Regional Humanitarian Manager, Moldova At HelpAge International

As one of the few INGOs with an operational presence in Ukraine, we are already responding with initial life-saving activities in the Donetsk and Luhansk Regions, with the intention to scale-up assistance in the central and western regions of Ukraine. We have also launched a programme to support refugees arriving in Moldova, where we also already have a presence, and are investigating a further response in Poland.

We are now seeking passionate, professional and experienced humanitarian professionals to support our response to the crisis. We are looking for talent which thrives in collaborating with others (inside HelpAge International and beyond) and who can work in agile ways and across boundaries.

Key areas for impact, influence and responsibility

The Humanitarian Programme Manager will be responsible for the overall management of the Humanitarian response programme in Moldova and Poland and will work closely with the Ukraine Country Director on the Ukraine response. This will include program design and implementation, proposal preparation (with support from humanitarian staff), quality assurance and monitoring, donor and stakeholder representation including media, security and overall staff management.

  • Develop overall programmatic response and ensure the humanitarian response is established
  • Manage team members including security manager, logistics manager, finance manager, communications manager, sectoral advisers and HR manager.
  • Ensure security of all staff and assets and compliance with external standards and internal requirements
  • Primary contact between HelpAge in Moldova and Poland and HelpAge Global team
  • Work closely with partner organisations to ensure high quality co-ordinated response
  • Primary representative with host governments, other officials in charge, donors, UN agencies and other International and national NGO’s
  • With the Communications Manager be the primary spokesperson for HelpAge International on the ground which may include various media.

Let’s talk about you

You will be someone with:

  • Minimum 5 to 7 years managing large-scale complex multi-sector programs in an acute emergency situation;
  • Experience managing multi donor funded projects including experience working with key emergency donors such as ECHO, FCDO, DEC
  • Excellent interpersonal skills and a demonstrated ability to lead and work effectively in insecure environments under extreme pressure and stress;
  • Extensive knowledge of humanitarian principles, standards and human rights.
  • Knowledgeable about the potential tensions and sources of conflict within the disaster-affected population itself and with host communities.
  • Recognize abusive, discriminatory or illegal activities, and refrain the staff from such activities;
  • Strong oral and written English language communication skills required

Desirable

  • Fluent in written and spoken Russian
  • Previous work experience in Eastern Europe and/or Ukraine
  • Experience of working with older people
