SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association that, for over 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs: drinking, eating, and shelter. Particularly committed to combating diseases linked to unsafe water, the world’s leading cause of death, SI implements through its interventions expertise in the field of access to drinking water, sanitation and the promotion of hygiene, but also in the essential field of food security and livelihoods. Present in 26 countries, SI’s teams – 3,200 people in total, made up of expatriates, national employees, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.
The mission
SOLIDARITÉS INTERNATIONAL teams in CAR are rehabilitating water and sanitation infrastructure, while training water management committees to ensure their sustainability. Awareness campaigns on hygiene and the use of water points are helping to cope with the high pressure exerted by the massive influx of populations. SOLIDARITÉS INTERNATIONAL is providing drinking water to families, but also to farmers, by repairing some defective boreholes and ensuring the transport and storage of this water to their land, contributing to improving food security.
Community service projects facilitate agricultural, pastoral and commercial activities, thereby increasing food availability and reviving the market. Our teams provide toolkits and seeds to farmers and livestock keepers, and provide training.
Thanks to a rapid emergency response mechanism and the creation of an emergency stock, SOLIDARITÉS INTERNATIONAL is ready to intervene from the first hours of a man-made or natural disaster in order to ensure access to drinking water and a healthy environment for populations made vulnerable by a shock, a natural disaster or an epidemic.
The projected budget for the SI RCA mission is approximately 9 million euros in 2023. Several fundings cover the year 2023 but the financial visibility for 2023 must be confirmed through several ongoing project proposals. The objective is to stabilize the mission around a volume of activity and funding equivalent to or slightly higher than 2022.
Activities are spread across 3 operational bases (Kaga Bandoro, Markounda and Bouar) covering the central/northern zone of the country as well as part of the West. The coordination office is located in the capital, Bangui. The opening of a sub-base in Kabo is underway. There are currently around 180 staff on the mission.
General objective:
Under the direct supervision of the Field Coordinator and the technical supervision of the financial coordinators; HR and the logistics coordinator, the logistician – administrator ensures the administrative, accounting, financial and logistical management of his base, in compliance with donor and Solidarités International procedures.
He organizes the logistical and administrative support for the programs, is the guarantor of the proper application of the Human Resources policy of Solidarités International and is responsible for supervising all logistical and administrative activities on his assigned base.
He supports, monitors and trains the members of his team.
He assists the base manager or the field coordinator in the implementation of security rules.
Main Challenges:
Very limited market and strongly dependent on coordination in Bangui, from the city of Paoua located 120 km from Markounda or 5 hours by road but also from Markounda where suppliers get their supplies from neighboring Chad. This complexity in terms of supply requires anticipation and good organization.
Training suppliers in the organization’s procedures and encouraging them to comply with the country’s legislation in order to be able to make framework contracts.
The administration is almost non-existent in Markounda, therefore all administrative formalities are done from the coordination in Bangui.
Priorities for the first 2/3 months:
1. Implementation of the base’s framework contracts;
2. Monitoring and rigorous management of fuel and goods as well as vehicle rental;
3. Ensure that purchasing procedures are properly respected by team members;
4. Ensure good financial, accounting and treasury management of the base (OFU, LFU up to date, holding at least one budget monitoring meeting per project per month) with the support of the RP and the CT;
5. Set up an internal audit/check mechanism to detect possible cases of irregularities with an action plan for this purpose;
6. Ensure the proper archiving of log and HR and finance files;
7. Ensure the maintenance of the base’s vehicle fleet;
8. Guarantee logistics procedures (fraud and corruption prevention);
9. Monitoring of purchases in collaboration with the program teams;
10. Supervision of the Log/Admin/HR team (support assistants in their activity by supporting them);
11. Capacity building of the teams;
12. Be the HR focal point of the base;
13. Ensure supervision of the daily support needs of the base.
Security :
The city of Markounda is classified as a security level 3. There is a state curfew and that of SI. In general, the situation is calm in Markounda but can be volatile. Expatriates can move around the city in compliance with the security procedures of the base.
Formation :
Bac +3 in finance, management, logistics.

A salaried position: Depending on experience, from EUR 2475 gross per month (2250 basic salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 730.
SI also covers accommodation costs and travel expenses between the expatriate’s home country and the duty station.
Breaks: During the mission, a system of alternating between work and leave is set up at a rate of 7 working days every three months (with USD 850 allocated by Solidarités International). In addition to these break periods, there is one additional day of rest per month worked.
Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical costs, dental and ophthalmological care, repatriation) and a welfare system that includes war risks. The costs of essential vaccinations and anti-malarial treatment are reimbursed.
LIVING CONDITIONS:
Since 2021, SI has had an operational base in Markounda. The opening of this base with expatriates and nationals makes SI the only INGO based in Markounda. The other organizations intervene remotely or with occasional presences.
Social life and entertainment possibilities are limited, and the person must be accustomed to living in relative isolation, and simple living conditions. The city has a small local market with local products. The offers of manufactured products, fruits and vegetables remain very limited and it is advisable to stock up in Bangui.
The base is made up of an office and accommodation for expatriates and another for relocated staff.
Energy is available from 8 a.m. to 10 p.m. thanks to a back-up system and a 12KVA generator. Mineral water is used for consumption and borehole water for the other needs of the base. The SI curfew is at 8pm subject to change based on the evolution of the context.
The base also has the Internet network (V-Sat) operational depending on the presence of the base’s energy but with frequent disruptions.
