Psychosocial Learning is one of the pillars of the staff psychosocial wellbeing and mental health strategy in UNHCR with the main tasks of increasing mental health literacy amongst UNHCR personnel, building competencies in creating supportive work environments and eventually, leading towards organisational change. The Global Learning and Development Centre (GLDC) of UNHCR has worked to mainstream a psychosocial component in its key leadership, functional and development learning offers where that could be of relevance. This requires a dedicated resource to ensure that the psychosocial modules are consistent, relevant, and up to date and that they meet the methodological standards and approaches to learning and development of the GLDC, especially the availability of small portions of content to be accessed on demand (e.g. videos, interactive materials, info charts) in the flow of work especially delivered digitally, and peer to peer to activities.
The Psychosocial Learning Officer (PSLO) is directly supervised by the Senior Learning Development Officer-HR in the functional learning section. S/he is a member of the GLDC team ensuring that GLDC¿s work methodologies and principles pass through Psychosocial & Wellbeing Section (PWS)¿s learning initiatives, as well as integrating PWS into other relevant activities. At the same time, the PSLO works in a very close collaboration with the Chief PWS who defines the learning priorities related to staff mental health and wellbeing.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity.

Duties

  • Support coordination with Bureaux and Divisional functional colleagues in the design and delivery of internal and external learning and development activities and resources that support workforce planning, career development, and performance management
  • Analyse psychosocial needs and trends and lead the development of appropriate learning and development solutions
  • Maintain the catalogue of all Staff Health and Wellbeing learning, either stand alone or as part of other learning initiatives that are currently supported by the GLDC.
  • Develop and implement a psychosocial learning Strategy in line with the broader learning and development strategy
  • Monitor the opportunities for the Psychosocial Wellbeing Section to integrate its learning content into upcoming learning initiatives; Work on the integration and mainstreaming of psychosocial content into different learning initiatives lead by GLDC (i.e., emergency, security, protection, HR)
  • Maintain the calendar of staff wellbeing learning activities on an annual basis; ensure that facilitators are matched to the events appropriately when required.
  • Conceptualize, design, evaluate and manage PWS learning initiatives (i.e., mental health literacy).
  • Compile the learning data for the Psychosocial Wellbeing Section on an annual basis with key messages aimed at improvement of delivery.
  • Participate in planning, research, development lead by PWS, and update of the content of the application as a part of the UNHCR Wellbeing App editorial team.
  • Contribute to further development of the UNHCR Wellbeing App as a one-stop shop for all wellbeing issues and a tool for psychosocial learning at all points. As a member of the editorial team take part in content planning and development.
  • Actively promote the UNHCR Wellbeing App through the GLDC channels and means.
  • Produce quarterly reports on the utilization with the use of google analytics
  • Provide access to staff members to resources that enable colleagues to learn just-in-time: checklists, explainers, videos, concept explainers etc, Micro-learning learning produced inhouse or external e.g. LinkedIn or other UN agencies.
  • Assist in reporting duties as well as follow-up on coordination and promotion of activities, preparation of regular and ad hoc reports, and compilation of data as required.
  • Facilitate the link between the HR learning and development initiatives and the UNHCR Wellbeing App.
  • Manage the financial administration of activities under the area of responsibility
  • Prepare requests for proposals for goods and services (including consultancy) and maintain efficient administrative control mechanisms to ensure compliance with UNHCR financial, administrative, and staff rules and regulations
  • Support and monitor staff, affiliates, and external providers/partners to maintain quality and relevance of activities, content, and materials.
  • Supervise staff / consultants / interns as required and applicable
  • Perform other related duties as required.
  • Coordinate and lead mental health and wellbeing promotion campaigns (i.e., anti -stigma, mental health literacy, world mental health day).
  • Coordinate global wellbeing initiatives (i.e., mindfulness for all).
  • Work very closely with the Psychosocial Wellbeing team with the support and guidance of the Snr. Staff Counsellor.
  • Perform other related duties as required.

Minimum Qualifications

Education & Professional Work Experience

For P3/NOC – 6 years relevant experience with Undergraduate degree; or 5 years relevant experience with Graduate degree; or 4 years relevant experience with Doctorate degree

Relevant Job Experience

Essential
Experience enhancing the psychosocial wellbeing of personnel in the workplace. Understanding of the humanitarian work environment. Familiarity with the new learning tools and ways of learning.

Desirable
Knowledge of UN (HCR) learning environment and institutional strategic priorities. Working knowledge of UN Duty of Care as it relates to high-risk environments. Experience with continuous learning initiatives in the workplace.
