Dakar is the regional office for West and Central Africa of IMPACT Initiatives. The position of regional evaluation officer is based in Dakar, Senegal. It is entirely devoted to a regional project and possible temporary support missions for the countries covered by the regional office.

Under the supervision and direct responsibility of the research manager of the West and Central Africa regional office, the evaluation manager manages the research cycle of an IMPACT program implemented at the of the region. Its tasks include, among others: participation in research design (methodology, design of technical tools, data analysis, writing of information products and presentation of results), monitoring of evaluation projects and external engagement.

The evaluation manager will ensure efficient internal communication, so as to identify possible blocking points in the implementation of the project and solutions to overcome them to his/her manager.

In his/her mission, the evaluation manager will be hosted by Acted, IMPACT’s global partner, and will be under the direct responsibility and management of the Acted Country Director/Representative. e of the regional office for all administrative, security, logistics and financial matters. He/she will therefore fully comply with Acted’s rules and regulations regarding security, administration and human, logistical and financial resources.

We are currently looking for an evaluation manager to support our regional team in Senegal

RESPONSIBILITIES

Research Planning & MANAGEMENT

* Management of the research cycle

· Target research objectives and support the design of research terms of reference

· Design research approaches and methodologies, in accordance with REACH guidelines at a global level.

· Ensure the quality of the data and information collected, both qualitative and quantitative, in accordance with the REACH guidelines at a global level.

· Ensure that relevant stakeholders and partners are involved in the conception, research planning, design and validation of information products.

· Develop analytical products that are as accurate and timely as possible, aligned with IMPACT standards at a global level.

· In close collaboration with the direct manager, review information products and the strategy for disseminating results, so as to maximize the impact of projects, in accordance with IMPACT research standards.

* Research project management

· Estimate the deadlines for the research cycle and the resources necessary for the implementation of the research cycle – ensuring compliance with deadlines and assessing risks, identifying appropriate solutions in close coordination with the manager.

· In close collaboration with the direct manager, monitor the progress of the project, identify and anticipate potential delays throughout the research cycle.

· In close collaboration with the direct manager and the FLAT manager, support the proper implementation of the research cycle, while respecting the procedures of the support departments.

· In close collaboration with the direct manager, evaluate the impact and effectiveness of research projects, and provide documentation of solid lessons learned at the end of the regional research cycle concerned.

· In close collaboration with the direct manager and the Grant Manager, contribute to donor reports and monitoring/evaluation of the managed project.

* Field deployment capacity (surge missions)

· Carrying out support missions (remotely or in person), in the event of a need identified by another country. These missions will respond to a surge mission reference term drawn up and communicated by the Country Coordinator, including with results, a timetable and a budget clearly defined and consistent with the skills of the regional GIS Specialist.

Communication & KNOWLEDGE SHARING

· Ensure efficient communication with the direct manager, in order to identify any blocking points if necessary.

· In close collaboration with the direct manager, ensure efficient communication with colleagues participating in the research (GIS, Data, Analysts).

· In close collaboration with the direct manager, ensure efficient communication with the counterparties involved in the managed research cycle.

· Participate in team meetings.

· Participate in and support ongoing team training at regional office/country mission level (where relevant).

STRATEGIC ASPECTS

· In close collaboration with the direct manager, participate in the development of the communication strategy on the information products of the managed research cycle.

· In close collaboration with the direct manager, ensure that the managed research cycle is implemented in a structured and coherent manner, in accordance with its strategic objectives.

· Support the development/revision of program and regional office strategies.

EXTERNAL ENGAGEMENT

· In close collaboration with the direct manager and the regional strategy, ensure representation in relevant working groups at regional level and the feedback of information from these groups

· In close collaboration with the direct manager, support the presentation and dissemination of the results of the research cycle managed in the relevant working groups in order to maximize the impact of IMPACT information products

· More generally, contribute to the creation of a positive image and the overall credibility of the organization, in particular through the application of the mandate, ethics, values ​​and position of IMPACT in relation to other actors and helping to create a culture of rigorous use of evidence and learning among humanitarian responders.

Privacy and data protection

The evaluation manager will ensure the strictest confidentiality of all data collected and related processes. He/she will actively take steps to prevent unauthorized sharing of any information and data belonging to IMPACT and its partners, or collected during his/her engagement with IMPACT.

COMPENSATION AND BENEFITS

· For this position, the salary is between 2,000 CHF and 2,160 CHF per month (before income tax), etc. as well as a monthly subsistence allowance of USD 300.

o NB – IMPACT salaries are strictly determined by our salary scale based on the grade of the position and the level of education of the staff. A location-dependent security and/or isolation adjustment is then applied to account for the fact that some staff must work in difficult locations where living and working conditions are much more difficult than elsewhere.

· Accommodation and food in a guest house.

· Membership in a Swiss private pension fund (Swisslife – approximately 9.975% of gross staff salary), health insurance, life insurance and repatriation assistance

· Flight tickets every 6 months and visa fees covered (in-country travel costs and business expenses are fully covered)

· Contribution to baggage transport: between 20 and 100 kg, depending on the duration of the contract (+ baggage and personal property insurance)

· Annual leave of 36 days per year. Public holidays of the country of assignment. Leave for family or compassionate reasons, if applicable.

· Pre-departure induction – 3 days at IMPACT Initiatives headquarters in Geneva + one week of pre-departure training at ACTED headquarters in Paris, including 4 days on-site security training;

· Registration in the IMPACT Initiatives Research Foundational Learning Program within the first 3 months following the start of the contract

· IMPACT prioritizes the psychological safety of its staff and the health insurance provided covers, among other things, up to €1000 per year in psychosocial counseling costs.
