RACPA Communications Consultant, Indonesia

Location: Remote, with travel to project sites

Project Overview

The Research and Advocacy for Climate Policy and Action (RACPA) project aims to help develop deeper understanding and knowledge on climate change, vulnerability, and displacement among the different climate stakeholders, and contribute to strengthening the resilience of coastal and island communities through the development of a more enabling, inclusive and collaborative policy environment to address the complexities of climate displacement. It employs a comparative participatory action research approach, working with three communities: Tambakrejo in Semarang and Wonoagung in Demak, Indonesia; and Nocnocan Island in Bohol Province, Philippines.

The project is implemented by the Jesuit Refugee Service Asia Pacific (JRSAP) together with the Institute for Social Research, Democracy and Social Justice (Percik Institute) in Indonesia and the Environmental Science for Social Change (ESSC) in the Philippines, with the support of the Australian Government through Caritas Australia under the Australian NGO Cooperation Program (ANCP).

Responsibilities

The RACPA Communications Consultant will support JRSAP in delivering on the project’s Immediate Change 2.1.1: Communities gain confidence and competence in exchanging experiences with others, that will in turn support Intermediate Outcome 2.1: Local communities have increased venues to share lived experiences about climate vulnerability, displacement risk and resilience, under End of Project Outcome 2: Coastal and island communities have improved climate adaptive capacities.

Specifically, they will be responsible for helping to build local community—including youth—capacities in communications and advocacy linked to climate and environmental change in the two project sites in Indonesia (Tambakrejo and Wonoagung). This includes the provision of onsite training on photography and videography to community members, including and especially young people, leading towards the co-creation of communications and advocacy materials.

By the end of the consultancy, the Consultant, together with the RACPA consortium formed by JRSAP, ESSC, and Percik, will have helped the community members of Tambakrejo and Wonoagung generate at least 3 communications and advocacy materials per community, such as, but not limited to, brochures, posters, policy briefs, case studies and/or short videos. The printing and production of these materials will be shouldered by the consortium.

The Communications Consultant will also contribute to the production of communications and advocacy materials capturing the learnings and results from RACPA’s first year of implementation, as well as providing inputs for the RACPA communications strategy and plan for Year 2 (July 2024 to June 2025).

Additionally, the Consultant will provide communications support to JRSAP’s other initiatives in the area of Care for Common Home. This includes Project 40-4-40, for which the Consultant will develop 2 communication materials (infographic and 3-5 min AVR presentation), for the annual report and next phase plan.

Qualifications

• University Degree in Communications, Journalism, Media Arts, or the Social Sciences.
• At least two years’ experience in communications related to humanitarian or human rights advocacy, preferably related to climate change and/or refugee and forced migration issues, supported by a portfolio of, or links to, previous work.
• Fluency in English and strong writing and reporting skills, with at least two years of working experience in writing and editing material.
• Proficiency in the use of computer and communications applications and software, including social media.
• Knowledge of, and commitment to, ethical considerations related to communications, including data privacy and security.
• Willing and able to travel to the project sites in the Philippines and Indonesia (All travel-related costs are to be included in the consultancy fees)
• Ability to work with minimal supervision in view of remote work arrangement, and to work with tight timelines and limited resources.
• Work experience in a multicultural environment.
