About GOAL:

GOAL is an international humanitarian aid agency with operations in 14 countries in The Middle East, Africa, and Latin America. Last year it reached more than six million people in need in nutrition, health, livelihoods, and emergency response programmes.

GOAL in Turkey:

GOAL has been implementing programmes in Turkey since 2016 and has an open-ended registration to operate in the country. In addition to over 85 dedicated program staff members based in our field offices in Mersin, Adana, Hatay, Gaziantep and Şanlıurfa, GOAL Turkey also benefits from administrative and operational supports provided by GOAL Syria Response Programme’s Turkey-based staff members in Ankara and Hatay.

GOAL Turkey benefits from strong relationships with key stakeholders within the country’s national refugee response framework and has established trust within targeted communities. Our contribution to the national refugee response in Turkey has focused on addressing gaps and responding to identified needs in health service delivery, and the protection of vulnerable and marginalized refugees in southern Turkey. In 2020, GOAL reached over 25,000 refugees with targeted protection support activities.

GOAL is currently implementing two projects (ECHO funded LINK and PRM funded GREEN) in Turkey. The LINK program targets refugees from nomadic / semi-nomadic backgrounds and those engaged in seasonal agricultural labour. LINK has been designed to address and mitigate protection concerns of the vulnerable / marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Turkey, by sensitization/advocacy (targeting key stakeholders and service providers, etc.) activities, and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Turkey. The Green program aims to improve the socioeconomic inclusion, resilience and self-sufficiency of highly vulnerable/excluded women and girls from host and refugee communities (Syrians as well as those living in program locations under the international protection regulation) including nomadic communities and seasonal agriculture workers from both communities through integrated and market driven livelihood opportunities and protection services, including language courses and vocational skills training on greenhouse production and agriculture; case management (CM)/coaching services, establishment of a women cooperative, protection outreach, information provision and awareness raising; and provision of special needs and individual protection assistance services.

Position Summary

Line managed by Deputy Program Manager; Protection Team Leader supports the ECHO funded LINK Program through day-to-day implementation of: Individual Protection Assistance, Protection Outreach, Awareness Raising, Inter-Agency Referral, Accountability, Protection Monitoring, and Advocacy and Sensitization Activities; and line manages, protection workers, protection outreach workers, and translator(s) and protection receptionist.

General Functions of the role

  • Under the supervision and coordination of the Deputy Program Manager, support the planning and implementation of the LINK program in the respective province by reviewing project documents, developing detailed weekly implementation plans for protection workers, protection outreach workers, translators, and protection receptionist.
  • Follow up and supervise delivery of Individual Protection Assistance (IPA) and Awareness Raising activities by closely monitoring progress against target.
  • Supervise and implement the provision of IPA assessment to determine eligibility and plan the needed assistance; and service delivery as per SET IA IPA SOP, including accompaniment, information counselling, in kind aid delivery, etc. following a thorough protection risk analysis and case planning to beneficiaries on daily basis at the field.
  • Support capacity building efforts for protection staff.
  • Work closely with the MEAL Team and the Deputy Program Manager to ensure timely monitoring and evaluation of the IPA, outreach, awareness raising, referrals, and sensitization and advocacy activities.
  • Provide appropriate information to clients, professionals, colleagues, and others in order to maximize good decision-making processes.
  • Ensure impartiality, and confidentiality of beneficiaries, at all times.
  • Ensure adherence to internationally recognized protection principles, standards, and relevant international and local regulations.
  • Ensure adherence with GOAL’s code of conducts and other internal policies i.e., on confidentiality, safeguarding, equality, diversity, and inclusion including the GOAL’s commitments to the protection from sexual exploitation and abuse (PSEA).
  • Work with supervisors and peers in harmony to achieve LINK workplans, objectives and targets.
  • Participate in one-to-one performance development reviews/appraisals and contribute to the identification of own development needs.
  • Ensure full compliance with the GOAL’s health and safety policy and all locally agreed safe methods of work.
  • Any other duties related to the nature of the job as directed by the supervisor.

