IMPACT INITIATIVES AND REACH
IMPACT Initiatives is a humanitarian NGO based in Geneva, Switzerland. The organization manages several initiatives, including the REACH initiative. The IMPACT team is made up of specialists in data collection, management and analysis and GIS. IMPACT was launched at the initiative of ACTED, an international NGO whose headquarters is based in Paris and which is present in around thirty countries. The two organizations have a strong complementarity formalized in a global partnership, allowing IMPACT to benefit from ACTED’s operational support in its areas of intervention.
REACH was created in 2010 as a joint initiative of two international NGOs (IMPACT Initiatives and ACTED) and the United Nations Program for Operational Satellite Applications (UNOSAT). The objective of REACH is to promote and facilitate the development of information products that improve the decision-making and planning capacity of the humanitarian community in emergency, reconstruction and development contexts. REACH facilitates information management for aid actors through three complementary services: a) assessment of needs and the situation facilitated by REACH teams; b) analysis of the situation using satellite images; c) provision of integrated databases and web maps.
COUNTRY PROFILE
The DRC is facing an acute and complex humanitarian crisis. Recurring conflicts in the Kivus provinces and Ituri, health shocks and natural disasters, as well as the chronic poverty from which a large part of the population suffers are all reasons that explain the high level of humanitarian needs. According to the 2021 humanitarian needs overview, 21.8 million people (including 4.8 million displaced people) in the DRC are in need of humanitarian assistance, an increase compared to 2020 (15.6 million). The country also hosts more than 500,000 refugees from neighboring countries, a particularly vulnerable population. Meanwhile, the 2021 Humanitarian Needs Overview highlights that 19.6 million people are in need of food security assistance and 4.4 million people across the country are suffering from acute malnutrition. Many parts of the country also remain affected by multiple epidemics, including measles, cholera, malaria and Ebola.
Since 2016, REACH – currently present in Kinshasa, Goma, Bukavu and Kalemie – has provided assessment, information management and mapping services with the aim of informing humanitarian planning in the DRC.
PROJECT
Since 2020, a significant lack of up-to-date and good quality information – to inform the overview of humanitarian needs as well as the direct operational planning of partners – has been highlighted in the area of food security, health and nutrition. To compensate for these information gaps, REACH has developed a SECAL team since 2021 to carry out assessments in the area of food security in the eastern provinces of the DRC. Since 2022, REACH has also begun conducting SMART surveys alongside its FSL assessments, to provide robust and additional data to response partners in the east of the country. In early 2023, the Public Health Unit was established to bring together all food security and nutrition projects, as well as a new research activity on remote mortality estimation methods in Tanganyika province. In 2024, REACH plans to continue these activities and expand into new public health research to better fill information gaps and support public health stakeholders in eastern DRC.
In early 2023, REACH carried out an initial assessment using the Household Economy Analysis (HEA) methodology which focuses on collecting in-depth information on livelihoods. and household food consumption. In 2024, REACH plans to conduct 12 additional such assessments in the northern and eastern regions of the DRC. These collections are part of a large-scale project led by FEWSNET aimed at updating baseline profiles of all livelihood zones in the DRC.
We are currently looking for an evaluation officer to support our REACH team in the DRC.

JOB PROFILE
Under the supervision of the Public Health Research Manager, the HEA evaluation manager will be responsible for all research activities related to the 12 HEA evaluations which will take place in the coming year.
The HEA officer will be primarily responsible for analyzing data and producing reports and results relating to this activity. He or she will also manage this evaluation cycle, ensuring in particular that preparations for each evaluation take place on schedule (logistically, administratively and in terms of research preparation) and that it There is no delay in carrying out the assessment. The manager will work in close collaboration with the food security team in the DRC, which is made up of a national evaluation manager and two field managers.
The HEA evaluation manager will participate in training on the HEA methodology in early January and also in the collection of data in the field in at least one livelihood zone. Then, he or she will be responsible for coordinating teams in the field and controlling data quality for the next collection cycles.
