Job Summary:
You will provide technical advice, guidance, and support to a wide range of program design and implementation issues with a focus on Global Fund projects in the area of Supply Chain Management in line with Catho lic Relief Services (CRS) program quality principles and standards, donor guidelines, and industry best practices to regional and Country Program (CP) teams to advance the delivery of high-quality programming to the poor and vulnerable. Your technical knowledge, advice and guidance will contribute to determining how effective, adaptive and innovative CRS’ Supply Chain Management is across the globe.
Roles and Key Responsibilities:

  • Provide support and guidance on the development and strengthening of recommended Health Supply Chain Management processes, models, standard operating procedures, frameworks and tools for the end-to-end planning and implementation of agile supply chain systems in Global Funds grants.
  • Support Country Program with Global Fund grants in collecting relevant Supply Chain data and root causes on a regular, planned basis, to assess the health of the supply chain.
  • Identify key Supply Chain challenges and blockages of efficient supply chain performance and develop, propose, and implement solutions to improve Health Supply Chains Product availability and/or wastage reduction and/or cost improvements.
  • Address planning and operational logistics and supply chain issues for Global Fund grants in partnership with the Supply Chain Manager of the Country Program.
  • Support the global Supply Chain performance reporting processes to monitor the Supply Chain efficiency. This will be done in line with the Grant lifecycle and donors reporting requirements (PUDR, Pulse check, Procurement C19 reporting requirements). Provide proactive advice, as subject matter expert, on Global Fund grants and Health Supply Chain technical areas, techniques, and cross-cutting initiatives, using knowledge and applicability of leading practices commensurate with country’s operating environments, including but not limited to Warehousing and Distribution Supply and Demand Management, and Order management
  • Propose, design and support implementation of Supply Chain improvements and innovations with GF funded project
  • Support the Global Fund projects in the development of the quality assurance and quality control plan. And provide oversight of the in-country quality monitoring for Global Fund grants. Analyze supply chain risks and develop and monitor supply chain assurance activities for assigned portfolio according to the corporate risk and assurance framework.
  • Work with regional leadership and GSCM to offer applicable solutions to CPs’ supply chain audit findings. Review the CPs Bid documents for Global Fund grants and process for procurement requiring regional approval to ensure respect of supply chain policies.
  • Oversee and coordinate a WARO GF SCM Community of Practice and contribute to maintaining proper conditions for learning where there is the sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to small deficiencies. Strengthen documentation systems. Analyze data, evaluate systems, capture and share lessons learned and best practices, and complete internal reports.
  • Support the High performing implementers initiative in Global Fund grants. Contribute to capacity strengthening initiatives for partners through learning material review and training strategies.
  • For Internal Workforce capacity building, contributes to developing agendas/curriculums, conducting training and workshops, and mentoring and coaching, including cross-departmental learning.
  • Communicate regularly with the GSCM Department specifically STAR (Supply Technical Assistance and Response) health unit on CP operational realities to ensure overall Agency supply chain strategy is sound and relevant to addressing the challenges of complex operating environments.
  • Provide input and feedback on supply chain aspects of Global Fund proposal development and review at the regional level in accordance with Compass and the GSCM Handbook.
  • Represent CRS at regional level planning, coordination meetings and forums on Health supply chain management to collect and share best practices. Establish and maintain relationships with Global Fund, other donors, peer organizations, government counterparts, and other stakeholders and explore opportunities for economies of scale, such as bundled orders.

Basic Qualifications

  • Master’s Degree in Supply Chain, Pharmacy or other relevant Master’s, or equivalent experience strongly preferred. Professional certification(s) in supply chain a plus.
  • Minimum of five years relevant international working experience in an advisory or management role with progressive responsibilities, ideally with an international NGO, with minimum of three years working for programming interventions in Supply Chain Management.
  • Previous experience providing technical assistance and developing successful proposals for external donor funding is required.
  • Demonstrated application of technical principles and concepts in Supply Chain Management. General knowledge of other related disciplines to ensure proper cross-sectoral approach.
  • Experience in business development, project design and proposal development in Supply Chain Management, including technical writing.
  • Experience in mentoring, coaching, facilitation, and training applying adult learning principles and practices.
  • Experience with program monitoring and evaluation, including applying data collection tools and methodologies, data analysis, and data presentation.

Required Languages – Proficient writing and speaking in both English and French
Travel – Must be willing and able to travel up to 50%.
