The purpose of the Base Headquarters is to ensure the strategic, programmatic, technical, financial and logistical development of the Action Against Hunger actions in the department or region where the actions are carried out, in accordance with the strategic criteria of Action Against Hunger in Colombia and the internal processes and regulations of the organization and the donors.

The main activities you will perform are the following:

Objective 1: Ensure that the actions developed in your base or designated region are executed in line with and contribute to the Country Strategy for Action against Hunger in Colombia.

  • Under the leadership of the Country Directorate, and the direct supervision of the Deputy Mission Directorate, it contributes to the design, implementation and monitoring of the Country Strategy for Action against Hunger in Colombia.
  • Analyzes, monitors and regularly reports on the situation of vulnerable populations and/or those affected by conflict and/or natural disasters, based on external sources (donors, multilateral agencies, government, other NGOs, etc.) and internal sources.
  • Represents and positions Action Against Hunger to increase awareness of the organization as a leading voice and reference in the organization’s areas of work in the country.
  • Identify, analyse and report on the strategies of external actors present (donors, multilateral agencies, government, other NGOs, etc.) as well as existing collaboration spaces

Objective 2: Ensures quality in the project cycle of all projects developed in its base or designated region and for which it is directly responsible.

ID:

  • · Leads the design and implementation of project identification studies (needs, vulnerability, feasibility, risks, etc.) at its core
  • · Participate in the identification of new approaches in the area of ​​care for the population affected by conflict or natural disasters, which can be introduced into new proposals and in accordance with the principles and strategy of Action Against Hunger.
  • · Actively identifies actors or alliances for the development of new intervention models

Formulation:

  • · Leads the formulation of projects
  • · Leads the reformulation of projects

Implementation and monitoring of projects developed at your base and those under your charge **:**

  • · Ensures, monitors and leads, together with the MEAL base, the implementation and monitoring of the activity plan of the developed projects (monthly report + activity progress sheet based on activity indicators among other monitoring and control tools)
  • · Prepares a monthly progress report, linked to the Projects ADS report, supply plan and FMT in coordination with the Project Managers, support team and MEAL of the area for monitoring in SFIN- Ope spaces.
  • · Reports to the national coordination the impacts on projects linked to security problems or extreme weather events to inform the donor, Headquarters, or ensure the internal replanning of actions
  • · Actively participates in the SFIN-OPe of the projects convened by the national coordination and prepares in advance with the Project Managers or the projects under their charge, the respective information on alerts
  • · Develops and monitors the achievement of results and objectives (baseline using indicators established in the planning matrix)
  • · Plans, coordinates, and monitors the implementation of activities developed by the teams (Project Managers in the area and technical implementation team)
  • · Participate in the preparation of documents that are necessary within the framework of the implementation
  • · In coordination with the consortium managers and Project Managers, he/she monitors the progress of activities, general work management and community relations.
  • · Establishes reporting and monitoring lines in cases of actions developed by consortia

Reports:

  • · Ensures the writing and design of a quality reporting model for both internal and donor reporting with the basic MEAL
  • · Prepares reports to donors of the projects under his/her responsibility, guaranteeing coherence, relevance and quality of these with respect to the work carried out within the framework of the projects, ensuring their validation, prior to sending them to capital.

Assessment:

  • · Prepares terms of reference, coordinates and follows up on evaluations (internal or external) of the projects under his/her responsibility or carried out in his/her area
  • · Review and capitalize on recommendations and lessons learned from evaluations for feedback in the formulation of new proposals.

Objective 3: Human resource management of base personnel and/or projects under their charge.

  • Plans and leads, in coordination with the Human Resources area of ​​Bogotá, the recruitment and selection processes of personnel
  • Prepare and conduct induction for new members
  • Ensures annual staff performance evaluation (in a timely manner)
  • Proposes training topics and content for the staff at its base

Objective 4: Administrative, financial, accounting and treasury management of the base and projects under its charge.

  • Coordinates and validates, in close collaboration with the Deputy Director of Support, the budget planning of the base under his/her charge
  • Leads the formulation of proposals and projects with the support of Finance in National Coordination

Objective 5: Logistics management at the base.

  • Coordinates, monitors and supervises the logistics management of the base’s offices and houses
  • Ensures and complies with the Mission and donors’ logistical standards and procedures
  • Promotes the proper use of LINK logistics software
  • Tracks and validates the purchasing processes that are carried out
  • Leads the formulation of proposals and projects with the support of Logistics in National Coordination
  • Management of logistics personnel in close coordination and communication with the Logistics Coordination and the Logistics and Support Manager.

Objective 6: Ensure compliance policies, control and expertise of the actions developed in its area of ​​activity within the framework of deontological principles and respect for procedures, policies, processes and internal regulations and risk management.

  • Coordinates and validates the analysis and management of risks in the work area
  • Constantly supervises the preparation of accountability processes at the grassroots level, with authorities, institutional actors, communities and other interest bodies, in coordination with the risk management area.
  • Ensures the implementation of accountability processes at their base (management of PQR mechanisms) appropriate to the contexts, communities, language, traditions, and culture where we operate the projects
  • Leads the correct implementation of Action Against Hunger and donor policies and procedures and ensures their knowledge and application for quality (internal regulations, Log Kit, Admin Kit, HR policy, etc.)
  • Ensures and complies with the standards and procedures for compliance (internal audit, CHS standards, ethical principles, PSA, anti-corruption, anti-bribery, anti-fraud and abuse of power policy, among others) and coordinates, monitors and supervises their application by all workers in their region in coordination with the mission representatives.
  • Leads the risk analysis (legal, reputational, security, technical, among others) for the intervention of Action Against Hunger in its region and the implementation of risk and vulnerability mitigation measures for the planned actions.
  • Review and capitalize on recommendations and lessons learned from evaluations and audits (internal and external) for feedback in the formulation of new proposals and/or interventions in their area of ​​influence.
  • Immediately report any suspicion of fraud or improper management of financial and/or human resources to the Country Directorate and/or Deputy Directorates.

Does this description fit you?

  1. Professional degree in human or social sciences, civil engineering, architecture with previous and specific experience in project management.
  2. Minimum 5 years’ prior experience in: working with highly vulnerable groups facing situations of armed violence or migratory flows, such as children, women and the elderly.
  3. I work in complex access and security areas in the country (rural areas and intermediate cities) with humanitarian NGOs or international cooperation organizations.
  4. Experience in budgetary, logistical and operational management of international cooperation projects and in alliance management and coordination in territories.
  5. Specific technical knowledge in development cooperation project management and human resources management. Postgraduate studies in international and development cooperation are desirable. Financial and logistics management of projects.
  6. Languages: Spanish and intermediate level of spoken and written English desirable.
  7. Office automation and specific systems: Mastery of Windows, advanced handling of Office is essential; knowledge of ICT tools and openness to their innovative use.
  8. Availability for geographic mobility (travel to work areas, punctual support to the same).
  9. Commitments to gender equality and zero tolerance for abuse. Previous experience in issues related to the promotion of gender equality or personal commitment to gender equality is valued.
  10. Desirable: General knowledge of the organization and its lines of action.
