WHO ARE WE ?

Médecins du Monde is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups, in Belgium and around the world. We want universal health coverage where everyone has access to care, without obstacles.

In Belgium and around the world, our projects are aimed at all people who do not have or no longer have access to health care. In particular, they are structured around five axes: people on the margins of society, children in vulnerable situations, women, migrants or displaced persons and victims of crises or conflicts.

To carry out our mission, we rely on three pillars:

CONTEXT

Médecins du Monde has been working in Morocco since 2013 to ensure access to inclusive and quality care and protection services for all people in vulnerable situations.
MdM-Belgium works in Morocco in close collaboration with Moroccan civil society organizations.
The themes of intervention in the country are: Migration Health and Rights (MHR), Sexual and Reproductive Health and Rights (SRHR) with Gender-Based Violence (GBV) and MHPSS in transversal and the main axes focus on: technical and programmatic support to local partners, consortium coordination, advocacy and mobilization of networks around the themes of interest.

In response to the emergency situation following the earthquake in September 2023, Médecins du Monde and its partners have launched an emergency response in the most affected areas in order to provide appropriate assistance to the most vulnerable people affected by the earthquake.
Our interventions focus mainly on 3 areas: Oriental Region, Rabat-Salé Region and Marrakech-Taroudant Region.

Médecins du Monde has been working in Tunisia since 2013 and aims to provide access to inclusive and quality healthcare to all people on Tunisian soil regardless of their administrative status or their economic and social situation; with individuals aware of their rights, strengthened communities and institutions with sound governance and operational accountability mechanisms.

THE ESSENTIAL

MdM is implementing its decentralization plan in the North Africa region following a localization objective. This function is newly created in the organization and is part of a new set up currently being structured.

Under the supervision of the regional director:

  • You are responsible for developing, coordinating and operationalizing multi-country projects in the North Africa region, in full alignment with the vision of Médecins du Monde-BE.
  • You ensure synergy in terms of implementation approach in countries in the region, ensuring consistency in the progress of projects.
  • You develop quality monitoring tools and coordination mechanisms between field teams, regional coordination and implementation partners.

The regional project coordinator is the privileged contact for regional project funders, on the operational side.

Function :

  • is under the hierarchical supervision of the regional director.
  • in technical supervision of project managers in the field.
  • may be required to supervise a team (MdM or partner contracts) of: 02 to 05 employees (indicative range).

DUTIES AND RESPONSIBILITIES

Contributes to the Development of the Regional Program

  • Actively contributes to the region’s programmatic reflections in close collaboration with regional coordination.
  • Analyzes the relevance of project themes in the countries of intervention.
  • Responsible for analyzing the evolving needs of the target populations of regional projects.
  • It contributes to fundraising and ensures the proper use of resources for regional projects.
  • Contribute to the development of proposals and concept notes, in accordance with donor regulations and internal technical processes, in collaboration with field project managers.

Responsible for the quality of regional project reports

  • Coordinate the reporting phases of the project:
    • Develop retro-plannings for each report, collaborating with the different departments involved (operations, finance, logistics, technical unit, HR, headquarters and national association) and ensure their follow-up
    • Ensure good coordination between all internal contacts for the compilation of contributions to narrative reports and in the monitoring of lessor contracts (a monitoring tool, used at the regional management level, must be adapted and updated).
    • Coordinate with shared services to ensure overall consistency of narrative and financial reporting and completeness of annexes.

Contribute to capacity building in management, reporting and project writing

  • Support capacity building for field staff members, and for MdM-BE partner staff on programme reporting, as well as on MdM-BE programme-specific documentation.
  • Facilitate the knowledge of field staff of the theories of change and institutional strategies of MdM-BE.
  • Proactively raise compliance issues with program staff and department managers
  • Ensure with the project teams the archiving of donor feedback and its consideration in the reports accordingly.

Support the team in institutional communication and donor & partner relations

  • Responsible for researching information and analyzing changes in intervention strategies of regional project donors, in a changing context and evolving needs.
  • List all technical and financial partners (institutional or private) operating in the intervention area of ​​multi-country and/or regional projects.
  • Support the team on contractual issues in collaboration with the program managers of the countries in the region.
  • Responsible for the contractual process with regional project partners.
  • Ensure quality responses to operational and programmatic questions from donors.
  • Ensure compliance with donor rules, in agreement with the regional team (Grant and support department), under the supervision of the regional director.
  • Support the team in organizing project opening and closing meetings for all relevant staff/departments to ensure consistency in understanding of the grant design across departments, as well as to promote sharing of achievements and lessons learned.
  • Represent Médecins du Monde-BE in meetings with regional project partners, or with donors, under delegation from the regional director.

Team management and supervision:

  • Ensure the management and leadership of the regional projects team (coaching, contribution to setting and monitoring objectives, advice and support in the event of difficulties)
  • Plan and ensure the overall monitoring and evaluation of multi-country and/or regional projects and the implementation of corrective actions if necessary
  • In the event of vacancies in operational positions in the field, the regional project coordinator is required to act as interim.

These responsibilities will be implemented in a specific and transversal manner on the basis of the annual individual action plan (including the identification of projects), established in collaboration between the manager and the holder of the position in question.
Activities may be required to evolve depending on the context.

YOUR PROFILE

ESSENTIAL

Education / Training and Experience

  • Master’s degree in Political Science, Social Sciences, Human Rights, International Development, Public Health, Project Management or other relevant field.
  • Minimum two years of professional experience in the field of international development.

Required skills and qualities

  • Knowledge of international human rights and humanitarian action frameworks.
  • Proven knowledge of the Migration theme, and in the Maghreb countries in particular.
  • Mastery of the project cycle and tools (Logical Framework, indicators, etc.).
  • Understanding institutional communication and its challenges.
  • Excellent writing skills in French and English.
  • Fluency in Arabic is an asset.

  • Salary Conditions:
    • expatriate status: gross salary of 3,133.57 Euro for 02 years of experience; of 3,228.52 Euro for 05 years of experience; of 3,393.20 Euro for 10 years of experience. Per diem: 512.00 Euro; Accommodation paid by MdM-BE for international staff only at a rate of 722.00 Euro.
    • The remuneration conditions in Tunisian national status are based on the Tunisian local remuneration policy.
  • Mission location: Tunis.
  • Start date: September 2024.
