social Welfare in September 2015. In 2017, a MOU with the Ministry of Health and Sport was also signed to cover activities under health sector. HI in Myanmar covers its entire mandate from emergency to development and going through Armed Violence Reduction (Humanitarian Mine Action). HI is part of several consortia and coordination mechanism including Health, Protection and Disaster Risk Reduction Clusters. In addition, HI coordinates with the National Victim Assistance Technical Group, gathering national and international actors under the umbrella of the National Mine Risk Working Group (MRWG) chaired by the Ministry of Social Welfare, Relief and Resettlement (SWRR). HI’s strategy is based on 3 operational priorities as follows:

· Pillar 1 – Armed Violence Reduction: Mine risk Education and Land Release

· Pillar 2 –Inclusion: Disability Social Inclusion; Support to Civil Society, inclusive Disaster Risk Reduction, Livelihoods

· Pillar 3 – Health and Rehabilitation: Emergency Hospitals Preparedness; Mother and Child Health; Functional rehabilitation; Mental health and Psychosocial support.

A military junta has ruled Myanmar between 1962 and 2015. It represented one of the harshest dictatorships in the world with a systematic and widespread denial of fundamental freedoms. The population is made of more than 135 different ethnic minorities who have been at the core of dissensions and secession attempts throughout the 20th century. Over the past years, ceasefire agreements have been signed between the government and several armed groups. These efforts led to a National Ceasefire Agreement signed with some of the major Non State Armed Groups at the end of 2015. Nevertheless, on-going conflicts in several states of the country remain active and even increased for example in Rakhine State.

Following months of increasing tension, a new military take over occurred in Myanmar on February 1st 2021, to contest the result of the national elections held in November 2020 which proclaimed as winner the National League for Democracy (NLD). The elected government was deposed by the Myanmar army, which proclaimed state of emergency after which new elections would be held, and putting the country into a strong humanitarian, social, economic, security and political crisis.

YOUR MISSION:

Under the responsibility of the Regional Technical Unit Manager (TUM) of the MYANMAR & THAILAND PROGRAM (MyTh Program), the Field Protection Technical Specialist contributes within the program to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. He/she ensures optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms. He/she shares with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes.

Expertise

1.1 Contributes to the regional strategies in line with the global strategies

a. Provides sectorial technical input to the StratOps of the Programmes within his/her scope and in his/her sector (Protection) from inclusive perspective, in line with the global StraTech and ensure relevant follow up

b. Assess evolution of needs, resources, gaps on protection sector, develop protection framework for HI Myanmar based on HI’s global framework and produce periodic action plan for its implementation

1.2 Ensures Protection technical support to projects in line with the global technical frameworks and standards in his/her sectorial scope

a. Provide adequate technical guidance and support to HI project teams and partners covering all protection dimensions, in line with strategies, standards and mandatory transversal approaches (adapt and integrate protection standards into tools and techniques developed under the project,

b. Take lead in developing proposal for protection related projects and contribute on protection component during other proposal writing and reporting under MyTh program)

c. Ensures adequate support to multi-sector responses within projects, in coordination with other thematic technical specialists under the program

d. Contributes to recruitment and briefing when relevant

1.3 Ensures Protection technical learning from projects

a. Contribute to projects’ capitalization and ensure technical learning from projects within his/her sectorial scope

b. Ensures a local sectorial watch, best practices to adopt within his/her sectorial scope

1.4 Ensures the control & monitoring of the Protection technical quality and the relevance of HI’s activities in the

Programmes under his/her scope

a. Ensure regular technical quality control of projects and programmes and issue warnings and recommendations

b. Monitor the implementation of audit recommendations, if applicable, in his/her sectorial scope

c. Support regularly updating quality monitoring framework, methodology and tools in link with MEAL team and operation team.

d. Propose/develop tools and methods to ensure quality implementation of activities and lessons learnt by conducting technical quality monitoring check on the field, coaching and providing technical training to HI and partner project teams.

e. Support in analysis of data collection to ensure monitoring quality and efficiency of protection interventions and provide appropriate recommendations to the project teams

1.5 Ensures compliance of the technical proposition with nexus stakes

1.6 Contributes to the development of research and innovation projects in the region when relevant, in his/her sectorial (Protection) scope

a. Suggest and steer technical innovation projects

b. Identify the priorities of Research and Studies and steer it

1.7 Contributes to the Technical Divisions professional channel animation

a. Contribute to the global animation of the professional channels under his sectorial scope coming from the Technical Divisions (community of practice…)

b. Animate a local talent pool in his sectorial scope (carry out technical interviews of candidates and produce recommendations, identify needs regarding trainings)

c. Contribute to Disability Inclusion Unit work to promote inclusive services for all when protection expertise is needed.

Influence

Contribute to the local external prestige and influence of HI’s expertise in the Protection sector **

a. Represent HI’s protection approach and component within the project and all kind of coordination meetings and protection related networks (government meetings, clusters, working group and others) and provide technical support

b.

c. Contribute to advocacy on specific themes in line with the global advocacy priorities

d. Contribute developing communication messages at local level by adopting global communication priorities

Business development

Ensure the development of major opportunities or new projects in the region under Protection sector **

a. Contributes to the context analysis in his sectorial scope

b. Contributes to the design and writing of new projects in the region and when asked in other countries within the Geographic Division

c. Identify & transform major opportunities in the region under his scope

d. Contributes to the conception of major projects (multiple countries, one theme) or of new projects in the region

e. Identify & develop local partnerships and/or consortium with NGOs, Institutions, Companies on technical priorities or important topics in the region under his sectorial scope

Leading the Protection technical project: Applying an Age Gender & Diversity Intersectional approach in prevention and response to violence and any other technical assistance project / assessment in the Protection sector

Beyond standards responsibilities and tasks of any Field Specialist, the Field Protection Specialist will be in charge of leading the technical led Project called ‘**’Intersectionality in Protection: Applying an Age, Gender Diversity Intersectional approach in prevention and response to violence**’’ through:

a. Lead the implementation of project including

i. Leading the collection of tools and their review from an AGD lens

ii. Leading benchmarking with and analysis among other key humanitarian actors (specialized and non-specialized GBV/CP actors)

iii. Leading adaptation, creation and consolidation of existing tools in order to create a package of tools in line with AGD intersectional approach for humanitarian and development actors

iv. Leading the provision of AGD Learning System activities for relevant actors on Intersectional DGA in pilot areas of Myanmar (Kachin & Rakhine)

v. Leading the field testing and adaption steps of a set of intersectional AGD tools to improve services provided and coordination among actors in pilot areas in their specific sectors of intervention

vi. Gather and document best AGD intersectional approaches in violence prevention, mitigation and response

b. Responsible for human resource management of the project including coaching and capacity building or project team with needful technical skills required for the activity’s implementation

c. Take care of budget management of the project

d. Engaged with project partners/stakeholders to have understand on their perception of HI ongoing programming by regular communication, updating progress, discussing solutions for the problems when needed, sharing learnings

YOUR PROFILE:

CHARACTERISTICS OF THE POSITION:

This position if a replacement of the current Protection Field Specialist who has been in this position since fall 2021.

In Myanmar, the security situation is not good, with numerous incidents. Travels between regions and movements within an area are complicated. The international community has drastically decreased since 2020. Access to health services is challenging, even in Yangon.

In Thailand, the Covid restrictions and the tensions due to the Myanmar conflict have constrained our activities with the refugees.

· R&R: according to the level of the mission Level 1: 1 day per month // Level 2: 5 days every 3 months/Level 3: 5 days every 6 weeks => + possible transport/package support.
