WHAT DO WE DO …

SOLIDARITES INTERNATIONAL (SI)  is an international humanitarian aid association which, for more than 40 years, has provided relief to populations victims of armed conflicts and natural disasters by responding to vital needs, drinking, eating and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and promotion hygiene but also in the essential aspect of food security and means of existence. Present in more than 20 countries, the SI teams – 2,500 people in total, made up of expatriates, national staff, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.

THE MISSION

Solidarités International has been operating in the DRC since 2001, in order to respond to the humanitarian needs of populations impacted by conflicts and natural disasters and to participate in the fight against epidemics. It is currently the organization’s third largest mission in terms of financial volume.

The mission is active in the areas of food security and livelihoods (SAME), water, hygiene and sanitation (WASH), and assistance in multi-sector monetary transfers (direct cash or fairs via the Red tool Pink). Each of our activities includes a strong Protection component (transversal or “stand alone” via an implementation partner).

Our programs cover emergency response, through rapid response (RRM) and “second line” programs. However, they also include recovery and development activities in stabilized areas. This approach illustrates the strategy chosen by the mission, namely maintaining a strong emergency response capacity while developing lasting solutions to the problems affecting the populations of the east of the country.

The mission is composed of a coordination based in Goma and three operational bases located in Petit Nord Kivu (Goma, with a sub-base in Kiwandja), in Grand Nord Kivu (Beni) and in Ituri (Bunia, with a sub-base). -base in Fataki). As part of our multi-year strategy, we aim to open new bases and develop our programmatic portfolio. The financial volume of the mission is currently at 19 million euros, with an objective of progression during the year 2024.

Bunia Ituri Base:

  • A little over 10 million USD budget
  • Base in full expansion of its operational volume (HR volume multiplied by 2 in less than a year)
  • 1 sub-base in Fataki (Djugu territory)
  • Reflection around the opening of a 2nd sub-base in Mahagi and/or Aru territory, according to the 2024 strategy

  • Emergency response:
  • SAFER projects (ECHO-BHA-FCDO) = RRM = multi-sectoral first line response (SECAL/AME/EHA)
  • BHA consortium ACF = 1st and 2nd line in SECAL and EHA
  • ECHO 2774 / DV 2621:
  • Integrated EHA response and protection in consortium SOFEPADI – National NGO
  • Djugu territory: sanitation intervention on PDIs and community WASH sites (focus on water supply – supply network)

    • CCA diversification, and CCA field signature
    • Contracting of field hotels (memorandums of understanding)
    • Realization of TPM signature of new contracts/MR/CE – Requests for exemptions
    • Chronogrammes d’achat/d’approvisionnement réalisés, partagés, et amendés
    • Gestion des stocks fin de projet
  • Gestion et sécurisation des bâtiments
    • Finalisation sécurisation sous base de Fataki
    • Renouvellement des malles sécu, extincteurs, visibilités (VHL, bâtiments)
  • Gestion financière
    • Mise à jour TA LOG (2023 : conformément TA BOUSSOL)
    • Planification dépenses logistiques 2024-2025 (nouveaux projets)
    • Rationnalisation des coûts logistique
  • Accompagnement partenarial
    • Amendement TDR comité opérationnel LOG
    • Mise à jour plan de renforcement/accompagnement
    • Implémentation plan d’action SOFEPADI (lead COO)
    • Suivi régularisation phases 1 et 2 du projet (approvisionnement/DA)
  • GPV
    • Explorer pistes de renouvellement/renforcement parc VHL
    • Déclassement VHL (en lien avec CO LOG et opportunités renouvellement)

VOTRE PROFIL

Formation :

Formation en logistique (type Bioforce ou niveau licence en logistique/Supply Chain) appréciée

Expériences et compétences techniques :

  • 3-4 ans d’expérience dans le secteur de l’humanitaire
  • Une première expérience sur un poste similaire
  • Approvisionnement – Logiciel LINK
  • Informatique – Télécommunications
  • Environnement – Transition énergétique
  • Connaissance des règles bailleurs et maitrises des process logistiques
  • Gestion d’un parc d’équipements conséquent
  • Une spécialisation technique (mécanique, électricité, énergie, transports, etc..) serait un atout
  • Management

  • Bonne maîtrise en gestion financière

SI VOUS OFFRIRA LES CONDITIONS SUIVANTES

Un poste salarié :

Selon l’expérience, à partir de EUR 2310 bruts par mois (2100 salaire de base + 10% d’indemnité de congé annuel versée mensuellement) et un Per Diem mensuel de USD 800.

SI couvre également les frais de logement et les frais de déplacement entre le pays d’origine de l’expatrié et le lieu d’affectation.

Breaks : Pendant la mission, un système d’alternance entre travail et congés est mis en place à raison de 7 jours ouvrables tous les trois mois (avec USD 850 alloués par Solidarités International). A ces périodes de pause, s’ajoute un jour de repos supplémentaire par mois travaillé.

Couverture sociale et médicale : Les expatriés bénéficient d’une assurance qui rembourse tous les frais de santé (y compris les frais médicaux et chirurgicaux, les soins dentaires et ophtalmologiques, le rapatriement) et d’un système de prévoyance incluant les risques de guerre. Les frais de vaccination et de traitement antipaludéen indispensables sont remboursés.

  • Numerous intercommunity conflicts: important aspect in the supply strategy
  • Numerous armed groups, depending on the territories
  • Humanitarian access remains possible: overall, humanitarian actors remain relatively untargeted
  • All intervention zones in Risk Level 3; apart from the ZS of Drodro recently upgraded to level 4 (but possibility of evolution)
  • Town of Bunia relatively calm: GH and Office in the very center (no incidents in this area)
