Oxfam in Sierra Leone together with the Institute for Governance Reform (IGR) are implementing a project funded by the World Bank’s Global Partnership for Social Accountability (GPSA), the project seeks to ensure that ordinary Sierra Leoneans see, understand and support the government’s delivery of health and education, especially in a health emergency context. The project supports the delivery of Sierra Leone’s current national development plan[1] (2019 – 2023) which sees accelerated delivery of basic health and education services as fundamental building blocks to economic and social empowerment of all households across the country.
The project is looking for an ICT consulting firm that will provide expert technical skills in the design and development of applications to track and monitor service delivery in health and education in four districts in Sierra Leone. applications to track and monitor service delivery in health and education in four districts in the country.
KEY DELIVERABLES
i. Assess the project’s changing context and interventions and design an IT platform to track key service delivery indicators in health and education
ii. Develop applications adaptable for use in rural communities to track key indicators in health and education
iii. Assess the community context relating to network coverage and connectivity in developing the applications
All bidders must submit the following documents:

The lead consultant or a member of the firm must meet the following qualifications:
i.A post-graduate university degree in Information Technology, Programming, Information Systems etc.
ii.A minimum of 7-10 years’ experience designing and developing tools and applications to support data collection and tracking of social accountability interventions
iii.Solid understanding of social accountability, citizen participation and public governance. Previous experience supporting social accountability and citizen participation projects is preferred.
iv.Proven work experience in developing applications to track service delivery indicators
v.Demonstrated ability to assess complex situations to succinctly and clearly distil critical issues.
vi.Excellent analytical and report writing skills
vii.Able to work independently with excellent demonstrated teamwork, good communications, and facilitation skills
EXPECTED DURATION OF WORK TO BE DONE: 6 (six) weeks
LOCATIONS: Karene, Falaba, Moyamba and Tonkolili districts
