Regional MEAL & Maghreb Research Coordinator (f/m/x) At Doctors of the World – Belgium

WHO ARE WE ?

Médecins du Monde is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups, in Belgium and the rest of the world. We want universal health coverage where everyone has access to care, without obstacles.

In Belgium and around the world, our projects are aimed at all people who have no or no longer access to health care. CONTEXT

MdM Belgium is implementing its decentralization plan in the North Africa region following a localization objective.

This position will be responsible for ensuring that Quality, Accountability and Learning standards are integrated into the planning, implementation and monitoring of programs in countries in the region and that knowledge and evidence are collected and disseminated (Knowledge management) in order to strengthen accountability, develop intervention strategies and maximize their impact, increase expertise in health and rights in the region and support national and regional research actions.

THE ESSENTIAL

You are responsible for strengthening quality and accountability, developing intervention strategies and maximizing their impact, increasing expertise in health and rights in the region and supporting research actions and academic partnerships.

TASKS AND RESPONSIBILITIES

The Regional MEAL & Research Coordinator:

  • is responsible for defining a regional MEAL & research strategy and providing technical support in the implementation of MEAL & research activities in the countries of intervention.
  • ensures that the MEAL systems implemented on the different projects are consistent with each other and with MdM frameworks and standards, thus enabling the consolidation of information for use in the strategic management of the region.

Example of tasks

Regional strategy and management:

  • Develops, with the support of regional technical referents and headquarters, the regional MEAL strategy and ensures its implementation.
  • Defines the MEAL and regional research action plan and supervises the definition of national MEAL plans as well as their implementation.
  • Contributes to the design and writing of project proposals.
  • Contributes to the regional advocacy strategy in conjunction with the regional advocacy representative and the regional health coordinator.

Monitoring and evaluation at regional level:

  • Defines systems for monitoring, data collection, information management, evaluation, accountability to populations, learning and knowledge management, adapted to the context of intervention and guaranteeing compliance with standards of MdM.
  • Provides technical support to define quality indicators, monitoring methods and data collection tools.
  • Ensures that MEAL teams contribute to the project management tool within the limits of their responsibilities (completion, analysis and monitoring).
  • Ensures the establishment of a data management and visualization mechanism at the regional level, promoting strategic decision-making.
  • Ensures the project evaluation process on both missions.
  • Conducts an annual meta-evaluation of evaluations conducted in the region.
  • Supports teams in monitoring and implementing post-evaluation recommendations.

Knowledge management, learning and accountability strategy:

  • Is responsible for the implementation of processes and methods for collecting, analyzing, modeling and managing the knowledge produced, by systematizing learning exercises at the project/program level.
  • Offers an analysis of the information collected and the knowledge produced to strengthen collective learning.
  • Ensures the functionality of accountability/complaint management mechanisms established in the region.
  • Leads the knowledge and learning management strategy in the region, helps programs extract lessons learned and highlighting results achieved within defined objectives and contribute to the quality of work carried out across the Capacity Building.

Search strategy:

  • Contributes to the research strategy on the basis of the thematic priorities identified and in connection with the advocacy strategy and supports the teams (internal and external) in the development of research activities (participatory action research, etc.).
  • Contributes to the development of academic partnerships and links with universities and research institutes

Supervision, coaching and development of MEAL teams

  • Supervises and coaches country MEAL managers, structures work around identified processes, drives performance and facilitates problem solving.
  • Provides training/coaching/support for project and MEAL teams on MEAL themes.
  • Provides technical support to project teams for the implementation of monitoring, evaluation and accountability tools and methods.

These responsibilities will be implemented in a specific and transversal manner on the basis of the annual individual action plan (including the identification of projects), established in collaboration between the manager and the holder of the position in question.
Activities may be required to evolve depending on the context.

YOUR PROFILE

Qualifications and experience required

  • Master’s degree in law, political science, sociology, anthropology, or other field relevant to the position.
  • A master’s degree in public health is an asset.
  • Min. 5 years of experience in the field of operational research including at least two years in a mission-level coordination position.

Required Skills

  • Proficiency in data collection and analysis software such as kobo, odk, power BI, SPSS.
  • Mastery of the pack Office.
  • Fluency in oral and written French. Fluency in Arabic and/or English is an asset.
  • Mastery of evaluation and monitoring methods.
  • Knowledge of the main donors in the region.
  • Knowledge of learning methods.
  • Know how to help employees progress.
  • Develop the autonomy of your employees.
  • Know how to position yourself to move forward.
  • Know how to simplify and prioritize.

  • Fixed-term contract (CDD) 12 months;
  • Salary Conditions:
    • 5 years of experience: 3481.73 Euro (gross); 10 years of experience: 3659.34 Euro (gross)
    • Per diem: 512 Euro
    • Individual accommodation premium of 722 Euro monthly
  • Mission location: Tunis with regular travel to countries in the region.
  • Start date: 01/09/2024.
