Project Objective

The purpose of the USAID Monitoring, Evaluation, and Learning (MEL) Platform is to provide technical and advisory services to design and carry out various monitoring, evaluation and learning activities for USAID/Mali. This contract has three major components: 1) USAID/Mali monitoring support through a Third-Party Monitoring (TPM) mechanism; 2) Evaluation Services and Surveys; and 3) Collaborating, Learning and Adaptive Management and Communication Services.

The MEL Platform will assist USAID/Mali and its partners to generate empirical data and to foster learning and knowledge management through a participatory process to support stronger results and improve evidence-based programming. These efforts will facilitate informed program management decisions, shape the longer-term strategic direction of programs and decision-making within the Mission, and enable USAID/Mali to comply with USAID’s monitoring and evaluation guidance as mandated in the Automated Directives System (ADS), especially in ADS 201.

The principal customers for this MEL Platform contract will be USAID/Mali staff, other USG agencies, USAID implementing partners, Malian Government counterparts, and relevant offices in USAID/Washington.

Position Description

SI is seeking a Mali-based Qualitative Data Analysis Consultant to support monitoring activities conducted under this contract, including third-party monitoring (TPM). This is a part-time consultancy position based in Bamako for six months period starting from February/March 2023, with a minimum of 60-day LOE.

Responsibilities

  • Support all monitoring data management, ensure quality transcription process for data collected through Third Party Monitoring (TPM) activities.
  • Develop a thematic codebook for generating themes and sub-themes in line with the objectives of the analysis to respond to site visit purpose. This will involve producing summaries, abstracts and coding.
  • Develop coding notes from the Key Informant Interviews (KIIs), Focus group discussions (FGDs) and observations.
  • Carry out a detailed analysis of the qualitative data collected using appropriate analysis tools such as NVivo, Dedoose or MAXQDA.
  • Develop qualitative analysis report that includes a description of results in terms of themes and sub-themes, including but not limited to quotations, examining relationships and patterns between categories and themes, discussion of results, and annex for the final codebook.
  • Contribute to the writing of qualitative methods sections for reports or other deliverables.
  • Ensuring the daily upload of the complete data.
  • Work with the MEL Platform technical staff and the local data collection firm to identify appropriate analytical methods to conduct qualitative data collection and analyses accordingly.
  • Coordinate with the COP, other component leads, and SI HQ to ensure timely submission of high-quality deliverables.
  • Perform other related work as needed.

Qualifications

  • Master’s degree in development or a related development field, such as Economics, Evaluation Sciences, Political Science, Public Administration, Business Administration, or other discipline related to development assistance.
  • Proficiency with one or more statistical analysis software packages, and qualitative analysis software such as NVivo, Dedoose, or MAXQDA for data management and analysis.
  • At least five years’ experience in qualitative data analysis using content analysis, including the application of conceptual frameworks, codebook development, and coding.
  • Experience performing rapid qualitative analysis.
  • Excellent report writing skills and experience in producing high-quality reports on outcomes of qualitative analysis.
  • Excellent written communication skills.
  • Experience working on development or humanitarian projects.
  • Understanding of basic concepts of confidentiality and data security.
  • Demonstrated experience engaging in and/or directly overseeing teams engaged in data collection.
  • General professional proficiency in French and English (ILR level 3).
