Background

Accountability is a fundamental aspect of Act CoS’s governance, strategy, and operational implementation. We define accountability as a mutual commitment, by Act CoS our partners and other stakeholders; to hold ourselves and each other accountable to the people and communities that we aim to assist and empower by abiding to our policies, values, commitments, and mutual agreements, while also assuring quality in all our work.

Act CoS focuses on improving the quality of our partnerships and together with our partners develop good accountability mechanisms between us and towards the people we aim to support. The Act CoS is committed to accountability in all our work, including capacity development, organizational support to our partners and in the monitoring of partner’s work. To ensure quality, the participation of rights holders in programmes and projects is at the core of the Act CoS’s understanding of accountability and quality.

As a member of the ACT Alliance, Act CoS has agreed to ACT’s conditions for Membership, Policies and Guidelines, outlined in the ACT Quality and Accountability Framework and the ACT Code of Good Practice. Act CoS is certified against the Core Humanitarian Standard[1] (CHS), certification number hqai-chs-2016-001 and a member of the CHS Alliance. The Act CoS Quality and Accountability Framework sets our commitments.

Objective

The aim of this consultancy is to support Act CoS in improving its quality management and accountability work, based on the Act CoS Accountability framework with a specific focus on Code of Conduct and complaints handling. There will be a focus on capacity sharing/buildning to strengthening Act CoS and its partners.

Scope of Work

Activities within this consultancy include but are not limited to complaints handling mechanism (CRM)

    1. Provide CRM capacity support for the Act CoS and it´s staff.
    2. Design and provide a long-term CRM capacity sharing process for Act CoS partner, considering possible joint work with ACT Alliance secretariat and ACT members.
    3. Assessment of partners’ CRM and Code of Conduct
    4. Provide expert advice on the implementation and development of CRM and
    5. Support the Act CoS CRM focal point and CHS focal point on request.

Timeframe and expectations

  1. Expected time frame: Minimum of 30 and maximum 35 days per year over 2 years (1 March 2023 – December 31, 2024**)**
  2. Travel will be expected based on locations of trainings and workshop and based on written agreement between the Act Church of Sweden and the consultant. Act CoS will cover all travel costs and incidentals for all travel required to fulfill consultancy activities. Assignments should take place from the consultants’ own office as a firsthand option, and digital solutions should always be considered before travel.

The assignment will require flexibility but a tentative schedule and timeframe for deliverables will be developed for the first year upon start of the assignment, in dialogue between the consultant and Act CoS. The consultant will be required to adhere to the Act CoS Security routines.

Reporting and Documentation

Documentation is to be delivered in English and in editable format. Final versions shall be of a quality (language and formatting) that allows for immediate publication.

Reporting and documentation can include, but is not limited to:

  1. Documentation from assessments and analysis including conclusions and recommendations.
  2. Facilitation notes, training materials and end of workshops report for all trainings and workshops managed by the consultant.

Tender process

Interested applicants should send their tender at the latest on January 9th 2023 to Gun.linderman@svenskakyrkan.se. Any questions may be directed to Gun.linderman@svenskakyrkan.se until January 2nd 2023. Act CoS will decide on a consultant at the latest by January 20th, 2023. The applicant should be available for any questions from Act CoS during January 9 – 18th 2023. The contract will be bound in SEK but can be paid in EUR or USD. The tender should be in English and clearly account for the applicants experience and competence in relation to the above requirements and merits as well as for the applicants’ availability in relation to the above mentioned timeframe and expectations. Interested applicants should include a CV, 2 references and the consultancy fee per hour.
