Quality and Accountability Manager, Afghanistan
Location: Kabul, Afghanistan
Contract: 12-months fixed term contract, renewable
Salary: £39,894 + £1,617.13 monthly allowance

About the Role
The Quality and Accountability Manager will lead a dynamic team to ensure the effective delivery of community engagement and accountability (CEA), data and information management (DIM), planning, monitoring, evaluation, and reporting (PMER), protection, gender, and inclusion (PGI), and quality assurance (QA) within the Country Delegation.
Reporting to the Head of Delegation and under the technical supervision of the Regional Head of PMER and Quality Assurance, this role focuses on developing and executing IFRC’s strategies for Afghanistan while enhancing the Host National Society’s capacities to strengthen its institutional resilience. Close collaboration with various coordinators and thematic leads to support the continuous development of the Host National Society’s portfolios in line with its strategic ambitions.
The Quality and Accountability Manager will be entrusted but not limited to:
- Provide strategic coordination and act as a trusted adviser to the IFRC Country Leadership Team (CLT) in matters pertaining to community engagement and accountability, data and information management, planning, monitoring, evaluation and reporting, protection, gender and inclusion, and quality assurance, compliant with regional/global approaches.
- Guide DIM staff in identifying data needs, leveraging secondary resources, and supporting emergency operations with consistent data management and reporting.
- Develop and execute a strategic PMER approach aligned with IFRC’s programmatic and global/regional priorities in Afghanistan, while leading the IFRC Network planning process to produce quality, results-based plans (e.g., Unified Plans, DREF Plans, Emergency Appeals) and ensuring compliance with standards.
- Design and execute a strategic PGI approach that prioritizes safety and inclusion for both aid recipients and responders in all programmatic and operational activities.
- Identify and monitor risks within the areas of CEA, DIM, PMER, PGI, and QA, implement risk responses, and escalate to the Head of Delegation when necessary. Ensure sound financial management, monitor budgets, identify and solve problems promptly, and manage operational budgets to ensure expenditure is within income and approved ceilings, in compliance with IFRC finance procedures and donor requirements.
- Select, manage, and mentor staff in the areas of CEA, DIM, PMER, PGI, and QA, ensuring they have clear, results-oriented plans and the capacity to achieve their goals. Fostering a culture of continuous learning and accountability by setting team objectives, monitoring performance, and conducting timely performance reviews.
- Keep the optimum donor accountability required to successfully maintain their funding contributions to operations and longer-term programmes in Afghanistan. This includes developing high level updates for donors. This includes developing high level updates for donors and providing periodic briefings to donors in close coordination with respective members of the IFRC network.
- Complement the Head of Delegation in dissemination and compliance with the IFRC Code of Conduct, Fraud and Corruption Prevention and Control Policy, and Safeguarding Policy among internal and external stakeholders.
- Engage with CEA, DIM, PMER, and PGI leads of the IFRC Asia Pacific Regional Office and/or Geneva head office to ensure that country-level practices align with regional and global approaches.
What we are looking for
You will understand IFRC policies, major donor regulations, and demonstrate integrity. Strong skills in strategic analysis, planning, data analysis, and implementation are essential, along with knowledge of global humanitarian issues, international standards, and CEA, M&E, and PGI approaches.
You will have proven team management, collaboration, and communication skills in a multi-cultural environment. Being self-supporting with computers and internet tools, and possessing initiative, creativity, and strategic thinking abilities are necessary. Excellent English communication is required.
You will have at least 5 years of experience in CEA, PGI, PMER, or strategic planning, including Red Cross/Red Crescent or INGO experience in developing countries. Networking and relationship-building skills are essential, along with field experience in high-risk contexts.
You will have completed BTC, IMPACT, WORC, or possess equivalent knowledge. The ability to work in stressful environments with a positive attitude and flexibility in working hours is crucial.
It’d be useful if you have a qualification or certification in monitoring and evaluation (M&E), diversity, equity, inclusion, and accessibility (DEIA), project management, statistics, or another relevant area, along with knowledge of the Afghanistan context, familiarity with dashboards, and knowledge of Pashto or Dari.
