TERMS OF REFERENCE
RECRUITMENT OF PROFESSIONAL SERVICES FOR JUNIOR RESEARCHER

1. BACKGROUND

The Pan American Development Foundation in Ecuador (PADF, for its acronym in English) within the framework of the CAPACITY CREATION PROJECT OF THE ECUADORIAN JUDICIAL SECTOR TO COMBAT TRANSNATIONAL CRIME AND DRUG TRAFFICKING seeks the hiring of professional services of an investigator a- junior for the Ecuadorian Organized Crime Observatory-OECS.

2. OBJECTIVE OF THE CONTRACT

Have professional services for technical assistance in OECS research activities.

3. ACTIVITIES TO BE EXECUTED

  • Locate, compile, classify information and generate base reports on the context of organized crime in Ecuador.
  • Assist in the collection of information and systematization of the workshops generated by the OECS.
  • Prepare databases of judicial records that contain the information required by the contracting party and that serve as a basis for the generation of statistics for the products generated by the OECS.
  • Track and monitor the OECS social networks, in accordance with the contractor’s guidelines.

4. PROFILE OF PEOPLE TO HIRE

  • Professional in university studies, desirable in International Relations, Political Science, Economics, Law or Sociology.
  • Skill or previous experience in generating technical reports, managing databases.
  • Proactivity in the development of the proposed activities.
  • Desirable: verifiable experience as a researcher in related topics and in mapping actors related to organized crime

5. CONTRACT TERM

The hiring will be from May 2024 to June 2024.

6. BUDGET AND PAYMENT METHOD

The total amount of the contract is $1,400.00 (includes legal taxes), which will be paid as follows:

Payment will be made upon presentation of the approved monthly report and the respective invoice, to the complete satisfaction of PADF.

8. INTELLECTUAL PROPERTY

The professional is prohibited from any type of publication, disclosure or marketing of the products subject to this contract as it will be understood that it will become the property of PADF-OECO, in the same way the disclosure of confidential information that comes to his or her knowledge is prohibited. as part of the execution of its activities.

9. ABOUT PADF

10. TERMS AND CONDITIONS

Result of Agreement
These TORs do not obligate PADF to execute a contract, nor do they commit PADF to pay any costs incurred in preparing or submitting the proposals. Additionally, PADF reserves the right to reject any and all bids, if such action is deemed to be in the best interest of PADF. PADF, at its sole discretion, will select the winning proposal and is not obligated to share the results of the individual evaluation.

Confidentiality
All proprietary information provided by the applicant will be treated as confidential and will not be shared with potential or actual applicants during the bidding process. This includes, but is not limited to, price quotes, cost proposals and technical proposals. PADF may, but is not obligated to, publish the agreements on its public website after the bidding process has concluded, and the contract has been agreed. PADF assessment results are confidential and applicants’ scores will not be shared between them.

Protection of personal data
The data that accrue from the execution of the contract that is the subject of this term of reference will be used exclusively for the execution of the same and taking into consideration the provisions of the regulations of the “ORGANIC LAW ON THE PROTECTION OF PERSONAL DATA”, ratified on May 21, 2021.
