Background/Context
The Central and West Africa Regional Office (CWARO) located in Dakar, Senegal, supports and provides oversight to NRC’s country programmes in Burkina Faso, Cameroon, the Central African Republic, the Democratic Republic of Congo, Mali, Niger, and Nigeria. All countries are experiencing a deterioration of the security situation, increasing humanitarian needs and displacements due to conflict. NRC’s programmes and advocacy support people affected by conflict in the Shelter, Food Security and Livelihoods, Education, Water and Sanitation, Protection from violence, and Legal Assistance sectors. NRC has over 1,500 employees working on the NRC regional response.
The Regional Programme Department comprises a Core Competency and Thematic Unit, and a Programme Development and Support Unit (PDSU). The Regional Grants Manager is a member of the PDSU, which provides guidance for strategic programme development and resource mobilization, and technical support for project cycle management, working collaboratively with the Regional Support Unit, Regional Risk & Compliance Unit, Regional Advocacy, the global Programme Development and Support Section in Head Office, and with Heads of Programme and Grants teams in Country Offices. The PDSU also takes the lead regionally on other areas as assigned.
The Regional Grants Manager, based in CWA Regional Office and managed by the Regional Head of Programme Development and Support, is responsible for contributing to the achievement of quality programming in the region through business development and grants management for multi-country and/or regional grants. The post holder will also provide advice, guidance and capacity building support to grants staff and partners.

What we are looking for

The Regional Grants Manager has responsibility for the effective grants management of specific multi- country and/or regional grants, including consortia coordination and effective functioning of steering committees. The post holder ensures internal and donor compliance requirements, timely and quality grant reporting, revision and review, coordination of proposal development, acting as the focal point for the key mandatory activities under NRC’s Project Cycle Management (PCM), and internal and external communications. The post holder provides strategic support to and liaison with country offices who are recipients of the multi- country or regional grant funds, ensuring they are informed of relevant donor compliance regulations and NRC procedures, and working with them on managing donor and other external reporting, and coordinating grant revisions. Finally, the Regional Grants Manager coordinates the development of funding proposals with country teams and consortia members where relevant.

What you will do

Funding and proposal development

  • Work collaboratively with budget holders, Country offices, programme teams and finance to develop concept notes, proposals and budgets to ensure timely and high-quality submission.
  • Liaise with donors, partners and other key stakeholders, collect and share important information in a timely manner with the proposal development team and with senior management.

Grant Management

  • Coordinate and contribute to the review of donor contracts, working with colleagues, including risk and compliance, and flag any points that might challenge NRC’s procedures, and support contract negotiations.
  • Liaise and work with Institutional Partnerships Advisers and other relevant colleagues to ensure the country offices involved with the multi country grants, are provided with clear guidance on key reporting and compliance requirements (compliance checklist) including potential issues for Grant Opening Meetings.

Donor reporting and monitoring

  • Coordinate the finalization of donor reports, including income requests, ensuring consistency between narrative and financial reports and that they meet quality standards;
  • Coordinate, support, work with departments (programme + support) in Country office, Regional Office on the consolidation of reports and deliverables

Donor Compliance

  • With the support of institutional partnership advisors, support and advise programme colleagues with queries related to donor compliance on grants within portfolio.
  • Coordinate with Risk & compliance to ensure all documentation required is ready and available for audits (e.g. vouchers, distribution lists, staff salaries, etc..)
  • Participate in Project review meetings/grant review meetings, to ensure that action points are monitored for a smooth closure of the project.

Project Cycle Management

  • Act as a PCM focal point for the region and provide an internal helpdesk on PCM-related issues, including common templates, guidance, mandatory outputs, etc.

What you will bring

  • At least 4 years of relevant experience in a related field;
  • Experience of donor relations and grants management (e.g. with institutional humanitarian and development donors);
  • Strong analytical skills, both in terms of project monitoring and financial data
  • Experience working in complex/ insecure environments and with displaced populations;
  • Good understanding of donor rules and regulations;
  • Proven experience in report and proposal development, and working with multiple donors;
  • Good personal organisational skills, including time management, and ability to meet deadlines and work under pressure;
  • Staff capacity-building experience;
  • Willingness to travel to field offices and work in difficult environment according to travel requirements.
  • Excellent written and oral communication skills in English and French;
  • Knowledge of the NGO operations and the dynamics of the humanitarian sector;
