seeks highly qualified and motivated professional for the position of:
Liaison Officer for the Red Cross Movement.
(National hiring based in Mexico City)
AIM
Based in Mexico City, the Movement Cooperation Officer reports directly to the Regional Cooperation Coordinator and maintains a close working relationship with the National Societies (NS) of Mexico, Costa Rica and Belize and other components of the International Red Cross and Red Crescent Movement (the Movement). He/she works closely with the Head of Operations for Mexico. He/she advises on dialogue, operational agreements, positioning and strategic partnerships with the NS; provides briefing, analysis, updates and contextualization on actions and development of the institutional capacities of the NS under his/her responsibility. He/she administratively follows up on the implementation of the operational agreements and carries out some field visits to monitor joint actions with the NS.
The Cooperation Officer supports the implementation of agreements, follows up on objectives, project execution, context analysis, monitoring, priorities and corresponding action plans, taking into account the needs of the SN, promoting their development and favoring the complementarity of the Components of the Movement, in his/her area of responsibility.
JOB PROFILE
Specific studies and areas of knowledge
- University Degree in Social Sciences, Humanities, International Relations, Administration or Finance or similar (Degree)
- Specialty or Master’s degree is a plus
- Knowledge of humanitarian work, with special emphasis on knowledge of the International Red Cross and Red Crescent Movement, its components and statutes. Understands and respects the seven Fundamental Principles of the International Red Cross and Red Crescent Movement.
- Intermediate English (B2), able to hold a work conversation (reading and writing at an advanced intermediate level).
Work experience
- Minimum of 3 years’ experience in project management, international cooperation, risk management and analysis. Work within the International Red Cross and Red Crescent Movement is an asset that will be valued.

MAIN RESPONSIBILITIES (JOB DESCRIPTION)
- Maintains coordination mechanisms, plans and executes operational plans with National Societies (NS) and other components of the Movement in its area of responsibility.
- Manages, administers and monitors the administrative procedures corresponding to operational agreements in strict compliance with internal financial procedures.
- In close collaboration with the regional Restoring Family Links (RFL) Officer and the Cooperation Coordinator, contributes to the construction of strategies and coordination mechanisms for RFL, with the SN and other Components of the Movement under their area of responsibility.
- Identifies opportunities for cooperation and complementary actions that support or complement the programmes of ICRC departments and contributes to the regional prevention strategy.
- Facilitates the exchange of best practices, organizes spaces and leads operational cooperation meetings between ICRC teams and each of the NS at the national level.
- Coordinates, attends and participates in technical meetings of thematic panels of interest to the ICRC with the NSs and other members of the Movement.
- Serves as operational liaison with the SN structure, participates in representation at the strategic and political level in close coordination with the Cooperation Coordinator and the Head of Operations.
- It contributes to strengthening the capacities of NS to respond to the humanitarian needs of other situations of violence, including migration, sexual violence and respect for Health Services.
- Contributes to the development, training and formation of colleagues on cooperation in their area of responsibility.
- Collect and share information to improve the ICRC’s understanding and analysis of the humanitarian environment, trends and responses.
- Coordinates with other components of the Movement actions aimed at building operational partnerships.
