Job Summary
The Regional HR Coordinator will focus on maintaining appropriate procedures in all countries within the Cluster, within the policy and legal frameworks of the countries, and work closely with Cluster and country level staff to support their HR needs and liaise at global level with the HR office. He or she is a member of the Cordaid global HR Community of Practice and Cluster management team.
The Regional HR Coordinator will provide HR hands on work and oversight for ESA Cluster office and country offices in accordance with Cordaid regulations and country specific labour laws. The HRC will coordinate and act on day to day issues relating to HR in ESA Cluster Office with hands on work and coordination responsibility for Human Resource Coordination in Country offices within ESA Cluster (Regional and National staff), ensuring the delivery of the highest possible quality HR services and taking care that employees’ needs and issues in the Cluster are addressed, and enabling high performing teams with adequate updated rewarding systems.

Supervises: The Regional HR Coordinator supervises the Uganda HR, IT and Security Officer, Kenya Administration and HR Support Officer and works closely with HR Representatives in Rwanda and Zimbabwe. S/He also manages volunteers, interns and consultants.
KEY DUTIES & RESPONSIBILITIES
Strategy
- Translate Cordaid Strategic Overview into a Cluster HR Strategy, structures, systems, policies and practices; Communicate and implement Cordaid HR strategy and annual plan to Cluster staff; Contribute to global HR policy and strategy; Be a knowledge leader on international HR policies, programmes, laws and issues with a good understanding of latest HR theory and research on regionally dispersed organisations
Policies and Procedures
- Develop Cluster HR guidelines to help standardize and simplify HR systems across offices in ESA; Review, simplify and update the Cluster HR manual, national policies and Cluster HR systems; Provide expert guidance and support to in-country teams with implementation of HR action points and recommendations emerging from staff surveys, internal audits etc.; Ensure country offices are kept abreast of new Cordaid HR developments; Develop and update HR internal audit systems
Capacity building, advice & guidance
- Build capacity for highest quality HR management in ESA Cluster operations; Design and provide training, briefings and guidance to ESA employees as required; Provide day to day HR advice and support to Cluster and national staff; Support managers implementing change processes; Provide expert guidance, advice and support to build capacity of HR staff and/or line managers in-country
Networking and Legal
- Work with GO HR department on organization of wide HR initiatives and their application and implementation in the Cluster; Establish key networks in ESA Countries; Identify and maintain contacts with Lawyers on retainer, in all ESA Countries; Maintain strategic relationship with peer INGO HR networks; Be an active member of the Cluster Operations Management team; Liaise on behalf of ESA Cluster with external agencies and Represent ESA Cluster at relevant external fora; Play an active role in maintaining the credibility of the HR Team throughout ESA and promote excellent relationships across ESA Cluster
Recruitment, Selection and Induction
- Provide expert guidance, advice and support to line managers on all aspects of recruiting staff and consultants, ensuring consistency, best practice and adherence to Cordaid ESA policies and relevant employment legislation; Provide expert advice on preparation of job descriptions and designing and placing adverts; Provide expert advice on recruitment planning, shortlisting and selection interviews; Lead on job evaluation for Cluster posts; Prepare and issue accurate terms and conditions of employment for new and existing employees; Provide expert guidance for new staff induction and onboarding; Collate feedback on recruitment and implement agreed changes
Performance and Talent Management
- Coordinate arrangements for annual and interim Performance Reviews, encourage timely submission to HR by line managers, quality control documentation, and collate information from Performance Reviews; Coordinate the implementation of review recommendations; Provide advice to staff on talent management and performance management issues; Provide expert guidance, advice and support to build performance management capacity of HR staff and/or line managers in country
Information Management & Administration
- Manage the HR, IT and Security Officer so the HRMIS (HRMagic) is maintained, data quality is high and to ensure plans for enhancement and improvement are developed and documented, socialized and implemented professionally with clear and consistent communication to all staff; Wherever possible migrate all employee data and paper-based HR documents and forms to our HRIS and/or SharePoint; Ensure all HR and recruitment data is updated and secure in the HRIS or physical files; Provide accurate data for statistical and narrative reports for Cluster Management Team(CMT) as and when required; Maintain and update the ESA Cluster HR section on Cordaid Intranet
HR Operations
- Oversee the administration of all Cordaid ESA benefits plans (pension, medical, workman compensation etc.) across the Cluster; Liaise with and update Finance department with salary updates; Coordinate visa and work permit applications and ensure compliance with relevant legislation
Integrity
- Showcases integrity standards as outlined in Cordaid’s integrity policies. Fulfills integrity responsibilities as outlined in Cordaid’s Integrity Framework and Standard Operating Procedures. Actively contributes to a safe environment within their scope of influence by encouraging dialogue, trust, as well as understanding and adherence to Cordaid’s integrity standards and procedures. This is a medium-risk position

REQUIREMENTS
- Masters’ Degree or post graduate diploma in human resources management, organizational development, business or public administration or other relevant subject.
- Over 8 years HR experience in an INGO setting.
- Proven track record of developing human resources policies and plans
- Understanding of organisational development theory and how to translate this into practice on a regional scale.
- Prior experience gained preferably working in a relevant capacity and / or travelling out frequently to diverse field locations to provide HR inputs in a regionally dispersed organisation.
- Proven skill in delivering training and capacity building.
- Good knowledge of Uganda and ESA countries labour laws and international employment law as it relates to dispersed regional operations.
- Excellent report and document writing ability in English language.
- Excellent eye for detail and accuracy, organisational skills and an ability to inspire quality ethos within the HR Team and ensure that it is maintained at all times.
- Articulate, can relate to people at all levels of an organisation and possesses excellent communication skills.
- High level of computer literacy including application of ICT solutions to regional HR operations.
- Practical organizer and conscientious archiver
- Ability (written and spoken) to operate in French or Kiswahili is an advantage.
- Knowledge on ICT systems used by Cordaid is an advantage.
