Purpose of position:
The Refugee Concern Network (RCN) is a network of organisations and individuals working to advocate for and better the lives of asylum seekers and refugees in Hong Kong. The Covid-19 Communications Consultant is responsible for drafting clear information to regularly update the refugee and asylum-seeking community on public health guidelines, legal requirements, and sources of assistance. Justice Centre Hong Kong will be the lead agency managing the consultant.
Duration of position:
3 months, starting in April 2022. The successful applicant will be paid an hourly rate of HK$500 for a total of 130 hours between April and June, with the work schedule to be negotiated. **
Responsibilities:
• Track and monitor the Hong Kong Authorities’ announcements on latest policies pertaining to the Covid-19 pandemic on topics including, but not limited to, social distancing measures, Covid-19 testing and reporting requirements, suspension of public services, compulsory isolation/quarantine arrangements, as well as vaccination policies and the Vaccine Pass;
• Track and monitor services and resources available, across the public, non-profit and private sectors, to disadvantaged communities, particularly ethnic minorities and the refugee and asylum-seeking community;
• Liaise with RCN members to collect weekly updates on member organisations’ service status, scope and content throughout the project period amidst the pandemic;
• Manage, update and maintain an information portal on a rolling basis to consolidate all relevant information for effective and efficient dissimilation to the refugee and asylum-seeking community;
• Coordinate with professional translators to ensure the same information is available in 10 designated languages throughout the project period;
• Manage and coordinate the dissimilation of such information in all its language versions to the Refugee Concern Network and to beneficiaries of RCN member organisations;
• Assist and contribute to the RCN’s ongoing relevant communications on public policy, including the monitoring and evaluation of such work; and
• Perform other duties as assigned by the RCN General Convenor and by delegation Justice Centre Hong Kong’s Senior Advocacy and Communications Officer.
Essential:
• Degree in Communications, Journalism, Public Relations, Political Science, Law or equivalent field, with at least three years’ working experience in communications;
• Demonstrated skills in social affair communications, preferably relating to marginalised communities;
• Strong English and Chinese verbal and written communication skills for different audiences at different levels, and ability to explain complex issues in an appealing and concise way;
• Passion for refugee and human rights issues;
• Self-driven; attention to detail;
• Interpersonal skills and ability to work as part of a team;
• High computer literacy, especially design tools/software (Canva/Adobe creative tools); and
• Excellent organisational, presentation and interpersonal skills.
Desirable:
• Written and verbal fluency in another language, such as French, Arabic and Urdu, would be a considerable asset
• Experience in human rights policy, research or advocacy
• Experience working in an NGO environment
• Familiarity of working with vulnerable people
