Protection Specialist for Tehran, Iran At Norwegian Refugee Council

1. Background/Context

NRC started operations in Iran in 2012. We currently deliver humanitarian assistance in 10 provinces in the sectors of Education, Food Security and Livelihoods (LFS), Water, Sanitation and Hygiene (WASH), Shelter and Settlements, as well as Information, Counselling and Legal Assistance (ICLA). We co-lead several technical inter-agency working groups and provide capacity building to humanitarian partners in country. To complement our programs, NRC Iran established an advocacy unit to develop joint messages and initiatives amongst INGOs to improve rights of the displaced.

The purpose of the Protection from Violence Specialist (UDOC/Camp Management) position is to strengthen UDOC in NRC’s programmes and response in Iran and outline its Protection position vis-à-vis relevant coordination and decision-making fora. The Protection from Violence Specialist (UDOC/Camp Management) provides specialist expertise and is responsible for strategic advice, programme development, technical support and capacity building to country and programme management on protection. The Protection from Violence Specialist (UDOC/Camp Management) will develop strong working relationships with NRC field, programme and management teams and external protection actors.

2. Role and responsibilities

The following is a brief description of the role:

  1. Develop Protection from Violence strategy, technical guidance and; macro-log frames that are aligned with regional and global strategies and priorities
  2. Compliance with and adherence to NRC policies, guidance and procedures
  3. Contribute to fundraising, develop and revise funding proposal, budgets and donor reports
  4. Identify trends technical standards and donor priorities
  5. Follow up on compliance with contractual commitments within Protection from Violence, ensure high technical quality and synergies in project implementation
  6. Provide technical direction and project implementation support
  7. Ensure that key learnings are extracted from Protection from Violence implementation, and incorporate them in Protection from Violence and staff development processes
  8. Provide systematic training and build capacity of technical staff, in approaches to the prevention of and response to violence
  9. Represent NRC in relevant forums/clusters, including with national authorities and donors
  10. Promote the rights of IDPs/returnees in line with the advocacy strategy
  11. Develop UDOC/SM strategy with a focus on engagement of community representation structures in coordination and decision-making mechanisms and support to local partners
  12. Coordinate/design/supervise regular community participatory processes (assessment, community workshop), in Sites
  13. Adapt and integrate Site Management standards to all Site Management activities
  14. Design capacity building strategy and adapt to the local context existing sector and NRC training packages on UDOC/Community Engagement/Coordination
  15. Train and build the capacity of NRC UDOC/SM staff and identified local actors (local authorities, national/local NGOs, CBOs, etc.)
  16. Develop relevant SOPs and monitoring mechanisms to ensure high programme quality standards based on Site Management Minimum Standards
  17. Contribute to the establishment of functional internal and external referral mechanisms
  18. Prioritize programmatic linkages with other CCs and integrated programming
  19. Closely coordinate SM/UDOC response with programming, in particular in relation to community engagement work with local community representation structures, referrals and infrastructure intervention (shelter/wash) within same sites
  20. In close coordination with the Advocacy lead, articulate community concerns collected by the SM team and contribute to the NRC’s advocacy efforts
  21. Represent NRC at the different tiers of sector coordination mechanism (such CCCM Cluster or working group, sector coordination in refugee setting and in the Cluster SAG
  22. Coordinate with Area Office(s) management to ensure consistency and learning between the implementation and development of SM/UDOC programme across the country in different potential settings (i.e. Collective Centres, Transit Site, Community Centres, etc.)
  23. Advise on and support emergency and remote SM intervention management and methodologies
  24. Design and develop programme approaches and activities that can be piloted and expanded to potential new areas of operational

3. What We Are Looking For

  • Minimum 4 years of experience within technical expertise area in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Violence prevention and response expertise
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Direct experience with Site Management/UDOC programmes and Community Engagement approaches is essential
  • Experienced in Project Management
  • Previous experience in neighbouring countries is an asset
  • Previous experience of coordinating multi-agencies Forum
  • Experience with start-up, scale-up projects and emergency contexts
  • Strong skills and experience in national staff capacity building, including certified ToT on CCCM or other internal NRC training (UDOC/Community Coordination)

4. What We Offer
