The creation of the regional platforms has enabled a number of key activities to be improved, including research and development through staff mobility and the provision of training. However, the potential created is still untapped for many reasons, including the time needed to find the optimal positioning of the platforms in a system that used to operate differently.
As for the learning and development activities, they have coincided with a much broader reflection that has established a philosophy and will soon define a strategy and a new structure. At the same time, the learning and development department has also reviewed its role and mission, with some clear indications of the changes to be expected in the coming years.
In this context, the platform has adapted its activities to the most urgent and important needs, even if it has clearly anticipated and integrated the different visions defined at each level
Assignment
The mission of the Learning and Development team is to provide coherent support to the domains to ensure a global, mobile and diverse workforce, capable of meeting operational needs through its capabilities and motivation. To achieve this, the Regional Intersectional Learning and Development Manager will be required to act as the main contact for learning and development activities in the region, establishing an effective connection between the Learning and Development department of each of the sections located in Dakar, their Cells and the HR Unit teams.
The Regional Intersectional Learning and Development Manager provides strategic and functional learning and development expertise and advice, with the goal of planning and implementing processes and activities that promote the development of a diverse and competent workforce in order to effectively achieve mission operational objectives in the region:
- Develop and coordinate efforts between internal (HR unit, cells, MSF platforms and mission) and external (institutions or other NGOs) actors to understand the obstacles encountered, the real needs, the learning and development opportunities, and support the professional development of staff in the sub-region.
- Build a regional learning and development offer (e.g. clinical internship) and strengthen the mentoring/coaching offer adapted to the needs of staff.
- Map regional learning and partnership opportunities and support the identification of common training and development needs that COs have in the field and propose synergistic solutions.
- Define a training program in English and French adapted to staff to meet MSF’s operational needs.
- Communicate learning and development department activities and tools (e.g., mentoring and coaching offerings, new learning initiatives, training catalogue, etc.) and ensure that field teams have quick and complete access to relevant tools, resources and information (e.g., access to Tembo).
1. Emulate networking, cooperation and economy of scale between different missions and sections operating in the region, and with external institutions/suppliers.
- Promote the sharing of knowledge and expertise between different missions/teams in (and beyond) the West Africa region.
- Strengthen resource sharing and joint initiatives with other sections in the region.
- Maintain active networking with leading training and education institutions and providers and seek opportunities for alliances and partnerships that can enrich the portfolio of available learning solutions and resources.
- Establish links between learning needs and operational needs wherever possible.
2. Contribute to the creation of tools and processes that will facilitate the learning and development of staff in the region.
- Participate in a relevant working group on new learning tools.
- Propose a new learning initiative in the sub-region.
- Promote the integration of generic learning principles and standards for all forms of learning implemented in the sub-region.
- Provide technical supervision for the learning and development team in Dakar (advice on technical choices, maintenance and updating of the toolbox, backup when necessary, etc.).
3. Other activities
- Contribute to facilitating the “Welcome to MSF” session, at regional level and in missions, if necessary, in close collaboration with the Recruitment, Career and Mobility Manager.
- Conduct, if necessary, field visits to support learning and development managers in the sub-region in their needs analysis for all matters relating to skills strengthening.
Professional skills
- Strong interest in educational sciences/pedagogy, degree preferred, but strong experience/expertise as a minimum (mandatory)
- Field management experience, preferably within MSF or similar NGOs (mandatory)
- Project management experience is an asset
- Experience in human resources development is an asset
Studies and experiences
- Bachelor or Master Education and/or technical training in education, educational design or pedagogy.
- Know the principles of adult learning and their application to program design and development.
- 2 to 5 years of experience in training and development roles, preferably in international and multicultural contexts.
- Online learning experience is an asset
Abilities and skills
- Computer skills: Word, PowerPoint and Excel are essential
- Languages: bilingual French-English (written and spoken)

Job specifics
This job description may be modified in accordance with the activities or evolution of the mission.
- Status :
Position based in Dakar, Senegal.
- Terms:
Full-time position (100%), permanent contract based in Dakar with a 3-year moral commitment, renewable once, with a 3-month trial period, renewable once.
- Remuneration
The position of “ REGIONAL INTERSECTION LEARNING AND DEVELOPMENT MANAGER ” has been positioned at level 11.
The MONTHLY GROSS package offered is (gross amounts before taxes and social contributions):
▪ Gross monthly salary (including basic salary and additional salary): 1,410,708 XOF
▪ Career valuation bonus: between 0 and 564,283 XOF (depending on experience)
▪ Flexible envelope: 376,189 XOF
▪ Travel allowance (net amount): 470,236 XOF
▪ Transport bonus (net amount): 26,000 FCFA
Income tax, deducted at source in Senegal, and therefore deducted directly by MSF from the pay slip and social security contributions payable by the employee represent, according to the legislation in force in Senegal and family expenses, approximately 33% which are to be deducted from the gross amounts indicated above.
In addition, the following elements are added:
A contribution of 5% (monthly gross salary + monthly travel allowance + monthly career development bonus) to a supplementary pension system
For children aged 3 to 18, a maximum annual contribution equivalent to 1,800 euros per year and per child (nursery and primary) / 2,100 euros per year and per child (secondary: middle and high school) or a maximum of 60% of the cumulative amount of tuition and registration fees charged by the Lycée Jean Mermoz in Dakar for “other nationalities”, for the primary school French program per child, on reimbursement of actual costs
Health coverage for the worker and their dependents who reside in Senegal or elsewhere.
Insurance in the event of death or disability
And for people recruited while they are resident outside Senegal, support for moving and settling in Dakar :
– Airfare to and from Dakar for employees and their families – at the start and end of the contract
– Installation package: €2,500 for a single person and €3,500 for a family
– Temporary accommodation in one of the MSf houses for 1 month or if necessary, €600/month rent for a single person and €900/month for a family for up to one month, all charges included.
– Employee is responsible for all costs relating to their accommodation after this 1 month period
– After 1 year, a holiday plane ticket for the employee and their dependents based in Dakar depending on the initial country of residence.
– And at the end of the contract, moving package capped at €2,000 for a single person and €3,000 for a family, reimbursement on estimate/receipt.
