Caritas Germany (DCV) was founded in 1897 and gave rise to all other Caritas organizations in the world. It is an international humanitarian organization that provides humanitarian aid and rehabilitation during and after disasters, supports social programs for children, people with disabilities and the elderly, advocates for women’s empowerment and promotes peace-building activities in Germany and in 165 other countries around the world, working in collaboration with other Caritas organizations in countries in Eastern Europe, Latin America, Africa and Asia.
Cáritas Germany (DCV) and Cáritas Switzerland (CACH) were among the first international humanitarian organizations in the region to respond to the impact of the migration crisis from Venezuela through the EuroPana program and previous projects since 2016.
Purpose of the position
Within the framework of the implementation of the program, the support of a regional officer is required to develop and implement the communications strategy of the EuroPana Program, with the purpose of strengthening its visibility and regional reach.
About the program
EuroPana – Promote protection, assistance and food security to migrants, asylum seekers, victims and vulnerable local populations in Colombia, Ecuador, Peru, Brazil and Venezuela. ECHO/-AM/BUD/2022/91036
The EuroPana Program, structured through the consortium of Caritas Switzerland (CACH) and Caritas Germany (DCV), organizations that have worked together to respond to the migration crisis that the region is experiencing within the framework of comprehensive human development and the construction of sustainable peace . This consortium is developed with the Humanitarian Aid Office of the European Commission (ECHO) to address the migration situation that occurs in several countries in the region. In this, assistance and protection actions are carried out in Colombia, Ecuador, Peru and Brazil, as follows:
- In Colombia, National Secretariat of Social Pastoral/ Cáritas Colombiana (SNPS/CC), Social Pastoral of Riohacha (SEPAS), Migrant Assistance Foundation (FAMIG)
- In Ecuador: Caritas Ecuador
- In Peru: Cáritas Perú and CEDEH (Center for Human Development)
- In Brazil: Cáritas Brasileira and Servicio Pastoral Dos Migrantes (SPM)
- In Venezuela: Cáritas Venezuela
General Duties and Responsibilities
- Design, monitor and lead, with the contributions of implementing partners and other areas of the Consortium, the regional communications strategy.
- Manage the internal information and visibility processes of the EuroPana Program with the different areas and partners of the Consortium.
- Articulate and operationalize the communication strategy to support the objectives of the incidence area.
- Act as the face and voice of the EuroPana Program, the Consortium’s core organizations and manage community communications.
- Coordinate the external communication commitment to raise awareness among different audiences about the topics addressed by the EuroPana Program.
- Formulate, design, execute and monitor the project indicators in relation to the communications component, as well as the execution of its budget and subsequent reporting to the donor.
- Immediate and permanent availability to execute the tasks in charge.
- Protection, reservation and effective confidentiality of files, programs and other information obtained and produced by virtue of the execution of your contract, which Caritas Switzerland and Caritas Germany have not expressly and formally authorized to use for personal benefit, and/or deliver and disseminate to third parties.
- Knowledge and observance of the technical procedures and criteria requested by the funding agency.
- Compliance with the agreed work plan, including everything related to the fulfillment of the commitments that will be established contractually, as well as the deadlines and criteria for the development of their functions.
- Management of external suppliers, purchases and budgets.
- Availability to travel nationally and internationally, in compliance with the functions of the area and as needed.
Professional Training and Experience
- Professional in social communication, journalism and/or related areas.
- Postgraduate in areas related to the undergraduate degree and the position.
- Minimum 3 years of work experience related to the creation and management of internal and external communications strategies, design and implementation of campaigns for social mobilization and/or in the communications area of similar organizations, as well as leading work teams in favor of the fulfillment of organizational objectives.
- Experience in digital marketing and social media management, media coverage and production of audiovisual products and narrative journalism in critical contexts or humanitarian action.
- Good level for the preparation of texts with a high editorial profile, thematic campaigns, with the ability to provide attractive texts, adaptable to various graphic digital formats.
- Experience in developing interviews and producing video, audio and photography sequences with high language and visual content in a short time, with a focus on the identity and dignity of people.
- Experience in design, development and editing of graphic communication pieces for mass digital or printed dissemination.
- Desirable work experience in humanitarian organizations serving vulnerable populations.
Knowledge:
- Knowledge of journalistic formats and communication strategies for social change, as well as the design, execution and monitoring of multimedia products for various channels and audiences.
- Knowledge in the design and implementation of communication campaigns for the incidence and positioning of messages related to awareness and transformation in different audiences.
- Knowledge in public relations management, image and maintenance of institutional reputation strategies, as well as media management and press spokesperson.
- The relationship with relevant actors for influencing public opinion and the media at different levels will be highly valued.
- Knowledge of audiovisual language, radio and photography.
- Knowledge of migration, refuge, human rights is desirable. HH and conflict.
- High command and fluency of Spanish. Proficiency in English and Portuguese is desirable.