Key Responsibilities and Duties

  • Support the planning and implementation of the main program activities and ensure expected targets and deliverables are reached according to workplans; inform the Deputy Program Manager any relevant/urgent issues and delays to be able to timely address.
  • Provide day to day supervision and support to Protection Workers, Protection Outreach Workers, Translator(s) and Protection Receptionist who are engaged in IPA and Protection Outreach activities on daily basis.
  • Develop weekly individual work plans for Protection workers for IPA and protection outreach activity and conduct regular case and team meetings for supervision purposes.
  • Plan, implement and supervise individual protection assistance to program beneficiaries through comprehensive assessment, case planning, case implementation, follow up and case closure in addition to project’s outreach, provision of information and awareness raising activities to refugees about their rights, obligations, and services available in Turkey.
  • Work with the GOAL Team and other stakeholders to identify and register individual cases requiring IPA intervention at the field.
  • Ensure to record registered cases and activities in the database on time and with quality, update the information as necessary and ensure that progress is updated in the database.
  • Ensure all hard copies of respective IPA and Protection Outreach data and MoVs are collected and stored as requested and in a timely manner.
  • Accompany the beneficiaries as needed and support them to access to services.
  • Profoundly participate in field activities and lead the team during the field. At all times, ensure to develop connection and network with the local community leaders where GOAL is operating.
  • Implement the activities in accordance with GOALs program SOPs/guidelines and support with development and revisions program SOPs/guidelines.
  • Ensure quality implementation through compliance and adherence to GOAL, donor and national policies, procedures and guidelines including internationally recognized protection and social services standards.
  • Report to Deputy Program Manager on weekly basis.
  • Provide appropriate and clear information flow within the team members and with the line manager.
  • Thoroughly document, update, file and store all field activities, including IPA, Awareness Raising, Sensitization and Advocacy and Protection Monitoring, at a timely fashion and with due consideration of confidentiality and data protection principles.
  • Ensure beneficiary and activity data entered correctly and on time, and that all progresses are closely monitored and updated in the database by protection staff.
  • Ensure to be responsible of all CRM and CFM lists and regularly check and assign the clients of CRM/CFM lists and SSC visitors to Protection Workers and update MEAL team regularly about the clients reached GOAL via CFM.
  • Maintain professional links to all other agencies engaged in protection within province of operation and if requested by the Deputy Program Manager and/or PICO, represent GOAL in the coordination meetings.
  • Coordinate with Social Services Officer and Assistant to enhance service mapping and ensure referral mechanisms are functional.
  • Ensure to provide quality referrals with the needed information and documents to the Social Services Assistant / Officer. Check and revise the referrals shared by Protection Workers before sending to the Social Services Assistant / Officer.
  • Ensure to undertake appropriate follow up with the cases who have been referred to external service providers and those provided with Individual Protection Assistance by GOAL to ensure that their needs are met, planned protection outcomes are reached; and satisfaction levels are appropriate.
  • Ensure follow up on referral cases and keep record on outcomes. Provide support to Social Services Assistant / Officer in keeping the Referral tracker updated and with correct information.
  • At all times, be up to date on his/her knowledge on the local service and assistances available where GOAL Turkey Programs are operating for appropriate referrals.
  • Support MEAL team to ensure that appropriate monitoring activities are undertaken to a high standard to capture lesson learned and best practices.
  • Contribute to sensitization and advocacy activities, particularly with the organisation of advocacy meetings and gathering of self-advocacy committees and implementation of associated activities.
  • Contribute to protection monitoring activities, particularly with data collection activities.
  • Any other duties related to the nature of the job as requested by the supervisor.

Requirements

  • Turkish Citizenship.
  • University degree in related field (e.g., social work, sociology, international relations, law, psychology, and other relevant disciplines).
  • Strong communication skills, both verbal and written in English and Turkish. Arabic is a strong asset.
  • Experience in delivery of case management and/or individual protection assistance modalities at field level.
  • Experience of delivering community-based protection activities at field level.
  • Experience in Team Management.
  • Minimum 3 years’ work experience in I/NGOs (in paid or voluntary capacity) preferably in Southeast of Turkey. Work experience with nomadic / semi-nomadic refugees and/or those engaged in seasonal agricultural labour is a strong asset.
  • Strong understanding on rights and protection issues of refugees.
  • Demonstrated ability to work with limited supervision.
  • Good negotiation and problem-solving skills, proven communication, interpersonal, representation skills.
  • Proven planning, communication, interpersonal, and representation skills.
  • Strong writing and documentation skills
  • Excellent level of knowledge and practice with Word, Excel, Outlook, etc. required.
