BACKGROUND OF THE ABECHE PROJECT :

The security situation is not stable in the eastern zone is marked by daily incidents such as robberies, crime, vehicle theft of humanitarian workers, inter-community conflicts. The new Sudanese crisis of April 2023 would risk worsening the security situation in the area for several years.

On March 23, 2023, an inter-community conflict between Arabs and Mararites broke out in Tandalti, West Darfur ( Sudan ), following the assassination of a major Mararite merchant by suspected Arabs. Members of the victim’s community reportedly responded by killing two Arabs. In turn, the Arabs attacked the northeast part of the city of Tandelti, killing four people and injuring seven others. The violence resulted in the forced displacement of around 890 people who had crossed the Chadian border in search of international protection, to camps and villages located some 25 kilometers north of the city of Adré, capital of the department of Assoungha. Adré’s administrative authorities were alarmed and requested intervention from the’humanitarian team to help them cope with the humanitarian crisis.

On April 15, fighting broke out in Khartoum, the capital of Sudan, between the Sudanese Armed Forces ( FAS ) and the Rapid Support Forces ( FSR ). In a few days, clashes broke out throughout the country, notably in Darfur, a border region with Chad. These clashes are the result of politico-military tensions, fueled by deep ethnic rivalries, which divide the power in place and, more broadly, the whole country. As of April 29, OCHA reported at least 512 deaths, including 5 aid workers, and more than 4,193 injured. Due to the rapidly deteriorating situation, UN agencies and humanitarian organizations have been forced to evacuate their expatriate staff. Despite an attempt to cease-fire,the various camps continue to fight for control of strategic infrastructure. According to the UNHCR, as of May 13, around 60,000 people had fled to Chad: 3,000 in Wadi Fira province, 51,000 in Ouaddaï province and 6,000 in Sila province.

UNHCR in Chad expects an influx of 100,000 people (Sudanese refugees and Chadian returnees) by the end of the month.

The humanitarian situation in the area was not good long before the arrival of new waves of refugees, in several provinces (such as Ouaddaï, Sila, Salamat and Wadi-Fira where agricultural production has declined), we have seen the migration of men, heads of families to the gold mining areas in the north, leaving behind children and women in a situation of acute vulnerability, because the majority of food and other basic necessities come from Sudan. A great famine is to be feared.

With the influx of new refugees in the areas, the security and humanitarian situation could worsen if responses are not provided for vulnerable refugees and hosts. Despite the responses provided by the government and its partners, the needs remain very great in the affected areas. It is also worth mentioning the lack of support from State services, either because they are almost non-existent, or because they do not have the capacity to meet the needs of both the indigenous and refugee populations, given the socio-political and economic context of Chad.

PROTECTION OF BENEFICIARIES AND MEMBERS OF THE COMMUNITY

Level 3: As part of his or her duties, the incumbent will be required to visit programs and be in contact with children and/or vulnerable adults. Therefore, a criminal record check or presentation of a certificate of good character will be required. In situations where it is not possible to provide a criminal record or a certificate of good morals and morals, a sworn statement will be requested.

LOCATION OF POSITION: ABECHE / CHAD

FUNCTIONAL AND HIERARCHICAL LINKS

  • He/she reports to the Project Coordinator of his/her home base who is his/her line manager
  • He also reports to the Medical Coordinator who is his technical referent.
  • He Collaborates with the support teams (logistics and finance)
  • He supervises the medical team (the head of nursing, the medical supervisor, etc.) for the coordination of the project to which he is assigned.

MISSION AND MAIN ACTIVITIES

You are responsible for setting up medical activities in your area of ​​intervention. You ensure that project resources are used appropriately and participate in defining your base’s strategy.

You support the medical and paramedical teams in the development of their skills.

  1. Definition of the project’s medical objectives and intervention strategies
  2. Organization, analysis and good management of the medical activities of the project
  3. Supervision and training of the project’s healthcare human resources
  4. Implementation of project staff health policies
  5. Participation in the prevention of abuse of power, sexist and sexual violence (PSEA)

EXPERIENCES & SKILLS

You hold a medical degree, a paramedical degree would be essential, you have at least experience in a humanitarian medical intervention context, experience in terms of team management and supervision.

You have analytical and organizational skills, critical sense and strength of proposal, ability to work in a team in multicultural contexts.

LANGUAGES

Fluency in French is mandatory, a local language is an asset

CONDITIONS

Duration and type of contract  : 6 months

Starting position  : ASAP

Salary  : According to ALIMA salary grid + valuation of experience + Perdiem
