GENERAL CONTEXT
Médecins Sans Frontières is an independent international medical-humanitarian organization, which provides assistance to populations in distress, victims of natural or man-made disasters and victims of armed conflicts, without discrimination and without distinction of race, religion, belief or political affiliation.
MAIN GOAL
Define, organize, implement and monitor all nursing-related activities of the project, ensure the daily management of human resources as well as the implementation of MSF nursing protocols, in order to guarantee the efficiency, quality and continuity of the prescribed care.
RESPONSIBILITIES
- Plan and organize all activities related to medical care (IPD, OPD, maternity, nutrition, etc.), design and sizing of the organization and participate in defining and updating the associated budget in order to effectively maintain the continuity of the health program at standard quality levels.
- Coordinate and supervise the implementation of legal therapeutic protocols, procedures and standards, provide technical support when necessary, ensure the quality of nursing care, confidentiality and traceability of information, manage patient monitoring as well as the sterilization and therapeutic rules that nursing staff must use.
- Ensure that all procedures and documents (individual patient files, register, paper for discharges, transfers, etc.) are correctly followed and that existing data management tools are correctly used (e.g. Fushia, Epilnfo, etc.).
- In collaboration with the pharmacist and the medical coordinator, supervise the management and use of medical equipment and pharmaceutical activity, prepare new orders when necessary, supervise expiration dates and prescription methods to ensure rational use and ensure that pharmaceutical stock levels are always up to date and above the safety threshold.
- In collaboration with the project’s biomedical department, oversees the appropriate use of medical devices, as well as anticipates and communicates future needs.
- In close collaboration with the Human Resources department, plan and supervise the processes associated with the nursing staff (recruitment, training, evaluation, development and communication) of the project in order to guarantee the sizing and quantity of knowledge required and to improve the skills of the staff.
- May be responsible for managing the duty roster, scheduling shifts and nursing staff on-call services.
- In accordance with medical prescriptions and current protocols, supervise the distribution of medications and equipment as well as the associated training of nursing staff in order to ensure rational use of the products.
- Take charge of monitoring patients in the ward and training nursing staff in patient therapeutic education (PTE), i.e., maintaining contact with patients, keeping them regularly informed of their health status and answering their questions.
- Working closely with the Logistics Manager, oversee laboratory results associated with care activities (blood tests) to ensure that samples are collected correctly and data provided on time.
- Supervise nutritional activities to ensure that therapeutic foods are administered regularly and meet required quality and quantity standards.
- Oversee the implementation of protocols associated with the project objectives (Prevention of Parent-to-Child Transmission of HIV (PPTCT), Post-Exposure Prophylaxis (PEP)) and social services (Voluntary Counseling and Testing Services), Education and Communication (IEC), Sexual and Gender-Based Violence (SGBV), Mental Health Services, etc.
- Address to the line manager all relevant information associated with care activities and take part in monthly reports and in defining the annual plan and annual budget of the project.
MSF SECTION SPECIFIC RESPONSIBILITIES / CONTEXT
- Be responsible for the quality of care in the following departments: Triage, Emergency, Intensive Care, Neonatology and Surgery.
- Organize a good handover and collection of patients and equipment between day and night teams at the sick bed.
- Actively involve nurses in the oral report and presentation of patients during the ward round.
- Inform patients about their state of health, their treatment and their care.
- Ensure proper management and use of medications in pediatrics and UNTI: rational use of medications and correct administration of medication doses.
- Organize good monitoring of hospitalized patients: vital signs, patient hygiene and post-operative monitoring in the recovery room.
- Ensure that patient files are properly completed and that the various department registers are properly completed.
- Participate in the collection and analysis of data in collaboration with the NAM pediatrics, the MAM and the supervising nurses.
- Be responsible for the application of ICP measures according to MSFE standards in the HGR.
- Respect and enforce standard hygiene precautions in all departments and ensure order and hygiene in the rooms.
- Ensure proper sorting of waste in the departments.
- Ensure every day that the work environment and materials are clean.
- Ensure the permanent availability of inputs necessary for the application of IPC rules.
- Ensure all biomeds are clean and in service.
- Promote good wound care practices according to the MSF protocol.
- Collaborate with the supervisor and inform him of all situations in the service in order to benefit from his assistance.
- Participate in SIPCA analysis and updating of IPC monitoring tools in the Salamabila HGR.
- Be responsible for the management of MSFE’s pharmacy and biomedical equipment at the hospital.
- Organize the supply and management of the hospital pharmacy stock: inventories, regular and exceptional orders.
- Ensure the supply of HGR consumption units.
- Review and/or update standard service lists.
- Ensure the management of the cold chain of the hospital pharmacy.
- Carry out a periodic inventory of biomedical equipment.
- Ensure the laboratory’s supply of inputs.
- Be responsible for the management of human resources (nurses and nursing assistants of the Ministry of Health).
- Develop and share the work schedule of the MSFE National staff.
- Collaborate with the HGR Director of Nursing to develop and share the work schedule for Ministry of Health nurses.
- Track the attendance list of ministry staff and share with the administration.
- Facilitate the administrative management of MSFE staff under his responsibility.
REQUIRED CONDITIONS
- Nursing degree essential – general or specialist health services; specialisation or training in tropical medicine would be an asset.
- A minimum of four years of experience in the field of medical/nursing activities.
- Experience in various hospital departments, especially pediatrics and neonatology, is essential.
- Experience as a supervising or responsible nurse is a plus.
- Experience within MSF or another NGO in developing countries is a plus.
- Essential French and English.
- Microsoft Office computer skills are essential.
- Personnel management and development.
