JOB DESCRIPTION AND QUALIFICATIONS

Job Title : Recovery Officer

Unit : Operations Division

Reporting to : Assistant Director of Operations – Preparedness and Response

Duty Station : Jakarta, Indonesia

Contract period : 1 (one) year including 3 (three) months probation period, with possibility of extension

Closing submission : March 2nd 2023, at 11:59pm Jakarta time

BOARD STATEMENT OF FUNCTION

  • Assist the Assistant Director of Operations – Preparedness and Response in planning and managing the programmes and/or projects to further improve the preparedness, response and recovery activities;
  • Assist in implementing activities to attain objectives as stated in specific plans of action, such as AADMER Work Programmes (AWP) related to AHA Centre and strategic work plans of the AHA Centre;
  • Maintain communication linkages and rapport with peer‐level officers in the unit and relevant Preparedness and Response as well as Recovery Divisions of National Disaster Management Organisations (NDMOs);
  • Liaise at operational level, with other humanitarian partners, such as UN agencies, Red Cross and Red Crescent Movement, Non-Governmental Organisation (NGOs) and other international organisations;
  • Assist the Assistant Director of Operations – Preparedness and Response in identifying potential areas for cooperation programmes and projects to further improve ASEAN disaster preparedness, response and recovery;
  • Carry out any other assignments as tasked by his/her supervisors.

DUTIES AND RESPONSIBILITIES

  • Assist in the implementation of the strategies for preparedness, response and recovery activities related to the AADMER Work Programmes (AWP) and strategic work plans of the AHA Centre;
  • Assist in implementing relevant training and/or simulation related to the preparedness, response and recovery;
  • Carry out recovery-related activities such as the conduct of Post-Disaster Needs Assessment to support the initial early recovery phase after the disaster occurs;
  • Assist in the review of regional standard operating procedures related to the preparedness, response and recovery;
  • Maintain good rapport with internal and external parties at the operational level, including ASEAN Member States, ASEAN Secretariat, NDMOs, UN Agencies, and IFRC;
  • Assist in developing and/or implementing regional framework, guidelines or initiatives such as ASEAN Disaster Recovery Toolbox (ASEAN-DRT);
  • Assist in recommending types of relief supplies and experts needed following the nature of disasters;
  • Prepare and record necessary documents related to emergency assistance, particularly recovery.

QUALIFICATIONS AND EXPERIENCE

Education

  • Preferably master’s degree in one or more of the following disciplines: Disaster Management, Disaster Risk and Reduction, Social Science, Development, Business Management, or related disciplines; and
  • Professional qualification or certification in Project Management or Risk Management, preferably.

Experience

  • At least five (5) years of work experience with a proven track record and exposure to emergency preparedness, response and recovery operations in a government(s), NGO(s), and or private company(s);
  • Experience in organising workshops and other events with multi-national participants;
  • Experience in managing a broad range of activities dealing with various key actors and related institutions;
  • Knowledge of ASEAN and its regional frameworks in disaster management, such as AADMER, will be an advantage;
  • Knowledge of trends, issues, and methods in recovery at the national and regional levels, specifically in relation to cross-cutting issues (e.g., gender, environment, and livelihoods);
  • Ability to work in a multicultural setting;
  • Ability to demonstrate initiative and work well under pressure; and
  • Strong command of the English language, both spoken and written.
