Project Summary: The USAID-funded El Salvador Local Governance Solutions Activity will aim to support local governance in municipal consolidation, municipal financial sustainability, citizen engagement, improved service delivery (including safety and security) and address climate change and urbanization challenges.

Position Summary: Creative Associates seeks a Public Administration Manager for the anticipated USAID-funded El Salvador Local Governance Solutions Activity. The Public Administration Manager will be responsible for driving effective public administration strengthening strategies and overseeing the successful implementation of USAID-funded component projects.

Responsibilities

Primary Responsibilities:

  • Develop and implement strategies to strengthen local governance structures, promote transparency, advance knowledge, leadership, and gender empowerment, and enhance service delivery at the municipal level in El Salvador.
  • Lead the planning, implementation, monitoring, and evaluation of USAID-funded component projects related to public administration, municipal financial management, municipal climate change preparedness and adaptation, local governance, capacity strengthening, and community development.
  • Ensure compliance with USAID rules and regulations, including financial management, reporting requirements, environmental management, and procurement processes.
  • Build and maintain relationships with key stakeholders, including government agencies, local municipalities, civil society organizations, community members, and USAID representatives.
  • Provide technical assistance and capacity-strengthening support to local partners and stakeholders to improve governance practices and project outcomes.
  • Lead a multidisciplinary team of professionals, providing guidance, mentorship, and support to achieve project objectives and deliverables.
  • Collaborate with community engagement and change management component teams, MEL, grants, procurement, and operations teams to effectively meet objectives.
  • Contribute to project learning agenda, and collaboration, learning, and adaptation approaches.
  • Conduct regular assessments, data analysis, and performance reviews to track progress, identify challenges, and recommend corrective actions.
  • Prepare and submit timely and accurate reports, proposals, and deliverables to USAID and other relevant stakeholders.
  • Stay updated on political, social, legal, and economic developments in El Salvador, as well as USAID priorities and initiatives, to inform project strategies and activities.
  • Other duties as assigned.

Qualifications

Required Skills & Qualifications:

  • Bachelor’s degree in public administration, Political Science, International Development, or a related field (master’s degree preferred).
  • Minimum of 5 years of experience in public administration, government affairs, or international development, with a focus on local governance and USAID-funded projects.
  • In-depth knowledge of El Salvador’s political landscape, public policy, and regulatory frameworks.
  • Strong understanding of USAID rules and regulations, project management principles, and grant administration.
  • Experience working with government agencies, local municipalities, and civil society organizations in El Salvador.
  • Proven leadership and management skills, with the ability to lead and motivate teams in a multicultural environment.
  • Excellent communication, negotiation, and interpersonal abilities for effective stakeholder engagement.
  • Analytical mindset with the ability to analyze data, identify trends, and make data-driven decisions.
  • Proficiency in MS Office, project management software, and other relevant tools.
