Functional Responsibilities

  1. Development and Implementation of procurement strategies
  2. Management of procurement processes
  3. Implementation of sourcing strategy and e-procurement tools
  4. Facilitation of knowledge building and knowledge sharing
  5. Team Management

Under the authority of the Director and the direct supervision of the Head of Support Services, the post holder will ensure the following tasks and responsibilities:

1/ MANAGEMENT AND STRATEGIC ASPECTS

  • Consolidated Procurement Plans: Ensure and coordinate the implementation of NAMCO’s procurement plan within the required timeframe, ensuring their alignment with the Procurement strategy developed by NAMCO
  • Ensure the development and implementation of NAMCO’s Procurement Strategy
  • Develop internal working tools, mechanisms and systems to facilitate and streamline purchasing processes, reduce transaction costs and ensure effective risk management upstream and downstream of purchasing processes
  • In order to monitor and measure the performance of the Purchasing Section, define relevant performance indicators (KPIs) which will be reviewed on a monthly basis
  • Maintain database with all solicitations and other purchasing transactions made at NAMCO level
  • Supervise and supervise unit staff and Procurement Specialists in projects
  • Provide support to the Head of Support Services within the framework of the “Business Operations Strategy – BOS” in Tunisia.

2/ COMPLIANCE AND COLLABORATION

  • Review and validate cases to be submitted to the HQCPC and LCPC contract committees
  • Ensure compliance of purchasing activities and transactions
  • If necessary, improve the internal control system relating to purchasing transactions
  • Participate in expert networks and community of practices in procurement
  • Follow up on requests from headquarters for all purchasing related issues
  • Prepare documentation and coordinate activities required for internal and external audits.

3/ SUPPORT AND CAPACITY BUILDING

  • Carry out field missions as necessary as part of supervision, control and capacity building
  • Organize and conduct, if necessary, training in procurement for staff
  • Identify capacity building needs and organize specific training if relevant
  • Provide the necessary support to the Transactional Procurement Portfolio Manager
  • identify and propose solutions to unblock potential bottlenecks.

4/Team management

  • Facilitate the engagement and delivery of high quality results and services from the supervised team through effective recruitment, work planning, performance management, coaching and promotion of learning and development.
  • Provide oversight, ensuring team members adhere to existing policies and best practices.

5/Knowledge development and knowledge sharing

  • Organize, facilitate and/or deliver training and learning initiatives for business unit staff on purchasing related topics.
  • Lead and conduct capacity development and knowledge acquisition initiatives for procurement staff, including the development of networks, plans, learning plans and activities, procurement practice information and benchmarking of best practices.
  • Oversee the team’s contributions to procurement knowledge networks and communities of practice, including collaborative synthesis of lessons learned and dissemination of procurement management best practices.
  • Guide the team’s collection of internal feedback, ideas and knowledge on processes and best practices and use them productively.
