The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in over 40 countries to provide appropriate assistance with a rights-based approach to refugees, asylum seekers, internally displaced persons, returnees and migrants. DRC has been present in Colombia since 2011, but in 2018 it expanded its operations in response to the Venezuelan crisis. Currently, DRC Colombia implements a humanitarian response focused on protection for Venezuelan and Colombian refugees and returned migrants in Colombian cities such as Riohacha, Barranquilla and Bogotá, and currently also includes activities in Nariño and Norte de Santander.
POSITION OVERVIEW:
Responsible for the safe and effective monitoring of quality assurance and control in the operational activities of humanitarian demining carried out by the Danish Refugee Council, mine action program in Colombia.
Responsibilities:
- Support the Quality Assurance and Control Manager in carrying out activities corresponding to the internal Quality Assurance and Control of ACM processes.
- Together with the Quality Assurance and Control Manager, carry out the weekly monitoring visit plan during the deployment of equipment or immediately if a non-conformity is reported.
- Ensure the application of operational procedures in the field in accordance with the task to be performed. (Must/Should of each NTC-AICMA, POA and annexes).
- Support control, that the Intervention Plan, Operations Plan and internal ACI records have been uploaded to the Periférico platform.
- Conduct desktop reviews of Non-Technical Study, Mine Risk Education, Clearance and EOD reports, schedule and organize field monitoring visits to suspected hazardous areas, cancelled areas, confirmed hazardous areas, to confirm that they are in accordance with the NTC-AICMA and the DRC-ACM POA.
- Check that the statistics match actual productivity in the field.
- Check the daily productivity update in the respective reports.
- When required and applicable, personally attend external monitoring visits carried out by the CEM.
- Record non-conformities according to the findings of the CCI or CCE.
- Ensure that corrective action plans and actions have been developed and implemented when critical nonconformities occur.
- Support in the development and implementation of improvement plans when required.
- Immediately inform your superior about operational activities stopped/suspended due to an identified critical non-conformity.
- Organize/perform quality control on samples on cleared/reduced land, record non-conformities in procedures that affect product quality.
- Verify that the CASEVAC exercise is being carried out periodically, in accordance with the provisions of the DRC-ACM POA.
- Likewise, the obligation to perform the functions inherent to the position of Quality Officer, the execution of ordinary tasks and those attached to the aforementioned position and any other activity not mentioned in this job description in accordance with the instructions given in particular by the hierarchical superior or by any representative of the employer, provided that it corresponds to an objective situation.
- Comply with the responsibilities specified for your position in the different DRC – ACM POAs.
- Other activities requested by the immediate supervisor, which are within his/her scope and fulfill the purpose of his/her position.
Medical Support, Command and Control:
- Maintain up-to-date first aid and CASEVAC skills as instructed by the organization.
- Know in detail the CASEVAC Plans at your work site, base, camps and/or on the road.
- If required, assist in the execution of CASEVAC in the event of an accident.
Logistics and resources :
- Ensure that the equipment and resources provided are used correctly, keeping them in perfect working order (cleanliness and care).
- Immediately report all damage and/or loss of materials/equipment to your superior.
- You must comply with traffic laws, vehicle care and maintenance, and any other regulations that ensure vehicle care.
- Support daily maintenance activities in areas inhabited by DRC, camp, demining areas and others related to the organization.
Cross-cutting responsibilities :
- Attend special training as required.
- Apply humanitarian and DRC principles in the exercise of their functions.
- Be willing to perform other tasks, in which DRC-ACM trains you, for the best fulfillment of the program objectives and indicators, for example, Vehicle driver.
- Comply with the organization’s code of conduct and internal work regulations.
All DRC staff are expected to undertake the following general duties:

Safety and Health at Work
- Actively participate in the formation of the COPASST – Workplace Coexistence Committee – Emergency Brigades, as well as the activities they carry out.
- Comply with the rules, regulations and instructions of the SST SG.
- Report any potential hazards and risks at your workplace in a timely manner.
- Attend SST training defined by the SG-SST training program.
- Ensure that your workplace and work area are kept in order and clean.
- Provide clear, truthful and complete information about your health status.
- Immediately report any work accidents, incidents (near accidents) and illnesses diagnosed as occupational to the SST area and your immediate supervisor.
- Report to the immediate supervisor the need to take corrective or preventive actions, which correspond to real or potential non-conformities of the process to which it belongs.
- Participate in training activities, drills and those scheduled by occupational health and safety.
Experience and Technical Skills:
- Two (2) years of minimum experience in the humanitarian demining sector.
- Two (2) years of experience in Internal Quality Control and Quality Assurance processes.
- Good knowledge in computer management and data acquisition.
- Driving license B1/B2
- Good knowledge and handling of field navigation tools (GPS, Compass)
Desirable:
- Non-Technical Study Course and Accreditation.
- Manual Demining Course and Accreditation.
- Clearance Supervisor and/or ENT course and accreditation.
- Team Leader Course and Accreditation.
- Basic ERM course
- EOD I/II course and accreditation.
Requirements in terms of academic training and technical knowledge:
- Professional in some area of knowledge.

- Desirable: English.
