The second phase of the Yemen Emergency Electricity Access Project (YEEAP) seeks to improve access to electricity for households & provide electricity to critical service facilities in rural & peri urban areas within the Republic of Yemen. The project is financed by the World Bank (WB) (grant from IDA) & implemented by our client. To achieve the project’s objectives, our client will engage solar Micro Finance Institutions (MFIs), solar installers & suppliers, technical service providers & other stakeholders. Our client is committed to achieving a truly diverse workforce. The project will finance distributed solar solutions to provide urgently needed access to electricity in Yemen. The project consist of three components:

  • Component 1: Electricity in rural & peri urban areas (electricity for households, electricity for critical services facilities & support to COVID-19 isolation units & vaccine cold chain).
  • Component 2: Implementation support, market development & technical assistance for power sector sustainability.
  • Component 3: Contingent Emergency Response Component (CERC).

Role objectives:

  • Under the overall supervision of the Project Manager & reporting directly to the Renewable Energy Specialist, the Quality Engineering Technician – Senior Assistant is expected to support the implementation of the project activities through the provision of technical expertise & the application of best practices in the project implementation. The Quality Engineering Technician – Senior Assistant will assist the Renewable Energy Specialist to oversee implementation of contracted works in conforming to the technical specifications and project /sub-projects documentations.
  • Detailed duties and responsibilities include the following:
  • Assist in the quality assurance process of the identified solar sub projects works.
  • Assist in the site’s assessment & quality inspection documents collection & archiving in coordination with the Field, Design & Construction Engineers.
  • In consultation with the Environmental & Social Safeguards Officer & the field team assist with implementation of environmental & social safeguards standards in all works activities’ coordination, documentation & reporting.
  • Follow up the sub projects’ work progress & quality for on time project delivery.
  • Provide summary of received weekly & monthly reports from the Field Engineers to the Renewable Energy Specialist detailing all sub projects matters including quality, health & safety, environmental & financial, as well as any issues relating to possible delays, cost overruns, variations & any other matter.
  • Assist in quality management of construction works & works execution as per the contractual provisions & the design specifications.
  • Assist on the overall works implementation aspects to ensure construction works are completed on time, within budget & to quality standards.
  • Assist the team in the preparation of project / contracts related documentations such as periodic progress reports, site monitoring reports, stakeholder meeting minutes, engineer’s instructions & variation orders, contractor’s bills review reports, certifications, client hand over documents & contracts close out reports.
  • Conduct field visits to the sub projects to ensure the progress, quality & adherence to the HSSE requirements.
  • Support in the provision of training activities for the field & office team.
  • Produce reports for all activities undertaken monthly, quarterly & annually.

Knowledge sharing & management:

  • Contribute to the dissemination & sharing of best practices & lessons learned for development planning & knowledge building.

Reporting:

  • Ensure accurate & timely reporting of progress & conditions on sub projects through daily site records prepared & submitted by the field team.
  • Produce any appropriate documentation identified by the Project Manager & / or Senior Renewable Energy Specialist in a professional & accurate manner.

Project reporting:

  • This role works under the overall supervision of the Project Manager & reporting directly to the Renewable Energy Specialist.

Key competencies:

  • Secondary School Certificate / Diploma is required or Technical / Professional Diploma or a Bachelors Degree / Under Graduate Degree in Engineering, other relevant discipline will be an asset & may reduce the required number of years of experience.
  • Candidates with Secondary Diploma will be required to have a minimum of 5 years of professional experience. For Technical / Professional Diploma holders, a minimum of 3 years professional experience in public works activities is required. While Bachelors degree holders must have a minimum of 1 year professional experience.
  • Skills in MS Office & IT in general are highly desired.
