Aim

Based in Guatemala, the Protection of Family Links (PVF) / Restoration of Family Links (RCF) Field Officer is under the direct supervision of the Head of the Protection of Family Links Program and technical of the Regional Head of Family Links Restoration. Contact between Family Members of the Regional Coordination for the Protection of Family Ties. Contributes to the effective implementation of strategies and action plans related to the response of the Mission of the International Committee of the Red Cross (ICRC) in Guatemala regarding Restoration of Family Contact (RCF), provides technical advice to other departments to RCF actions in favor of population groups assisted by the CANI (Non-International Armed Conflict) and Migration mission, Red Safe and support in the strengthening, implementation of strategies, work frameworks of the CTA with the Guatemalan Red Cross, in this framework , coordinates with the other Admin/Log Support, Prevention, Protection (PVF and FOR) and Cooperation departments.

RESPONSIBILITIES

MAIN RESPONSIBILITIES

  • Prepares/updates workflows, guidelines, tools (SB, MCR, Salamat, etc.) and other RCF reference documents;
  • Ensures proper tracking and recording (includes electronic and physical files) of RCF actions, with support from the DATA team;
  • Serves as focal point for RFL issues with the National Society and provides technical and training support in the necessary areas (implementation of procedures, review of criteria, development of strategies, administrative monitoring, etc.);
  • Conducts periodic visits to priority areas and organizes spaces (bilateral meetings, focus groups, community-based protection workshops, etc.) to identify needs of family members of separated or missing persons and designs and implements interventions aimed at protecting family ties and improving the state response, as well as evaluating our response under the AAP approach;
  • Leads the process of carrying out and updating the joint study of RCF needs of the mission, under the supervision of the Head of the Family Ties Protection Program and in coordination with the other departments for the receipt of inputs (PREV and COOP).
  • Monitors and evaluates the impact of PVF actions, performs an analysis of results in order to make decisions that contribute to improving services and actions in order to better serve the humanitarian needs of the target population;
  • Actively participates in monthly meetings with the Coordinator of the RFL Unit of the National Society in order to follow up on the Action Plan, ensuring documentation of said spaces (minutes, Prot6 reports).
  • Designs and promotes dissemination actions for RF activities, training workshops for ICRC and SN personnel on RF tools, their case acceptance criteria and correct filling out of forms such as (SB, MCR, etc.);
  • Supports the SN with the deployment and use of the FLAnswers platform, RedSafe; as well as RCF services in disaster situations or other emergencies;
  • Provides information and advice on PVF to civil society organizations (CSOs), State institutions and other key actors;
  • Identifies and analyzes needs in terms of Protection of Family Ties (PVF), search and identification of separated and missing people, as well as attention to the needs of families, to provide technical advice and monitoring of programs developed by civil society organizations. , State institutions and other key actors.
  • Promotes data protection principles in RCF/PROT actions and disseminates secure data transmission tools for members of the RCF network and ICRC staff;
  • Participate in the AmerCAN Network’s virtual monthly meetings and annual regional meeting;
  • Supports the Regional Coordinator and the Person in Charge of Protection of Family Ties in defining the strategic priorities of the Mission in responding to the needs of the families of missing and separated persons. Systematizes information and prepares internal and external documents for this purpose;
  • Registers and monitors individual cases of relatives of separated and missing persons and provides guidance or referral to the authorities responsible for addressing their needs or other relevant institutions. Updates case referral route;
  • Contributes jointly with the Head of the Program for the Protection of Family Ties, collaborates with the Legal Department of the Mission to promote the development of a regulatory framework that contributes to the protection of separated and missing persons and their relatives and their compliance with standards. international;
  • Contributes jointly with the person responsible for the Protection of Family Ties Program and the PVF Regional Coordination, and with the communication department of the Regional Delegation in Mexico to generate materials (articles, videos, messages for social networks) in order to make visible the humanitarian consequences of family separation and disappearance of people and the ICRC’s humanitarian action to protect family ties. Coordinates and participates together with the PVF/RCF Regional Coordinator, on behalf of the ICRC, in dialogues with organizations and institutions for the benefit of separated and missing persons and their families.

External / internal interlocutors

  • External : Guatemalan Red Cross, relatives of missing or separated persons, representatives of relatives’ committees and civil society organizations, Community Committees, public institutions at the municipal and national level (SBS, Ministry of the Interior,…), international institutions, ecclesiastical institutions and those that facilitate the ICRC’s humanitarian work in Guatemala to protect family ties.
  • Internal : Close collaboration with the PVF Regional Coordination/the PVF Manager, and as well as with colleagues/departments of the mission.
  • Job profile
  • Bachelor’s degree in related careers (Social Sciences, International Relations, Political Sciences, Law, or related careers).
  • Excellent writing skills.
  • Excellent communication skills (diplomacy, effectiveness, etc.) internally and externally.
  • Intermediate knowledge of the English language.
  • Experience:
  • Minimum experience of 3 years in similar positions.
  • Experience working with national Red Cross societies in America on RFL activities (desired).
  • Knowledge or experience in project management.
  • Solid knowledge of computer programs (Word, Excel, Power Point, etc.)
  • Soft skills required for the position
