The Humanitarian Logistics Cooperative (also known as “hulo”) is the first humanitarian cooperative that connects stakeholders and pools resources to optimize logistics and the supply chain. hulo member organizations are Acted, Action Against Hunger, Bioport, French Red Cross, Fleet Forum, Handicap International / Humanity & Inclusion, Intersos, Médecins du Monde, Norwegian Refugee Council, Oxfam Intermón, Plan International, Première Urgence International , Solidarités International, and Welthungerhilfe.
Its objective is to increase the impact of humanitarian aid by strengthening links and solidarity between humanitarian logistics actors and improving performance through the pooling of logistics resources and expertise. and supply chain.

Hulo was created in June 2021, and today its permanent team is made up of around forty people, spread across several countries. We anticipate significant growth in the coming months as has been the case since the launch of the Cooperative. JOB DESCRIPTION
You will join the Support department team made up of 6 people with technical and transversal skills and divided into 3 divisions: a division responsible for institutional subsidies, a division responsible for resource management and a division responsible for purchasing and management control, of which you will be part.
In order to support hulo and its members in the implementation of the purchasing process and to strengthen the support team in financial management, the support department has created the position of “Purchasing and administrative management manager ( M/F)”.
Under the direct responsibility of the Purchasing and Management Control Manager, and in continuous coordination with the support team and other departments of the Cooperative, your missions will be:
Mission 1: Contribute to compliance and implementation of the cooperative’s purchasing procedure
- Master the hulo purchasing procedure and those of the cooperative members involved in the purchasing procedure.
- Support applicants in the identification and selection of suppliers.
- Create Internal Purchase Orders (BCI) and complete the monitoring tables linked to the purchasing procedure.
- Monitor the deadlines and renewals of purchase orders, purchasing contracts and framework contracts.
- Sign quotes and invoices in accordance with the hulo purchasing procedure.
- Guarantee that purchasing files are compliant, complete and archived.
Mission 2: Contribute to the management and administrative, accounting and budgetary monitoring of the cooperative
- Codify bank statements monthly in connection with purchase orders.
- Codify invoices monthly and ensure transmission to the accounting firm.
- Regularly update budget monitoring in relation to purchase orders.
- Participate in the monthly monitoring of the consolidated budget.
- Follow hulo expense reports and write the reimbursement sheet for payment.
YOUR PROFILE
- Holder of a BAC+5 diploma, in logistics or management/economics/administration
- First professional experience of at least 2 years in the world of humanitarian organizations and in a similar position
- Good knowledge of the purchasing process and the logistics and supply chain
- A good capacity for organization, mobilization and coordination of actors with different profiles are essential.
- Fluency in English essential.
HULO WILL OFFER YOU THE FOLLOWING CONDITIONS
A full-time salaried position
- Based in Montreuil in France with the possibility of working remotely.
- Fixed-term employment contract under French law.
- Salary conditions:
- Status frame
- Gross annual salary: €32K over 13 months
- 22 days of RTT per year and 25 days of paid leave
- AXA Mutual and Provident Insurance (100% covered by hulo)
- Transport: 50% of the fixed cost of commuting is covered.
- Restaurant tickets: face value of €8, covered at 60% by hulo
- Specific conditions and skills: prolonged sitting, oral expression, work on screen, telephone contacts.