FUNCTIONS
Under the functional supervision of the REACH research manager in the DRC**, the evaluation manager will ensure the coordination and implementation of all research activities falling within the HEA** portfolio, including:
- Planning and coordination of HEA data collection activities: in close collaboration with support teams in the DRC, including supervision of field activities in difficult conditions;
- Data processing : Development of plans for cleaning and analyzing qualitative and quantitative data, production of analyzes (in close collaboration with the data team);
- The development of information products using InDesign and presentations of the results;
- Close coordination, throughout the research cycle, with all relevant external actors within the humanitarian coordination structure in the DRC and supporting the integration of results into strategic planning documents, and in particular the key institutional actors of the food security (CAID, Ministry of Agriculture, SECAL cluster, provincial service divisions, etc.);
- Regular communication and collaboration with the units in charge of data management and reporting at IMPACT headquarters to ensure the application of the global standards and best practices of REACH and IMPACT in general;
- Responsibility for managing a team of national field officers, and for ensuring regular capacity building;
- Representation of IMPACT/REACH in cluster meetings and different coordination bodies, as well as in technical working groups in the DRC.
As part of his or her mission, the evaluation manager will be hosted by ACTED and will be under the responsibility of the ACTED country director and his delegates. She or he will fully respect the ACTED rules regarding security, human resources, administration and logistics.
CONFIDENTIALITY
The evaluation manager must maintain the highest level of confidentiality of data collected in the field and ensure adherence to global personal data protection processes. She or he will ensure that mechanisms are implemented to avoid unauthorized sharing of information collected during their mission in collaboration with the data management team at headquarters.
ACCOUNTABILITY TOWARDS COMMUNITIES AND BENEFICIARIES
The Evaluation Officer, like any other REACH staff member, is responsible for ensuring that relationships with the communities in which REACH and its partners work are conducted in a respectful and consultative manner. Particular attention must be paid to ensuring that communities are properly consulted and informed of the objectives, activities, and methodologies of IMPACT projects.
PROFILE
- Excellent academic qualifications, in Public Health, Nutrition, Food Safety, Economics, Statistics or other relevant subjects;
- At least 2 years of relevant professional experience in the humanitarian sector, food security and/or the economy, or development in research, information management or monitoring and evaluation;
- Experience with research or field activities in food security and/or economics; and knowledge of HEA methodology will be a strong asset;
- Prior experience in team management, with required coordination, organization and planning skills, including ability to manage a large workload, supervise teams in other regions;
- Experience working on multi-stakeholder projects, with a high external engagement component;
- Experience in managing evaluations in crisis contexts and field experience in countries affected by crises;
- Experience with qualitative and quantitative data analysis;
- Fluency in French required, English a strong asset;
- Mastery of statistical analysis tools such as R, SPSS, STATA, ENA or GIS and graphics software such as InDesign will be a strong asset;
- Ability to work on multiple tasks with short deadlines and meet deadlines effectively, thanks to an excellent ability to multitask and establish priorities;
- Ability to take ownership of assigned tasks and demonstrate dynamic team spirit;
- Flexibility regarding the role and nature of the work which can evolve depending on the context;

COMPENSATION AND BENEFITS
- For this position, the salary is between 2,160 CHF and 2,280 CHF per month (before income tax), etc. as well as a monthly subsistence allowance of USD 300.
- NB – IMPACT salaries are strictly determined by our salary scale based on the grade of the position and the level of education of the staff. A location-dependent security and/or isolation adjustment is then applied to account for the fact that some staff must work in difficult locations where living and working conditions are much more difficult than elsewhere.
- Accommodation and food in a guest house. NB – IMPACT is hosted by ACTED in this country
- This base is not a family duty station
- Membership in a Swiss private pension fund (Swisslife – approximately 9.975% of gross staff salary), health insurance, life insurance and repatriation assistance
- Airfare every 6 months and visa fees covered (in-country travel costs and business expenses are fully covered)
- Contribution to baggage transport: between 20 and 100 kg, depending on the duration of the contract (+ baggage and personal property insurance)
- Annual leave of 36 days per year. Public holidays of the country of assignment. Leave for family or compassionate reasons, if applicable.
- Pre-departure induction – 3 days at IMPACT Initiatives headquarters in Geneva + one week of pre-departure training at ACTED headquarters in Paris, including 4 days on-site security training;
- Registration for the IMPACT Initiatives Research Foundational Learning Program within the first 3 months following the start of the contract
- IMPACT prioritizes the psychological safety of its staff and the health insurance provided covers, among other things, up to €1000 per year in psychosocial counseling costs.
