Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
The purpose of the consultancy is to provide technical assistance to the project “Strengthening Migration Governance at the Department of Migrant Workers (DMW) in the Philippines” by developing training materials and conducting capacity building workshops on protection soft skills (protection mainstreaming, gender-sensitivity, trauma-informed and survivor-centered approach, psychological first aid, intake and counseling, vulnerability and trafficking screening and identification, etc.) and essentials of migration management tailored to the frontline responders of DMW.
Nature of Consultancy: The Philippines is a leading provider of international migrant labour globally and relies on migration as a driver of development. The Commission on Filipinos Overseas estimates over 10 million Filipinos living abroad, including permanent, temporary, and irregular migrants. In 2021, remittances from OFWs reached a record high of USD 34.88 billion, equivalent to 10 per cent of the country’s gross domestic product.
In December 2021, Republic Act 11641 merged key functions of seven migration agencies and established the Department of Migrant Workers (DMW) with the mandate to “protect the rights and promote the welfare of OFWs, regardless of their status and the means of entry into the country of destination” (Sec. 5, RA11641). However, despite the strong commitment shown by the Government, DMW still needs to hire more than 1,000 new recruits for the Department to be considered fully functional and have the capacity to deliver its mandate. Capacity development is needed for both existing and new staff of DMW. Furthermore, as DMW is building and reinforcing its presence and mandate at the national level, similar efforts are required at regional (local) and international level.
Through this project, IOM aims to institute a holistic and integrated migration governance in the Philippines through a series of targeted technical assistance and support to DMW. This will be done through provision of technical support and guidance to monitor and evaluate the operationalization of the National Action Plans in a gender-sensitive manner, and to establish centralized information management system. The project will also support the organization of trainings and workshops on migration management, and the review and development of tools and materials to promote more responsive and inclusive orientation for migrant workers and their families.
IOM Project to which the Consultancy is contributing: The consultancy will be managed by the Migration Management Unit (MMU) in the Manila Office under the IOM Development Fund (IDF) DMW project (LM.0514).
Category B Consultants: Tangible and measurable outputs of the work assignment.
The overall objective of the consultancy is to capacitate DMW to have the essential knowledge and skills to mainstream protection across their programmes and provide gender-sensitive services to the OFWs and contribute to overall enhanced migration management. In particular, the consultant will develop and conduct a training programme from existing IOM materials tailored to the first responders of DMW from the different migrant-facing offices, such as the Migrant Workers Offices (MWOs) and the field and regional offices, and the case workers from the Migrant Workers Protection Bureau (MWPB), the National Reintegration Center for OFWs (NRCO) and the Overseas Workers Welfare Administration (OWWA). The consultant will be working closely with IOM and the respective DMW offices to tailor the training design and organize the capacity building workshops.
Seeking to improve the capacity of DMW to implement gender-sensitive programmes and services for OFWs and mainstream protection all throughout, the consultant will be overall responsible for:
- Familiarizing themselves with IOM’s work and materials on protection and gender mainstreaming, case intake and counselling, and essentials of migration management
- Understanding the context and nature of work of the relevant DMW offices who are the target participants of the training.
- Developing a 3-day interactive and practical training programme suitable for adult learners and accommodating for virtual participants, including presentation slides and activity sheets
- Preparing related materials such as the pre and post-test questionnaire, any pre-work or training needs assessment tools, and post-training or resource package for participants
- Facilitating two runs of the 3-day face-to-face training workshop, with the possibility of some virtual participants from MWOs overseas, and documenting each session
- Coordinating with the IOM project team and DMW focal points throughout the consultancy period to ensure quality and timely compliance with the deliverables of the consultancy.
First Deliverable: Submission of Inception Report and Draft Training Design (First month; First Instalment of payment: 30%)
- Submit inception report, including a detailed workplan for all activities under this consultancy.
- Conduct desk review of available training materials.
- Conduct a training needs analysis of the target participants in coordination with the relevant DMW office and with support from IOM.
- Draft a training curriculum for a 3-day workshop with the priority protection topics and soft skills identified, including pre and post-test questionnaire.
Second Deliverable: Conduct of Training Workshops (Second to fifth month; Second Instalment of payment: 50%)
- Submit the full training materials (design, agenda, presentation, activity sheets, etc.) to IOM for review and approval.
- Prepare for and facilitate the conduct of two sessions of the 3-day workshop on protection soft skills using the approved training design and materials.
- Document the training workshops and draft an activity report per workshop conducted.
Final Deliverable: Submission of Final Training Materials and Report (Sixth month; Final Instalment of payment: 20%)
- Update the 3-day training package based on completed workshops and submit finalized materials, including a resource or post-training package for participants.
- Submit a final report summarizing the results of the training workshops, including the challenges, best practices, and insights of participants on the essentials of migration management and protection soft skills, and recommended actions moving forward.
Performance indicators for evaluation results
- Satisfactory completion of tasks specified in the ToR based on supervisors’ performance evaluation
- Planning, organization, and timeliness for managing and delivering outputs
- Quality of training materials and tools developed
- Satisfactory organization, conduct and documentation of training workshops
Required Qualifications and Experience
- Demonstrated expertise and relevant experience (at least 3 years) in conducting capacity building on the topics of gender, protection, and/or migration;
- Bachelor’s degree in Social Sciences, Education, Development, Gender Studies, or other related fields;
- Experience in development of training packages which are engaging and suitable for adult learning;
- Experience in pedagogy or teaching processes, preferably in both physical and virtual environments;
- Knowledge and experience in the field of Philippine labour migration or migration and development is an advantage;
- Proven ability to consolidate, analyse and validate information from multiple sources;
- Proven ability to produce high-quality work while meeting tight deadlines; and
- Very good technical writing skills and excellent command of English and Filipino.
Languages
For this position, fluency in English and Filipino is required.

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.
The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.
IOM is an intergovernmental organization, and as such is exempted from all taxes in the Philippines. Therefore, it is not obligated to retain any taxes that should be owed to the Government of the Philippines as part of the execution of this contract. It is the sole responsibility of the contractor to comply with any fiscal obligations that might be applicable.

The ownership of intellectual products developed during this project will be shared with the government entities partaking in its creation, as well as IOM’s regional office. Government agencies and the cooperating agency must be warranted visibility and recognition, through the use of their logos in every document and any other material that might be a result of these intellectual production.
