REACH GIS Officer – Nairobi At ACTED

DepartmentREACH

PositionREACH GIS Officer

Country/s HoA

Duration: Fixed

Location: Nairobi

Expected Start Date: ASAP

REACH was born in 2010 as a joint initiative of two International NGOs (IMPACT Initiatives and ACTED) and the United Nations Institute for Training and Research (UNITAR) Operational Satellite Applications Programme (UNOSAT). REACH’s purpose is to promote and facilitate the development of information products that enhance the humanitarian community’s decision-making and planning capacity for emergency, reconstruction and development contexts, supporting and working within the framework of the humanitarian reform process. REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)-mapping facilities and expertise.

The GIS Officer – HoA will play a pivotal role in supporting REACH’s interventions across Horn of Africa generally and Ethiopia specifically, which covers a range of thematic topics to better inform humanitarian actors supporting communities in conflict- or drought- affected areas. In Ethiopia, the RS/GIS Officer would contribute to a range of activities including multi-sectoral approaches, thematic monitoring assessments on agricultural activity, markets, food security, water and sanitation, and nutrition, and other innovative methodologies or analyses to support the wide humanitarian programme cycle.

Furthermore, the drought situation continues to worsen in the Horn of Africa and rain forecasts indicate the October to December 2022 rainy season is likely to fail. REACH is expanding its work to include Remote Sensing and regional analysis across the drought affected areas in the Horn of Africa Region (Kenya, Somalia, and Ethiopia). The Remote Sensing/GIS Officer – HoA will help to provide more analysis capacity to these initiatives and provide much-needed granular data on the drought across the region.

Assignment

Under the line management of the Senior Data/GIS Manager, the REACH GIS Officer is responsible for the production of REACH’s Remote sensing and GIS products in Ethiopia, including the preparation of research design, formulation of necessary tools to undertake remote sensing tasks, developing relevant visualization of Remote sensing analysis outputs, and integration of spatial analyses across relevant research cycles.

  1. Research Planning
  • Lead on all planning aspects of dedicated remote sensing research cycles, including the drafting of research terms of reference, identification of required imagery, base layers, and other analytical inputs, as well as the coordination and identification of inputs from cross-disciplinary team members (assessment and data officers).
  • In coordination with relevant assessment and data officer(s), support assessment and survey planning processes, including the review of research terms of references and analysis plans with a view towards the integration of robust sampling approaches and possible geospatial or remote sensing analyses;
  • Produce geo-spatial analysis of assessment areas to be used in developing assessment field plans, when required;
  • In coordination with data officers, support the construction and update relevant sampling frames for probability sampling approaches,
  1. REMOTE SENSING RESEARCH IMPLEMENTATION
  • Work with global GIS and remote sensing unit to implement, develop, modify/adapt new RS tools, scripts, and approaches to the implementation of remote sensing analysis according to pre-agreed terms of references;
  • Ensure proper documentation of methodologies and tool development;
  • Analysis of rainfall deficits (and surpluses) throughout the water cycle, compared to several reference years and historical averages.
  • Analysis of agriculture and cropping coverage (September – December 2022)
  • Incorporation of remote sensing derived analytical outputs (e.g. maps, graphs) in overall project analysis and related deliverables (e.g. reports, presentations)
  1. GIS RESEARCH IMPLEMENTATION
  • Evaluate opportunities for additional geospatial analysis within existing research cycles;
  • Perform spatial/geostatistical analysis to understand if there are patterns beyond conventional levels of aggregation / strata, below administrative levels or with new strata entirely (i.e livelihood zones, environmental features, etc.)
  • Responsible for analysis which contributes to products related to hazard/environmental monitoring (flood, drought, wind, landslide, etc), as well as how these interrelate with other analytical layers in emergency contexts such as movement flows (or lack thereof);
  • Some additional common tasks: automation (via python or R) to integrate analysis processes into cartographic outputs, spatial network analysis, hotspot analyses.
  1. DATA MANAGEMENT, CLEANING AND ANALYSIS
  • Write functions for custom GIS data cleaning/checking;
  • Conduct spatial analysis on collected data as per ToRs;
