Oxfam is a global movement of people working together to end the injustice of poverty.
In March 2022, Oxfam launched its response to the influx of refugees and other people forced to flee from Ukraine in Romania, Moldova and Poland. A Programme Management Unit (PMU) was established to provide leadership, oversee, support and provide technical assistance to the response in the affected countries. The PMU is led by the Organizational Lead and includes dedicated advocacy and influencing capacity; business support functions, and a programme quality team with technical support on gender in emergencies, protection, cash and voucher programming, monitoring, evaluation, accountability and learning (MEAL), and safeguarding. Oxfam is supporting a partner-led humanitarian response for the assistance and protection of refugees and other vulnerable people from Ukraine and the communities, organisations and authorities that are hosting and supporting them in neighbouring countries.
The Role:
TEAM PURPOSE:
The purpose is to help define, develop and deliver a strategic and high quality programme management support to the Poland Country Programme on gender in emergencies and influencing policies and practices including our own, based on learning from the programme.
JOB PURPOSE:
To provide both strategic and operational leadership on gender in emergencies (GiE), utilizing intersectional feminist approaches to ensure that GiE is considered in the partner-led programming and embedded in Oxfam direct programming, including gender targeted actions.

KEY RESPONSIBILITIES
Oxfam gender strategy and programming
- Develop, negotiate, and provide technical leadership to deliver the Poland country programme Gender objectives; ensure alignment with and contribution to the overall response strategy and the global GIE strategy
- Provide strategic advice and support to the country leadership on programme development, quality and accountability on gender and work with as well as provide operational advice and technical support to the team (e.g. inputs to proposals, plans and activities of the team ; develop/review tools; accompaniment and coaching to field staff, etc)
- Provide technical advice, support and coordinate rolling out of gender mainstreaming processes across the programme/project cycle , including phase out processes
- Lead/support gender assessments and analysis, coordinate relevant study or researches that will help inform both advocacy and programme across all sectors;
- Develop/socialise relevant tools, knowledge products and support gender-responsive MEAL processes
- Respond to information and reporting needs by the line management including but not limited to sitreps, donor report, accountability report, etc
- Contribute to evidence building, learning and influencing and ensure that gender is prioritised; this includes capturing learning by and about partners, as relevant
- Provide capacity building and strengthening on GIE with intersectional feminist lens
- Roll-out gender audit findings and contribute to a feminist working culture and ways of working (including with and towards partners)
- Work with and access support from PMU’s gender team and connect with the relevant gender specialists from GHT, affiliate and the wider confederation as relevant
Partnerships and external coordination
- Support and work with partners to strengthen their capacity to mainstream gender and inclusion, when requested
- Support partners to connect with individuals, teams, organizations, cluster and other relevant bodies that will contribute to design and/or deliver their gender work
- Represent Oxfam to relevant coordination bodies,
- Pro-actively connect with like-minded organizations and external stakeholders to share and access relevant information, that will help Oxfam and our partners understand context and trends related to gender
- Work with advocacy team on relevant external influencing that highlight gender agenda or priorities of Oxfam and/or partners
Other
- Ability to travel up to 50% of the time to locations of Oxfam programme as well as partners in Poland

What we are looking for
Essential
- Knowledge of and demonstrated commitment to Oxfam’s values, mission and work and feminist principles
- In-depth knowledge of the factors driving gender inequalities in humanitarian contexts with tertiary education in gender/women’s, social science, development or related field of study.
- Experience and knowledge of the international humanitarian sector and an understanding of humanitarian principles, standards and guidelines including Sphere, Red Cross and Red Crescent Code of Conduct, Core Humanitarian Standards, IASC Gender in Humanitarian Action, GBV Guidelines, Oxfam GIE Minimum Standards.
- Experience in working with, advising and influencing senior managers, programme staff and partners, and well-developed ability to facilitate learning, knowledge management and innovative capacity development schemes.
- Strong communications, influencing and advocacy skills, and demonstrated ability to communicate core gender justice concepts in humanitarian contexts to a variety of audiences and influence attitude to achieving programme goals.
- Ability to represent Oxfam. Including strong self-awareness and excellent inter-personal communication, facilitation and partnership building skills.
- Ability to work collaboratively, supportively and respectfully with others in multi-cultural teams and strong networking skills with strong commitment to Oxfam and humanitarian values.
- Fluency (written and spoken) in English
