Context:

This role is responsible for overseeing and leading the Information management and technology needs of country offices in the region, supporting their digital enablement of strategic plans and providing oversight and knowledge sharing. It will participate in driving strategic initiatives originating from ICT Headquarters and ensuring policies, procedures and standards are upheld. The appointee will actively engage in the development and execution of Information Technology related projects, supervise the IMT team and build relationships with key stakeholders, including in humanitarian emergencies.

Under the overall supervision of the Regional Director (RD) and direct supervision of the Deputy Regional Director (Management), and secondary reporting line to the Head of Strategy, Risk Management, and Governance and in coordination with relevant Units in the Department of Information and Communications Technology, the Regional Information Management and Technology (IMT) Officer will carry out the following duties.

Core Functions / Responsibilities:

REGIONAL COORDINATION AND TECHNOLOGY OVERSIGHT

  • Oversee activities between Headquarters and Country Offices and translate central requirements to enable Country Offices to implement corporate initiatives.
  • Ensure adherence to ICT standards, policies, and procedures across the Region, while maintaining necessary records and documentation and promote knowledge sharing across regions and country offices.
  • Conduct comprehensive regional analysis to inform decision-making and guide strategic direction of the headquarters.

REGIONAL TEAM LEADERSHIP AND MANAGEMENT OF IMT UNIT

  • Lead IMT resource use within the Region to fulfil operational and strategic requirements.
  • Align the IMT Unit’s activities with the organizational overall strategy, translating plans into operational actions and guiding the team in their execution.
  • Guide the IMT Team, promoting a cooperative work environment, ensuring adherence to processes and maintaining team efficiency.
  • Conduct effective performance management and learning and development to enhance skills and knowledge base.

LEAD REGIONAL ICT BUSINESS RELATIONSHIP MANAGEMENT

  • Liaise and coordinate with HQ, Regional and Country Offices management, and Project Managers, to understand their IMT requirements to meet organizational goals.
  • Collaborate within the Region and Country Office stakeholders to implement and manage IMT business solutions to ensure the efficient functioning of Regional and Country operations.
  • Represent IOM in discussions and initiatives with external stakeholders including UN regional ICT working groups.

MANAGE AND COORDINATE REGIONAL ICT OPERATIONS AND SERVICES

  • Oversee the complex network and infrastructure technology operations and services, to align with regional goals and priorities and in compliance with established Service level Agreements (SLAs).
  • Manage the resolution of tickets escalated from the country offices to the Regional Office Tier Two Team and provide regular reporting on performance and root cause analysis.
  • Adopt and implement modern workspace solutions in the Country Offices to enhance digital employee experience.
  • Identify and assess areas for improvement in IMT infrastructure and solutions and provide expert advice and recommendations to management for optimizing and implementing these improvements.
  • Ensure the efficient and effective procurement and provision of IMT-related equipment, supplies, and services to meet business requirements.

IMPLEMENTATION OF CYBER SECURITY PROGRAM IN THE REGION

  • Lead the IMT Team to respond promptly to information security incidents, mitigate risks and escalate complex issues to the relevant specialist teams/units for resolution.
  • Work closely with the HQ ICT Information Security Unit to align, coordinate, and support their cybersecurity efforts.
  • Enforce compliance to internal and relevant external cyber security regulations, requirements and standards.
  • Guide and provide advice to Country Offices in the Region to implement United States Refugee Admissions Program (USRAP) programmes to comply with National Institute of Standards and Technology (NIST) requirements.
  • Identify assets that require protection and implement the controls in the security and privacy plans.
  • Document changes to planned control implementations based on the “as-implemented” state of controls.

DATA ANALYTICS, BUSINESS INTELLIGENCE AND DIGITAL INNOVATION IN THE REGION

  • Lead the development and maintenance of data systems and analytics ensuring data accuracy and insights to support data-driven decision-making.
  • Identify business challenges and needs and translate them into innovative and practical IMT solutions and monitoring their effectiveness.
  • Guide the mission on ways to promote creativity and innovative digital solutions and the best use of technology to serve IOM operations.
  • Oversee the implementation and adoption of digital innovation initiatives and solutions.
  • Evaluate and maintain portfolio of mission digital innovation initiatives and the potential opportunities.

ADDITIONAL RESPONSIBILITIES

  • Perform such other relevant duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in computer engineering, Computer Science, Information Management, Information Technology, or a related field from an accredited academic institution with seven years of relevant professional experience; or,
  • University degree in the above fields with nine years of relevant professional experience.
  • Certificate in project management (PMP or Prince2), Business Relationship Management, and/or IT service management (ITIL) is required.
  • Certificate in any of the following: Cisco Certified Network Professional (CCNP), Microsoft Certified System Administrator (MCSA); Cisco Meraki Solutions Specialist; Microsoft 365 Certified; Microsoft 365 Certified: Fundamentals is distinct advantage.
  • Relevant certification in networking, system and cloud computing is a distinct advantage.

Experience

  • Experience in supervisory role and management of ICT functions in an international organization or an international agency in a field location; supporting humanitarian operations and emergency response, complex/post-conflict Country Office;
  • Proven experience in engaging with diverse stakeholders at various level to understand business needs and translate to digital solutions;
  • Progressively responsible experience in planning, design, development, implementation, and maintenance of computer information systems;
  • Hands on experience in modern data management and analytics and platforms such as databases, data warehouses, big data technologies Microsoft 365 and cloud-based solutions;
  • Demonstrated ability in identifying opportunities for digital innovations and designing and implementing solutions to improve business processes;
  • Knowledge and demonstrated experience in risk management, cybersecurity compliance and security control implementation and maintenance, cybersecurity incident response and recovery; and,
  • Experience in overseeing and management of implementation of complex networks in multisite environments.

Skills

  • A strong knowledge of working in complex humanitarian organization in the United Nations, or large Not-for-Profit organizations;
  • Demonstrated ability to supervise and develop individuals, to work effectively and harmoniously within a team from varied cultures and professional backgrounds;
  • Strong project management skills, with the ability to manage resources, timelines, and budgets for efficient roll-out of IMT initiatives;
  • Advanced oral and written communication skills and demonstrated ability to communicate with business leaders and those with limited technical background effectively;
  • Demonstrated experience in database management systems, data processing and web-based development, including proficiency with various development tools and reporting;
  • Demonstrated ability to handle confidential data in a professional, responsible and mature manner; and,
  • Advanced knowledge of Windows Operating System, Network\Systems administration, TCP/IP, Telecoms, Network Protocols, Cisco devices, VPN, VoIP, MS Office 365 apps, Antivirus Software, and utilities.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English and French is required (oral and written). Working knowledge of Portuguese and Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
