The role: The role is expected to be Country Office-facing in approach, in close collaboration and coordination with the Regional Evidence & Learning Manager and Regional Humanitarian Team

To be successful you will have/bring:

General Support:

  • Support the development and/or review of MEAL response strategies, frameworks and systems for COs and ensure roll out of core SCI Humanitarian MEAL tools during responses in line with SCI’s MEAL in Emergencies (MEALiE) System Quality Benchmarks (QBs), SC MEALiE Procedure and SC project management methodology (PMM)
  • Support MEAL aspects of proposal development for key strategic opportunities ensuring adequate budgeting and contribute to development of response Master Logframes and MEAL frameworks.
  • Provide MEAL capacity building for CO staff with participatory and child-friendly approaches wherever possible
  • Lead and provide guidance on use of technology for data collection, analysis, and data management including PRIME
  • Support COs in the development of accountability systems in humanitarian responses in collaboration with the Regional Monitoring & Accountability Advisor
  • Provide backstopping and gap filling support to COs during humanitarian responses when required

Assessments and Monitoring:

  • Support development and use of monitoring tools incorporating SCI standard tools (e.g. output tracker, distribution tracker), and ensure alignment of donor requirements/ tools with PMM and PRIME
  • Support COs in design and execution of (multi-sectoral) rapid needs assessments, include children’s needs
  • Provide guidance during design and execution of assessments, i.e. baselines, conflict analysis and end-lines
  • Provide guidance on the utilization of humanitarian standards (e.g. Core Humanitarian Standard, Sphere, INEE)
  • Undertake data quality assessment and provide feedback on data improvement, including relevant SCI KPIs

Evaluations and Learning:

  • Provide support in planning (using SCI global pipeline), design, implementation and follow-up of response-level reviews/ evaluations (e.g. Real Time Reviews for Category 1 and 2 responses) and sector/project specific evaluations (using Humanitarian Evaluation Synthesis Guidance)
  • Support After Action Reviews (PMM tools and process) and response course correction
  • Support development and use of Learning Agendas via incorporation of learning questions in assessments, evaluations etc.

Qualifications and experience

Essential

  • Bachelor or Master degree in a relevant subject or equivalent field experience
  • 5+ years experiences of working in humanitarian programmes in technical MEAL roles across multiple countries in WCA
  • Significant experience of system setup and management of MEAL in humanitarian contexts (high risk working environment)
  • Experience and knowledge of evidence generation and learning, including designing/ commissioning, implementing needs assessments and evaluations
  • Strong skills in collecting, analysing, interpreting and encouraging the use of both qualitative and quantitative data, including proficiency in relevant data collection and analysis software.
  • Proven ability in using evidence to influence programmatic change.
  • Proven experience and skills in staff capacity building, e.g. training, supervising, coaching and mentoring.
  • Experience of working through systems of community participation and accountability, including training staff in relevant approaches
  • A high level of written and spoken English and French, including the ability to write clear, concise and well-argued reports
  • Excellent communication, influencing and representational skills
  • Strong remote-working abilities
  • Ability and willingness to be flexible and accommodating in difficult and sometimes insecure contexts in WCA

Desirable

  • Experience of using child-friendly participatory methodologies
  • Experience and knowledge of Save the Children’s structure, mandate and child focus

Experience of promoting quality and impact through at least one cross-cutting area: gender equality and inclusion, adaptive and safer programming; child rights; disability; migration and displacement

Location: SCI country office in WCA, with possibility of being home-based

Contract length: 1 year extendable
