Impact Santé Afrique (ISA) coordinates the global platform of Civil Society Organizations (CSOs) for the elimination of malaria (CS4ME).

Impact Santé Afrique (ISA) is implementing the “CS4ME Global Fund Community Engagement” project to build the long-term capacity of CSOs involved in the fight against malaria. The aim of this project is to strengthen the influence of civil society on decision-making bodies in the fight against malaria.

As part of this project, one of the priority objectives is to strengthen the capacity of civil society actors to take better account of the needs of populations vulnerable to malaria.

With this in mind, Impact Santé Afrique (ISA) is looking for a consultant-trainer to develop a training and orientation tool to help them better understand the Global Fund’s strategy, working model and grant life cycle. This tool will be aimed at Civil Society Organizations and community actors working in the fight against malaria.

Objectives

The main objective is to develop a tool for a better understanding of the strategy, working model and life cycle of Global Fund grants. This tool mainly targets populations exposed to the risk of malaria or underserved by malaria interventions and the CSOs who represent them.

Specifically, it will be to:

  • Propose a methodology for the development of a training and orientation kit for a better understanding of the mandate, strategy, working model and life cycle of The Global Fund grants, as well as national processes and mechanisms relevant, particularly with regard to National Strategic Plans (NSPs) and Country Coordinating Mechanisms (CCMs);
  • Develop the training and orientation tool;
  • Carry out a tool review;
  • Have the training and orientation tool validated;
  • Ensure that the tool is available in French and English
  • Participate as a trainer in bilingual regional CSO capacity building training on the tool developed
  1. Functions and responsibilities of the consultant-trainer

Placed under the direct supervision of the Executive Director of Impact Santé Afrique (ISA), and working in collaboration with the Senior Civil Society Engagement Officer, the consultant will have to carry out the following tasks:

  • Participate in working meetings with the ISA team, CS4ME secretariat;
  • Develop the training tool for capacity building of CSOs and community actors;
  • Review and validate the training tool;
  • Participate as trainer to the online training of CSOs on the tool developed during a webinar;
  • Drafting and submission of the overall report at the end of the consultation (progress of the mission, training, assessment of the CSOs, recommendations).

Main expected results and deliverables:

  1. A training tool for a better understanding of the Global Fund’s mandate, strategy, working model and grant lifecycle, as well as relevant national processes and mechanisms, particularly in relation to National Strategic Plans (NSPs).) and the Country coordinating Mechanism (CCM) is developed, reviewed and validated (written in French and English);
  2. CS4ME CSOs members are trained on the mandate, strategy, working model and grant lifecycle of the Global Fund, as well as relevant national processes and mechanisms, particularly in relation to National Strategic Plans (NSPs) and country Coordinating Mechanisms (CCMs);
  3. An end-of-mission report is written and submitted to the NGO Impact Santé Afrique (ISA).

1. Period of the expert mission

This consultation mission will take place from Monday 29 April to Friday 24 May 2024.

2. Candidate profile

The desired expertise will relate to the recruitment of a consultant-trainer whose qualifications and skills are presented as follows:

  • Diploma in one or more of the following fields: Master in Project Management, Public Health/Community Health, social sciences, development sciences or equivalent specialization;
  • Proven experience in capacity building in advocacy, strategic communication and community engagement;
  • Experience in workshop facilitation and coordination of multi-sector partners in the health field, leadership qualities and skills in facilitating consensus;
  • Good understanding of issues related to the fight against malaria as well as strengthening community engagement and Global Fund mechanisms;
  • Good oral and written skills of French and English
  • Good writing, analysis and synthesis skills;
  • Familiarity with meeting and conferencing applications from a distance.

4. Evaluation of offers

The evaluation of the offers received will be based in particular on the following criteria:

  1. The candidate’s experience in carrying out missions similar to those specified in these terms of reference;
  2. Understanding the mission’s expectations and the proposed intervention methodology;
  3. The proposed financial offer.
