COOPI is looking for a Grants Officer in CAR

Since 1974 COOPI has worked in CAR for harmonious and complete development, for both individuals and local communities. With regard to the sectors of intervention, the commitment to local realities encouraged COOPI to draw up plans and implement development projects in the social, economic, health, environmental and training. Conflict situations have led to the decision to take charge of emergency and rehabilitation projects, which have today become another specific sector of intervention in the country. Thanks to the consolidated and constant presence, as well as to relations with institutions, non-governmental organizations and local communities,COOPI is recognized as one of the benchmarks for international cooperation in CAR. The donors currently funding COOPI are ECHO, EU, UN agencies, Humanitarian Fund.The intervention areas are the prefectures of Bangui, Ombella M’Poko, Lobaye, Nana-Mambere, Ouham-Pende, Ouham, Kemo, Haute Kotto, Basse Kotto, Mbomou, Haut Mbomou and Ouaka.

Objective of the position

COOPI mission referent in CAR in direct link with the Head of Mission ( CDM ) to centralize the monitoring of project reporting and participate in the preparation of proposals and entries for new project submissions and funding activities. This position will help improve the quality of reporting / proposals and the search for new COOPI funding and partnerships in CAR.

Responsibilities

Project design and reports

  • Participate, in conjunction with the CDM and the Administrative and Financial Coordinator, in monitoring donor contracts ;
  • Actively participate in internal design and reporting planning, in particular through the creation of retro-plannings for narrative reports ;
  • Coordinate the design and reporting phases ;
  • Ensure compliance of operational reports with the requirements and procedures of the various donors: ensure that concept notes, project proposals and narrative reports are submitted on time, in compliance with donor procedures;
  • Ensure computer filing of all documents relating to project proposals and sharing with headquarters;
  • Ensure the updating of Grant data and subsequent archiving;
  • Ensure, with the support of the MEAL manager and the project teams, the proper collection of beneficiary data;
  • Participate in the development of internal reporting tools and other external documents;
  • Ensure the preparation of quality project proposals in line with the country strategy and with the support of sector experts;
  • Editorial tasks, research, coordination and sharing of information between the different staffs;
  • Support to consultants, project managers in the preparation of new project proposals.

New funding and partnerships

  • Proactively monitor funding opportunities and regularly analyze developments in donor strategies monitored by the RCA mission;
  • Under the lead of the CDM, participate in the preparation and updating of the mapping of donors/partnerships for the search for new funding and/or additional funding for current projects;
  • Ensure sharing and coordination with COOPI headquarters in Milan on the various funding opportunities;

Communication et coordination :

  • Actively participate in internal coordination meetings;
  • Update and share the Grant Follow-up monthly;
  • Ensure the updating and sharing of plans with headquarters;
  • Ensure the internal and regular sharing of tools and notes on the communication of the mission;
  • Provide Grant & Fundraising briefings as part of new staff induction plans;
  • Upon delegation from the CDM, participate in external coordination meetings;
  • Upon delegation from the CDM, participate in consortia meetings and ensure the sharing of reports;
  • Be the focal point for internal communication and visibility;
  • Regularly monitor and report information on good practices and cross-cutting components of projects and provide suggestions to the RCA mission for better compliance with these practices;
  • Actively contribute with the CDM and the program team in the organization and holding of annual presentation workshops for COOPI projects in the intervention bases;
  • Support the CDM and the project team in the organization and conduct of missions, visits and donor relations;
  • And all other tasks necessary for the proper and timely completion of the project, or action requested by the country coordination within the framework of intervention.

Candidate profile

Essential

  • BAC+5 training in the Political Science, International Development or Humanitarian Aid sector or related fields;
  • At least 2 years of experience in the Programs as Grant Manager, MEAL officer or other similar positions;
  • At least 2 years of experience in project management;
  • Excellent knowledge of the French language;
  • Strong technical writing and proposal development skills;
  • Excellent experience in database management (data collection and analysis) and report production;
  • Demonstrated experience in research methodology, in developing logical frameworks and results frameworks;
  • Good knowledge of the procedures of the following donors: EU, ECHO, FH, UNICEF, UNHCR, WFP, AICS;
  • Good ability to listen and identify needs;
  • Excellent command of the Office Pack;
  • Excellent organizational skills;
  • Ability to work in a team and for objectives;
  • Ability to build positive relationships with co-workers; ;
  • Ability to work in a multicultural environment, under pressure and in difficult security contexts;
  • Ability to be involved beyond the simple assigned task;
  • Motivation to work in a non-governmental organization respecting its principles and values;
  • Flexibility, strong sense of initiative and autonomy in work;
  • Excellent listening, negotiation and communication skills;
  • Ability to manage stress, ability to motivate and support teams in an emergency context;

Desirable

  • Work experience in French-speaking African countries or in the CAR;
  • Previous experience with COOPI and knowledge of its procedures;
  • Training and capacity building experience;
  • Strong skills in partner capacity assessment and development, including institutional strengthening, mentoring and coaching;
